09-19-2012 - Workshop CITY COUNCIL OF EDGEWATER WORKSHOP MEETING SEPTEMBER 19, 2012 6:00 P.M. COUNCIL CHAMBERS MINUTES 1. CALL TO ORDER, ROLL CALL Mayor Thomas called the Workshop to order at 6: 30 p.m. in the Council Chambers . Present Mayor Michael Thomas Councilwoman Gigi Bennington Councilman Michael Ignasiak Councilman Gene Emter Arrived at 6: 32 p.m. City Manager Tracey Barlow City Clerk Bonnie Wenzel Absent Councilman Justin Kennedy There was a silent invocation and pledge of allegiance to the Flag. 2. EDGEWATER INTO THE FUTURE i Into the Future Mayor Thomas informed the public of how the meeting was going to be handled and asked the people present to give their name and what organization they were representing. City Manager Barlow commented on this being an effort to try and reach out and have better communication with the homeowners associations . He further mentioned Council was looking for opportunities for communication from the citizens to make sure they are headed in the direction the community wants to go. City Manager Barlow described he was going to go through the attached Powerpoint presentation by describing where they have been, where they are and where they are going. He reminded everyone this was a public meeting. He informed everyone he had a list of the homeowners associations and contact information. Mayor Thomas commented on being proud of the entrance into the City on SR 442 off of I-95. He further commented on improvements that were going to be made to the north and south entrance of the City on U.S . #1 . City Manager Barlow started his Powerpoint presentation (Attached) by presenting some facts about Edgewater with regard to growth, businesses, residences, budget, property classifications with regard to the tax base and the market and taxable values as they relate to the budget and millage. City Manager Barlow continued his presentation by describing Visioning and Planning with regard to Desire for Redevelopment, Downtown Edgewater, Future City Hall Location, Comprehensive Economic Development Strategic Plan, 5-Year Action Plan, CEDS Status, Economic Development Initiatives, Planning for the Future - Community Redevelopment Area, Future Transportation Needs, Planning for the Future, Planned Future Development - Restoration, Planned Future Development - Deering Park, Planned Future Development - Status of Other Projects, and Future Activities . Councilman Emter informed the public the complete documents such as the Vision Plan and the CEDS document were available on the City' s website. Mayor Thomas informed the public they would go back through each slide and they could ask questions or make comments at that time. 2 Council Workshop September 19, 2012 Mayor Thomas introduced City Clerk Bonnie Wenzel . Mayor Thomas commented on when Dr. John Milton Hawks founded Hawks Park, now known as Edgewater. Mayor Thomas then commented on trying to get the taxes lowered for the residents by bringing in more commercial . He also spoke of Daytona Beach Shores being the richest city in Volusia County due to the condominiums . He further commented on Edgewater not having a high tax base and the residents having to take the burden of the taxes . They are trying to attract more business in Edgewater to help lower the taxes and take the burden off of the residents . Mayor Thomas further commented on the City debt when he started compared to what it is now. A resident asked what types of businesses the City was trying to attract. Mayor Thomas informed her retail, industrial and other types of commercial . A resident asked about SR 442 with regard to business zoning. Mayor Thomas informed him the option was there. City Manager Barlow commented on professional office being permitted on SR 442 . Mr. Capria asked if the $32 million included the $6 or $7 million the City borrowed. Mayor Thomas informed him it did not. Councilwoman Bennington informed him they had just done that last Monday. City Manager Barlow commented on it being an Enterprise Fund debt. Councilwoman Bennington commented on the need to upgrade and rebuild the Wastewater Treatment Plant since it was 20 years old. Mayor Thomas then commented on the Vision and Planning Session held in 2008 that was facilitated by Brian Canin. Mayor Thomas spoke of the CRA and Brownfield, which was changed to the Edgewater Redevelopment Area. A resident then asked about the improvements to the north end of town at U.S . #1 and 10th Street and if there were any plans for the houses behind the Old Winn Dixie. City Manager Barlow identified that the first phase of the redevelopment area would be one parcel and that they may be able to include that area later. He felt the primary focus would be the gateway coming into the north end of the City. He felt what they do as a City would influence those outside to also participate on their own. A resident then commented on the streets behind this area needing to be resurfaced. City Manager