The minutes of the meetings of May 20th and June 3rd were read whereupon Councilman Southard moved that they be approved as read, seeonded by Council- man Renwick and by vote declared CARRIED. REPORTS OF OFFICERS . The Mayor reported as follows; Trees designated to be taken down had been removed with the exception of twa on the East side North of Evergreen Street. That he had inspected drainage ditch after the heavy rain. The Clerk read a Cash statement and Statement of Budget Appropriations for the month of May. He also read a report on the Collection of Taxes for the year 1941. Councilman Southard moved that these reports be approved and be made a part of the minutes, seconded by Councilman Renwick and by vote declared CARRIED. The Clerk read a Report on Homestead Exemption Applications for the Tax Year 1941. He also turned over to Council the One Hundred and one Applications, which were canvased and examined. Councilman Southard moved thht the report be accepted and approved , seconded by Councilman Renwick and by vote declared CARRIED. The Marshall reported on the work done in directing Traffic on the Highway during the removal of Trees, that the raods needed attention, that certain trees on the Strand should have limbs cut off to provide necessary road clearance. Councilman Southard moved that the Marshall be authorized to have the follow- ing work done , Limbs on trees on the Strand removed torprovide proper road clearance,Between Naranga Drive and Rio Vista Drive , limbs off three Trees Between Riverview Drive and Evergreen Street,limbs off four Trees, Between Evergreen Street and Plaza Lane,One tree taken out , Between Merrimac Ave and Ocean Ave Limb off one tree , motion seconded by Councilman Renwick and by vote declared CARRIED. The Marshall was requested to obtain the mower scythe, train and instruct suitable persons torun it preparitory to mowing the Streets when required. The Clerk agreed to provide space in his garage for the storage of the machine. Communications. Letters were read from County Commissioners dated June 10th, 1941. Florida East Coast Railway, dated June 2nd, 1941. ORDINANCES . Ordinance NO. 97 entitled "AN ORDINANCE REQUIRING PERMITS TO BE OBTAINED FROM THE TOWN CLERK PRIOR TO THE CONSTRUCTION OR ALTERATION OF ANY SEPTIC TANK FOR SEWERAGE DISPOSAL, IN THE TOWN OF EDGE;':iATER, FLORIDA; AND PRO- VIDINiG FOR THE APPLICATION FOR AND COST OF SUCH PERMIT; AND PROVIDING A PENALTY FOR THE VIOLATION OF THE PROVISIONS OF THIS ORDINANCE." was read in full. Councilman Southard moved that Ordinance No. 97 be passed upon first read- ing, seconded by Councilman Renwick and by vote declared CARRIED. Councilman Southard moved that the requirement of reading Ordinance No. 97 on second reading be waived and that said Ordinance be placed upon final passage, seconded by Councilman Renwick and by vote declared unanimously CARRIED. Whereupon it was moved by Councilman Southard, seconded by Councilman Renwick, that Ordinance No. 97 be passed and adopted and a roll call being taken on this motion resulted as follows; Mayor Councilman. J.U.GIT.T.F,SPIE COUNCIL'S APPRECIATION FOR THE RESULTS ACCOMPLISHED BY TEEM IN THE SESSION OF THE LEGISLATURE JUST ADJOURNED was read in full. Thereupon Councilman Southardmoved the adoption of the resolution, seconded by Councilman Renwick and adopted the vote of the Council being as follows; Mayor Councilman. F.R.Renwick. Yes. Councilman. #;.T .Goodyear. Absent. Councilman. O .E.Southard. Yes. A copy of the resolution is attached and forms a part of these minutes. UNFINISHED BUSINESS . Council studied the leases required by the F.E.C.Railway for the use of Lot 35 AA Assessors Sub. of G.Alvarez Grant for a baseball ground and action was defered until next meeting. The clerk was requested to ascertain the amount of Taxes paid on this property for the year 1940. Councilman Southard moved that the Clerk and the Marshall be authorized to act as a committee to have removed without expense to the Town all advertisin signs where the propertyowner had given permission and the owners of the signs had been notified and given 10 Days in which to remove them, seeonded by Councilman Renwick and by vote declared CARRIED. Councilman Southard moved that we insert a Edgewater Ad. in the special edition of the New Smyrna Beach Observer taking a space 3 columns wide and four inches high at a cost of $4.80 , seconded by Councilman Renwick and by vote declared CARRIED. r -.- Minutes of meeting of June 17, 1941. Councilman Southard moved that a selling price ofS400.00 be set on Lot 35 AA and Lots 35-W to 35-Z inclusive and those portions of Lots 35-0 to 35-V/ inclusive North of the Okeechobee Branch F.E.C. Right of way, that all of these lots be sold as one unit, seconded by Councilman Renwick and by vote declared CARRIED. Councilman Southard moved that the Mayor and the Clerk be and they are hereby authorized to sign easements for drainage ditch on all Town Owned Properties , seconded by Councilman Renwick and by vote declared CARRIED. The Clerk reported the receipt of House Bill 374 giving Council the authority to adjust Delinquent Taxes on a uniform basis. No action wasvtaken it being deemed advisable to wait until a meeting of Council when all members were present. Councilman Southard moved that $100.00 be donated to the Fourth of July Celebration Committee, H.L.Haughton, Tres. , that this be charged to the Emergency Fund, seconded by Councilman Renwick and by vote declared CARRIED. Councilman Southard moved that the Strand and Park Ave. be worked when the conditions were favorable, seconded by Councilman Renwick and by vote declared CARRIED. One hundred and one applications for Homestead Exemption are handed you herewith for your consideration and approval as to action taken by the Tax Assessor. Ninety seven of these have been allowed, one being a part of a joint application and three disapproved for reasons noted on these applications. The applicants have been written where applications were not allowed. The total assessed valuation for the 97 applications allowed for the year 1941 amounts to $115 360. The increase from 1940 to 1941 was $10595. while the assessed valuation of properties returned to the Tax Roll by the payment of Delinquent Taxes has only been a total of 45010. making an actual decrease in the total assessed valuation available for taxes of 45585. This of course would be offset by improvements and new buildings on properties which were not eligible for exemption. The following division of the 97 applications allowed may be made, 46 pay no Taxes on Homestead Property. 51 pay some Taxes on Homestead Property or other properties owned.
