MINUTES
CALL TO ORDER
Chairperson Linda Johnson called the regular meeting of the Code Compliance
Board to order at 2:00 PM in the Community Center.
ROLL CALL
Members present: Alice Haldeman, Glenn Barnhill, Ben Wagner, Linda Johnson
Gail Anderson, Ed Corn and Sherry Lester. Also present were Code Supervisor
Jeff Lariscy, Code Officer Mike McGrath, and Board Coordinator Shontella
Jackson.
APPROVAL OF MINUTES
The Minutes for the regular meeting of February 10, 2011 were presented to the
Board for approval. MOTION by Alice Haldeman, SECOND by Ed Corn to
adopt the minutes of the Regular Code Compliance Board meeting on
February 10, 2011, as written. MOTION CARRIED UNANIMOUSLY.

NEW BUSINESS:
Case #2011-CE-103893, 1800 S. Riverside Dr., Edgewater Florida; Deutsche
Bank National Tr. Co. Tr., Violation of Section 10-83 (Neglected premises).
Code Supervisor Jeff Lariscy presented the case summary to the Board. Code
Supervisor Jeff Lariscy presented staff's recommendation to find Deutsche Bank
National Tr. Co. Tr. in violation of Section 10-83 of the Code of Ordinance
assessing a citation fine of $75.00 and for a lien to be placed on the property if
not satisfied by March 16, 2011. Officer McGrath stated the property has been
cleaned but the citation is still outstanding. No one was present for this case.
The Board had a brief discussion. MOTION by Ed Corn, SECOND by Glenn
Barnhill that the Board finds Deutsche Bank National Tr. Co. Tr. in
violation of Section 10-83 of the Code of Ordinance assessing the
citation fine of $75.00 and for a lien to be placed on the property if not
satisfied by March 16. 2011. )MOTION CARRIED UNANIMOUSLY,
Case #2011-CE-103922, 1017 36th St., Edgewater Florida; Patrick & Beth
Otworth, Violation of Section 10-4 (Nuisance generally).
Code Supervisor Jeff Lariscy presented the case summary to the Board. Code
Supervisor Jeff Lariscy presented staff's recommendation to find Patrick & Beth
Otworth in violation of Section 10-4 of the Code of Ordinance assessing a citation
fine of $75.00 and an additional fine of $50.00 per day for each day the violation
exists past March 11, 2011 and for a lien to be placed on the property if not
satisfied by March 16, 2011. It is also recommended that the Board issue a
Board Order requesting the City Manager approve the securing of the property
by city staff if the violation is not corrected by March 11, 2011. Officer McGrath
stated the doors and windows needed securing. The home was vacant at the
time of the fire. No one was present for this case. The Board had a brief
discussion. MOTION by Gail Anderson, SECOND by Sherry Lester that
the Board finds Patrick & Beth Otworth in violation of Section 10-4 of
the Code of Ordinance assessing the citation fine of $75.00 and an
additional fine of $50.00 for each day the violation exists past March
11, 2011 and for a lien to be placed on the property if not satisfied by
March 16, 2011. It is also recommended that the Board issue a Board
Order requesting the City Manager approve the securing of the
property by city staff if the violation is not corrected by March 11,2011.

Case #2011-CE-103886, 108 E. Pine Bluff Dr., Edgewater Florida; Warren &
Beatrice Alty, Violation of Section 10-113 (Inoperable vehicle).

Winters, Violation of Section 10-4 (Nuisance generally).
Code Supervisor Jeff Lariscy presented the case summary to the Board. Code
Supervisor Jeff Lariscy presented staff's recommendation to find William &
Bernadette Winters in violation of Section 10-4 of the Code of Ordinance
assessing a citation fine of $75.00 and the additional cost of the removal of the
trash and for a lien to be placed on the property if not satisfied by March 16,
2011. Officer McGrath states the property is vacant and the city has picked up
the trash. No one was present for this case. MOTION by Glenn Barnhill,
SECOND by Gail Anderson that the Board finds William & Bernadette
Winters in violation of Section 10-4 of the Code of Ordinance
continuing the citation fine of$75.00 and the additional cost of the
removal of the trash also for a lien to be placed on the property if not

Case #2011-CE-103951, 2703 Silver Palm Dr., Edgewater Florida; Connie & Dave
Feldman, Violation of Section 10-4 (Nuisance generally).

Feldman in violation of Section 10-4 of the Code of Ordinance assessing a
citation fine of $75.00 and an additional fine of $50.00 each day the violation
exists past March 11, 2011; also for a lien to be placed on the property if not
satisfied by March 16, 2011. It is also recommended that the Board issue a
Board Order requesting the City Manager approve the removal of trash and
cutting of the grass by city staff if the violation is not corrected by March 11,
2011 and that a lien be placed on the property. Officer McGrath states the
property is vacant. No one was present for this case. MOTION by Ben
Wagner, SECOND by Alice Haldeman that the Board finds Connie &
Dave Feldman in violation of Section 10-4 of the Code of Ordinance

Supervisor Jeff Lariscy presented staff's recommendation to find Lisa David &
Shandaneaka Hopburn in violation of Section 10-4 of the Code of Ordinance
assessing a citation fine of $75.00 and an additional fine of $50.00 each day the
violation exists past March 11, 2011. It is also recommended that the Board issue
a Board Order requesting the City Manager approve the securing of the
structure, removal of trash and cutting of the grass by city staff if the violation is
not corrected by March 11, 2011 and that a lien be placed on the property.
Officer McGrath states the property is vacant and the certified mail was returned
unclaimed. Officer McGrath entered some additional photographs label Exhibit A
to the case. No one was present for this case. MOTION by Alice Haldeman,
SECOND by Sherry Lester that the Board finds Lisa David &
Shandaneaka Hopburn in violation of Section 10-4 of the Code of
Ordinance continuing the citation fine of $75.00 and an additional fine

is also recommended that the Board issue a Board Order requesting the

CODE COMPLIANCE REPORT:
FM Lariscy reported that Code Compliance now has a volunteer to assist with
code cases and that Code Compliance will start implementing the use of
computers in their vehicle to write notice of violations and citations. FM Lariscy
stated he will start providing the Board with case stats and data at the next
meeting. After a brief discussion the Board agreed to eliminate copies of the
PowerPoint, ordinances and citations to reduce the amount of paper we use for
the meeting.
