The minutes of the meeting of July 15th were read, whereupon Councilman Southard moved that they be approved as read, seconded by Councilman Renwick and by vote declared CARRIED. BILLS AND ACCOUNTS. The following bills were read; Chas. Roberts , X4.00 Southern Bell Telephone Co. 2.51 City of New Smyrna Beach. 77.27 H.C.Colee. .4:50 J.U.Gillespie. 37.50 Hauling Shell on Oakridge Ave. , H.Sharpe 1.40 Leo King with truck 3.50 Councilman Southard moved that the bills be approved, paid and be made a part of the minutes , seconded by Councilman Renwick and by vote declared CARRIED. REPORTS OF OFFICERS . Mayor Renwick reported that Engineer Gunn had advised that he would look over Park Ave. but as yet he had not reported on the cost. The Mayor also reported that complaints had been received as regards water at the following locations; Park Ave. \ est of Railroad. Highway across from the s.J. .:'ilcox. property. Strand at Hatch' s -Property. The Clerk read his report , " Clerks Cash Statement for the period June 30th to July 31st;and a report on Budget Appropriations. Councilman Southard moved that the reports be approved and be made a part of the minutes, seconded by Councilman Renwick and by vote declared CARRIED The Marshall reported that in front of the O'Hagan property on the Strand there were two small spaces on which there was shell but that it would cost more to take the shell out than it was worth. That the water tower on the Emma Brady property ,as. dangerous to the Public Safety. That there were three young men who could operate the mower scythe and that they would work for 25 cents per hour. illiam Sharpe, Robert Chivers and Leo King. That the following roads were in bad condition; Old County Road South of Park Ave t , Oakridge Ave. A discussion followed as to the repairs which should be done on the roads. The Clerk reported a low bid of Ninety Cents each for Concrete Street Sign Posts by H.P .`Jilkinson. Councilman Renwick moved that the Clerk purchase 10 Concrete Street Sign Posts from H.P.Wilki.nson for the sum of 0.00 , seconded by Councilman Southard and by vote declared CARRIED. A Resolution entitled "RESOLUTION AUTHORIZING THE EXECUTION OF LEASE FROM TRUSTEES OF TIED FLORIDA EAST COAST RAILWAY COMPAITY." was read in full. councilman Southard moved the adoption of the resolution, seconded by Councilman Renwick, and adopted the roll call vote being as follows: Mayor Councilman. Resolution entitled "RESOLUTION CHANGING THE NAME OF STRAND TO RIVERSIDE DRIVE AND ALSO CHANGING THE NAVE OF RIVERSIDE DRIVE TO BIGEIOW DRIVE ." was read in full. Councilman Southard moved the adoption of the Resolution, seconded by Councilman Renwick and adopted the vote of the Council being as follows ; Mayor Councilman.. F.R.Renwick. Yes. Councilman Southard moved that a Dunlap Sickle Grinder be bought at a cost not to exceed 9 .00 and that the Clerk be authorized to make the purchase, seconded by Councilman Renwick and by vote declared CARRIED. The Clerk as instructed to order a blade bar, extra blades and guards for the 48w Mower Scythe from the Jacobsen M' f' g Co. NE`4' BUSINESS . A complaint having been made about dogs running at large and causing pro- perty damage, a discussion resulted in refering this to the Attorney with the request that he advise what could be done . Councilman Southard moved that the Mayor and the Clerk be and they are hereby authorized to execute a deed of conveyance to any person, firm or corporation, who have signed a contract to purchase any Town owned property and who have completed the payments in accordance with the terms of the contract , it being the duty of the Clerk. to first certify to the Mayor that the payments on the contract have been completed in accordance with said contract. The Clerk shall report to the Council at their next regular meet- ing, after the execution of any deeds , the name of the owner and a descript ion of the property conveyed, seconded by Councilman Renwick and by vote declared unamjAiusly CARRIED. Councilman Southard Moved that the .ayor be authorized to arrange with the :Nursery Schoolfor the Town to make a donation of .04.00 per month to the School if the School will arrange for thd transportation of all Edgewater Children attending the Schthol, seconded by Councilman Renwick and by vote declared CARRIED. The Clerk presented to Council a suggested TENTATIVE BUDGET and an explana- tion with detailed figures. This vas received and ordered made a part of these minutes. After considerable discussion , some of the amounts were changed. Councilman Southard moved that the Tentative Budget as amended be adopted , that it be posted and made a part of the minutes , seconded by Councilman Renwick and by vote declared CARRIED. The Attorney was requested to prepare an Ordinance relating to the condem- nation of buildings or structures which were not safe. • He was also requested to look into the question of planned drainage ditches . and the necessary right of way. ,E+r '*411PIP, '041001 Minutes of August 5, 1941, Page 3. L SSCELLANEOUS BUSINESS . The Marshall was instructed to start the mowing of the grass and weeds on the streets. He was also instructed to fill in the the holes with shell. on Riverside Drive and ifnapp Ave. Also to scrape the streets as needed and those listed were Riverside Drive ria_r_ilton Drive, Knapp Ave. , Yelcka Terrace,Lamont St. , and Park Ave. A low spot on Palmway and also one on New Hampshire Ave. just East of the highway were to be filled up. The amount includes additional compensation for the Clerk in an amount formerly paid the Tresurer and whose duties were given the Clerk without additional compensation at the time of transfer. Additional duties given the the Clerk within the past five years would also warrant this additional amount of 01O.00 per month included in the amount of 0810.00 LEGAL AIW ELECTIONS. 0 300.00 Provides for Legal services p25O.00 and Expenses incidential to Elections 45O.O0 which amount could provide for one regular election and one special election. Continued page 2. FIRE DEPARTMENT. 0150.00 This amount has been included in the budget for several years and provides for the pay of fire call men and for fire extinguishers and for refilling. LOT CLEANING. 4 50.00 This is provided so that when an owner fails to clean lots as ordered by Council the Town can do the work and should the Owner fail to pay and a Lien is issued, then to pay the costs. The care of Town Owned Lots is provided by the foreclosed Property fund. PERMANENT IMPROVEMENTS .. x450.00 un This could form a fouldation for an accumulative fund for improvements of a permanent nature . PARKS AND PLAYGRO U1 S . 4100.00 0.00 Several of the subdivisions in the Town have along the Liver front desig- nated Parks and it would seem that some provision should be made for their gradual improvement, either in grading, planting trees or shrubs.
