04-14-1992 CITIZENS COUNCIL ADVISORY COMMITTEE REGULAR MEETING April 14, 1992 Minutes ROLL CALL Richard Jones Present 1 Harry Jones Arrived later James Mackie Present Janet Ptaszek Present Sandra Smith Absent Charlene Dennis Present Michael Nattress Absent INTRODUCTION OF THOSE IN ATTENDANCE Jack Corder, Director of Parks & Recreation and Mrs. Doris Hill were welcomed to the meeting. APPROVAL OF MINUTES Chairman Jones explained that Mr . Harry Jones had expressed to him a change that needs to be made in the minutes, on page 1 , last paragraph; Mr . Jones stated he "has been following the activities of the Charter Review Committee" , not he has been a member of the committee. Also, Mr . Mackie stated he would like to retract his statement regarding the staggered terms. Mrs. Dennis moved to accept the minutes with these changes. Mr . Mackie seconded the motion. Motion CARRIED 4-0. OLD BUSINESS Gross taxable value committee report was moved down on the agenda to wait for Mr . Harry Jones. Swimming at Menard-May Park Mr . Jack Corder presented a package to all the committee members for their information. This package contains history from 1988 when the swimming was shut down to the present . He explained that basically the problem was the shore line discharge and bacterial level was too high and the water quality did not improve. The same situation occurs all up and down the coast line, not just in Edgewater . He feels the Health Department will not allow a permit until the river is cleaned up. An environ- mental program needs to be set up to work on this problem; a study should probably be implemented first . Mr . Mackie thanked Mr . Corder for bringing this information to the committee, he suggested the City should look into building a swimming pool for the young people. Chairman Jones suggested asking for recent water testing to see if the water condition has improved. Mrs. Ptaszek stated she would like to see where we stand currently. 7:30 p.m. Mr. Harry Jones arrived. He was updated on Mr . Corder ' s report . Gross taxable value committee report Mr . Harry Jones reported to the committee that the current assessments are uniformed. There is a method of relief available for anyone who wishes to appeal their assessments. His report is to be finalized and given to the committee's secretary for submittal to Council . NEW BUSINESS Review meeting with City Manager , April 8th Review meeting with City Mayor , April 9th Chairman Jones reported to the committee that he and Mr . Harry Jones met with the City Manager and the Mayor last week . They were assured that this committee is an important factor . They should not wait for Council to give them something to work on, if something comes up, they can bring it to the Council ' s attention. CIP - Paved roads versus reshell Chairman Jones stated he did not know we are going to get shell roads again after the sewer is put in. He spoke to Councilperson Gillespie about this expressing that he feels paving should be done at this time. Mr . Harry Jones explained that paving was in the CIP program and it was taken out . Mr . Mackie explained that the contractor has to put the roads back the way he found them and he is not sure they should pave the roads so soon after the lines are put in. Maybe everything should settle down first and then do the paving. Mr. Harry Jones explained financing is the problem, if we could come up with a way in phases to pave the shelled streets this might work . He suggested open public meetings could be called to discuss this with residents and it should be done soon. Bicycle Path SR442 Chairman Jones stated this is on the agenda because of the recent discussion, signs, etc . He added since the State is going to widen Indian River Boulevard, putting in a bike path is no longer feasible. Mr. Corder pointed out there is no current right-of-way on the sides of the boulevard, the State is having to acquire the land in order to widen the street . Annual review of City goals Chairman Jones explained that during his conversation with the City Manager , it was suggested that this committee gather goals for a five-year plan. It is his feeling this should be done in the City Manager 's office and it should not be the responsibility of this committee. Mr. Corder informed the committee that each department head has been asked to submit such goals to Mr . McMahon and he is developing a plan which will follow the Comprehensive Plan, trying to meet the needs of City growth, senior citizens and the youth, etc . Mrs. Dennis commented on the newsletter being a good tool to publisize this. She added that the newsletter is very interesting. Mr. Mackie brought up to surveying being done on Riverside Drive. Mr. Corder explained that the surveying is completed and the preliminary plans are available on the Riverwalk project . Some problem areas are being worked on at the present time. They should be going out for bids in May. Chairman Jones asked Mrs. Hill if she had any comments for the committee. -2- Citizens Council Advisory April 14, 1992 Mrs. Hill said she read the article in the newspaper about this meeting and was interested in the subjects. She is a member of a private Citizens Awareness Group and one of their concerns is the paving situation. She feels the City needs to do something about it .