Barlow commented on the streets being on 3 Council Workshop September 19, 2012 a schedule but he wasn' t sure where those streets were on the list. Councilwoman Bennington commented on having a list of streets for resurfacing every year and there being no future planning in the past. She further spoke of having a very proactive management and Council with regard to future planning. Instead of being reactive they are being proactive. Mayor Thomas spoke of the people in the area behind the Old Winn Dixie that came to the meeting when the notices went out about the Brownfield. Mayor Thomas commented on the improvements made to Canal Street in New Smyrna Beach through a CRA. City Manager Barlow then commented on extending Park Avenue to the west side of I-95 in the future. Mayor Thomas commented on damages to City property from the 2004 hurricanes . He further commented on the improvements made to Kennedy Park with regard to parking and the boat ramps . Mayor Thomas commented on the need for a new City Hall in the future and the old horse farm on SR 442 being a potential site . City Manager Barlow commented on a $1 . 5 million grant the City received from DOT to complete the U. S. #1 right-of-way certification which included additional sidewalk design from the north City limits down to Volco Road. He also spoke of improving the existing sidewalks that are not ADA compliant. That project will be shovel ready for future grants for construction. Mayor Thomas pointed out the City received a $1 . 1 million grant towards Fire Station #55. A resident then asked about the U.S . #1 redevelopment with regard to the turn lanes being cut off. City Manager Barlow commented on this being a DOT project to do some median modifications which are part of an access management plan which is changing or eliminating some of the median cuts on U.S. #1 . He further commented on some enhancements that were being done to the medians in conjunction with the DOT project, which is a big savings to the City. A resident commented on the City Hall relocation and questioned it being a conflict of downtown if they move City Hall . He felt it would remove traffic from that area if it is relocated. City Manager Barlow commented on having a lot of good discussion during the Visioning Session about that. He further commented on Park Avenue being limited as to what you can do. He also commented on technology and starting to see more opportunities for decline for foot traffic into City Hall due to people paying their utility bills online. He was hoping to 4 Council Workshop September 19, 2012 have the capability of obtaining building permits online by the end of next year. Councilman Ignasiak commented on when they were originally looking at moving City Hall to the old Regions Bank building and creating a park concept at the current City Hall site in conjunction with Kennedy Park located across the street from City Hall . Mayor Thomas spoke of not being able to sell the current City Hall site. A resident in the audience commented on the CRA and tax money being a finite amount. He questioned how they make up the deficit of what is given to the CRA. City Manager Barlow commented on this being a balancing act and having to make sure they don' t create a district too big that they can' t afford. He then commented on what a CRA does . A resident then questioned needing dollars to start the process . City Manager Barlow informed him they would have some natural occurrence of property value increase. He also pointed out Edgewater was one of three communities in the County that saw property value appreciation last year. He spoke of making sure they have some of the seed money in the CRA savings account before they offer improvement grants . They could also do a bond for the CRA district if they have a big project. He further spoke of it taking time before seeing big improvements in a CRA district. A resident then questioned if residents outside of the CRA would see a tax increase. City Manager Barlow informed him they should not and that it was up to the Council if they decide to improve the areas with tax dollars . Councilwoman Bennington didn' t feel the current Council would want to raise taxes for a CRA. Ms. Shira commented on Edgewater tax dollars that go into the County General Fund that never come back into Edgewater and this requires them. Councilwoman Bennington questioned Edgewater being the only city in Volusia County without a CRA. City Manager Barlow informed her on the east side of the County, we are one of the only cities our size. Mayor Thomas mentioned the County having to approve a CRA. Councilman Emter felt what had happened in the City was that the planning operation had taken place with the idea of not raising taxes and still maintaining the level of service that the City offers . He felt by not pursuing the CRA they are pretty well doomed to live with what they have far into the future and that a CRA was the only way