RESOLUTION NO. 2004-R-08 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEW A TER, FLORIDA; REFLECTING OPPOSITION TO THE COUNTY OF VOLUSIA'S PROPOSED CHANGES IN OPERA TING HOURS, STAFFING AND SERVICES/PROGRAMS OF THE EDGEWATER PUBLIC LIBRARY AND NEW SMYRNA REGIONAL LIBRARY; PROVIDING FOR TRANSMITTAL TO ALL INTERESTED PARTIES; REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING FOR APPLICABILITY, SEVERABILITY AND AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Edgewater, Florida, has made the following determinations: 1. Libraries are a cornerstone of Florida's educational system, providing programs for children, families, adults, and elders to enrich their understanding of the world. 2. Libraries support a competitive workforce with basic literacy programs, computers and other resources to aid and assist residents concerning information they need for their jobs, health, recreational needs and personal goals. 3. The Edgewater City Council opposes the recent proposal presented to the V olusia County Library Advisory Board which would change the current hours of operation, staffing and services/programs by closing the Edgewater Library on Monday, changing the hours of operation for Tuesday through Saturday from !0:00am until 8:00pm, Friday and Saturday hours of operation would be from lO:OOam until 5:00pm and remain being closed on Sunday. 4. Many children, adults and senior citizens that walk, ride bicycles or are bussed to our library and would not have access on Mondays. Those who work until 5:00pm and do not drive would have no library access on Monday through Friday. 2004-R-08 1 .... ..." 5. Due to our location, many children walk or bicycle to the library after school to complete homework assignments and utilize the computers until 6:00pm. Closing at 5:00pm would not allow sufficient time for many of them to complete assignments or have the opportunity to use a computer. 6. The proposed schedule would assign/transfer staff members to assist in New Smyrna during their open hours creating a reduction of manpower at the Edgewater Library that would result in an elimination of existing programs for all ages. Programs are currently presented to over 5,000 participants each year. 7. Public access computers are currently used by 10 to 20 customers every hour. Proposed reduction in open hours would impact 130 to 260 computer customers per week. Computers at the New Smyrna Regional Library are already used to maximum capacity. NOW, THEREFORE, be it resolved by the City Council of the City of Edgewater, Florida: Section 1. The Edgewater City Council opposes the recent proposal by the County staff which would change the current hours of operation, services and staffing/programs of the Edgewater Library. Section 2. Authorizing Transmittal. The City Council hereby authorizes the City Clerk to transmit certified copies of this resolution to all interested parties in this matter, which may include, but are not limited to: the County of V olusia, it's Manager and Commissioners, the City of New Smyrna Beach, it's Manager and Commissioners, Edgewater Public Library, New Smyrna Beach Regional Library and Friends of the Library. Section 3. 2004-R-08 Conflicting Provisions. All resolutions or parts of resolutions In 2 ~ .."" conflict herewith be and same are hereby repealed. Section 4. Severability and Applicability. If any portion of this resolution is for any reason held or declared to be unconstitutional, inoperative, or void, such holding shall not affect the remaining portions of this resolution. If this resolution or any provisions thereof shall be held to be inapplicable to any person, property, or circumstances, such holding shall not affect its applicability to any other person, property, or circumstance. Section 5. Adoption and Effective Date. This resolution shall take effect upon adoption.
