Present. Marshall.. Horace King. Present. READING OF MINUTES. The minutes of the meeting of February 18th were read. Councilman Southard moved that they he approved as read, seconded by Councilman Goodyear and by vote declared CARRIED. BILLS AND ACCOUNTS. The following Bills were read: City of New Smyrna Beach, Street lights for larch 4i75.23 Nall Lights to Feb. 18th 2.04 T.C .Brown, Labor and Truck from Feb. 16 to 28 Incl. $ 50.00 Clerks Miss. Cash, $ 3.08 Southern Bell Telephone Co. , Clerks Phone $ 2.86 Horace King, 2.55 Cleaning Papers on Highway, Eugene Swiney $ 1.10 Edward Wilcox,Jr. , $ 1.10 Fire Call on Old County Road, J.S.Bates,Kay Lofton,J.R.Wood, T .C .Brown, Curtis Giddens Tota15.00 Councilman Goodyear moved that the bills be approved, paid and be made a part of these minutes , seconded by Councilman Southard and by vote de- clared CARRIED. REPORTS OF OFFICERS. Mayor Renwick reported having had a conference with Highway Division Engineer Thomas and that Mr. Thomas advised that the State Highway Dept. would require a Resolution enacted by Council giving the Trees to be removed and their location. Council decided that Mayor Renwick, Marshall King and T .C.Brown would mark and locate the Trees dangerous to Traffic and give the information to Attorney Gillespie so that he could prepare a Resolution. The Mayor also reported on the Town Court Docket. The Clerk read his Cash Statement and Budget Appropriations Statement for the month of February. Councilman Southard moved that these reports be approved and be made a part of the minutes , seconded by Councilman Goodyear and by vote declared CARRIED. The Clerk reported that Lots 19 and 19 A, Fernald and Chadwick Replat of Hawks Park Land Co. Sub. had been sold to C .E.Knapp, and that deed had been executed for the Cash sum of $ 75.00. Councilman Goodyear moved that the action of the Mayor and the Clerk be and it is hereby approved as to deeding Lots 19 and 19 A, Fernald and Chadwick ReplA to C.E.Knapp for the cash sum of 075.00 such price being the price set by Council for the Sale of said lots, seconded by Councilman Southard and by voie declared CARRIED. The Clerk further reported on having a bid for rebuilding the 18" Underwood T'ypewritter at a cost of $22.50 Also that certain lots ordered cleaned had not been cleaned and that the Owners had not answered the letters requesting them to clean their lots. Council authorized the Clerk to write these owners again advising that the Ordinance in reference to cleaning would be enforced. 1 MINNOW Minutes Meeting March 4, 1941. Page 2. REPORTS OF OFFICERS. Continued. The Marshall reported that the Trailers parked on the Strand in front of C .D.Bartlett' s Residence and West of the Crab Plant had been moved. That he had seen Dr. Bouchelle' s Office and that action would be taken regarding the moving of the Fish Market at the South end of the Strand. T .C.Brown reported that the sign on Hamilton Drive had been moved and that the trees on Wilkinson Street had been cut down but that some logs remained to be removed. REPORTS OF COIF TTEES . The .'playground committee thfu its Chairman Mr. George L.Bailey reported on the expenditure of : 50.00 given by Council for the purchase of Playground Equipmentl. The account was filed with the Clerk. The Committee was discharg- ed with thanks for their stevices. COMMUNICATIONS. Mr. Edwin P.Fuller at this time requested permission of Council to remove old Building now Used as a Crab Factory and to erect a larger and a better building in place of the present one. He advised that he intented to put in new docks and to ask permission of the proper authorities to extend the dock out to the channel. After a discussion of the proposed improvements Councilman Goodyear moved that the Town Clerk be and he is hereby authorized to issue a permit in accordance with Article XI , Section 2 of Ordinance No. 75 to Edwin P .Fuller for the remodeling and enlargement of the present Crab Factory situated on the Riparian Rights of Lots 11 and 14, Turgot Terrace Sub. , seconded by Councilman Southard and by vote declared unamiously CARRIED ORDINANCES. Attorney Gillespie reported that a copy of proposed Ordinance -regarding the installation of Poles, wires , Cables or Pipes on the Streets had been sent to the Southern Bell Telephone Co. , Western Union Telegraph Co. , and to the Postal Telegraph Co. An acknowledgement had been received from Southern Bell Telephone Co. Acopy of the proposed Resolution creating the Special Foreclosed Property Fund had been sent to Pentland and Robertson but they asked time to consider before making any suggestions. Attorney Gillespie also discussed the letter of Brest Rano regarding the arrest of K.G.Lofton. Mr. Rano' s letter was of date February 26th , 1941. The State Law regarding Business and Occupational Licenses was discussed at considerable lenght and the Attorney explained the law as regards advertising painted signs located on properties in the Town. Councilman Southard suggested that the Town Clerk be authorized to write the property owners along the Highway asking them to co-operate with the Town Council in their desire for a better appearancg,by having the signs if any on their properties, removed and to prevent the erection of others unless such signs were on a business property and advertising that business. The Attorney was requested to have a list prepared in accordance with the State Ciassifaction of Business and Occupational Licenses showing the amount (maximum Amount) the Town could charge for each class. NEW BUSINESS . It was reported that the Drainage Ditch forth from Park Ave. to the Canal needed cleaning. The question of obtaining a right of way for the lenght of the ditch was discussed and the Clerk was instructed to find a survey map which had been made some years ago. Council appointed the following people to serve on the Recreation Board: Mrs. Helen Willcox. Mr. H.P.Wilkinson. Mr. H.L.Haughton. Mrs. Fern Sargent. Mr. Henry Sthalnaker. The Clerk was instructed to notify each of their appointment and request them to advise if they could serve. The list of Fire Call Men was considered and it was was decided by motion duly made, seconded and carried that the previous list of Fire Call men be cancelled And that the following be appointed, Ray Balltyne. Kay Lofton. H.P .Wilkinson. Robert E.Fuller. Curtis Giddens. i .C .Brown. Rufus Johnson. J.R. °:ood. Jimmie Cox. Others to fill the quota of 12 men besides the Chief and Assistant Chief could be appointed latter. The question of signals to indicate a brush or a house fire was discussed. Councilman Southard moved that the Clerk and Mayor be authorized to pay the balance of the State and County 1940 Taxes on Town Owned properties in an amount not to exceed $173.65, seconded by Councilman Goodyear and by vote declared CARRIED.