they were going to be able to clean up U.S. #1 financially. City Manager Barlow commented on Mr. Capria being a regular at the Council meetings and his involvement in making sure the Council kept the taxes down. 5 Council Workshop September 19, 2012 Mayor Thomas commented on future transportation needs with regard to paving. A resident then asked about sidewalks on U.S. #1 and commented on having a place for the Votran buses to pull over on U. S. #1 . City Manager Barlow informed him Votran does not encourage the turn off lanes and the drivers don' t want them because they can' t get back in the traffic lane. Mayor Thomas commented on the Restoration project with regard to the vast amount of land that will not be developed, the jobs that will be created, and the interchange at I-95 taking off once this project is a reality. A resident then asked about SR 442 being extended to SR 415. Mayor Thomas identified being against that because that would bring all the beach traffic through here and he didn' t think SR 442 could handle it. He didn' t think they could do it because they would have to cross Spruce Creek Swamp, which was a bad swamp. Mayor Thomas spoke of going to Orlando to look at a sustainable community planned unit development similar to Restoration. Mayor Thomas then commented on the Reflections project now known as Deering Park. Councilwoman Bennington felt when these projects go in out by I-95, it will bring stores and restaurants with it. Mayor Thomas then commented on the vendors that were at the Business Expo that was held last year. Councilwoman Bennington commented on attracting water type activities to Edgewater since we are on the river. Councilwoman Bennington commented on the Haunted Forest/Fall Festival . Councilman Emter identified he was hoping to hear more from the residents . He felt there were issues they may like to discuss . A resident commented on the drainage ditches surrounding Wildwood Subdivision needing to be kept clean due to them causing flooding in the subdivision. Work done by Volusia County caused the problem. Once it is fixed the problem will be solved. A resident then commented on some of Carol Ann Drive backing up to Wildwood Subdivision and asked if there were any plans to annex. City Manager Barlow identified the residents have to request to be annexed, which he thought they would see occur in the near future as a result 6 Council Workshop September 19, 2012 of getting real close to the point where it will be cheaper for those in the County adjacent to Edgewater to annex into Edgewater because our taxes would be lower than the County. A resident then asked when Canal Road, which was a dirt road, was scheduled for paving. City Manager Barlow identified it was not on the list to be paved but one they may need to reconsider. A resident then asked what the future plans were for boat docks and identified they are currently being overrun by people from Orlando. Mayor Thomas identified because public funds were used they couldn' t cut them off. There was a brief discussion regarding a boat ramp fee to help deter that being shot down because when grant dollars are received from federal grant organizations they limit what you can and can' t charge and who you can and can' t charge. A resident then commented on liking the new bus benches but was disappointed because the street signs are not lit up. City Manager Barlow commented on the City trying that several years ago and the company not living up to their end of the bargain and they had to remove them. He further commented on concerns expressed by residents with regard to the signs advertising businesses that were not within Edgewater. Mayor Thomas bragged about Edgewater being the only full service city in Volusia County. He further commented on how proud he was of the hard working employees of the City. Councilman Ignasiak spoke of Council being focused on the quality of life and sense of community in Edgewater. He further commented on living in a community in South Florida that started out like Edgewater that turned into a megatropolis . If something is going to have a negative effect on the quality of life and the sense of community, maybe that is something they don' t want to deal with either. Councilman Emter hoped the residents that attended the workshop felt it was worth it and that it showed they were active planners for the future. Councilwoman Bennington expressed her appreciation to the residents for attending the workshop. The way the city turns out depends on who they elect to represent them on the Council . She felt they were a very progressive Council with an excellent administration. The residents have a good working Council that is striving to listen to the residents and give them what they want. She suggested they exercise their voting ability and not let the City fall because the Council didn' t represent them the way the residents wanted them to. 7 Council Workshop September 19, 2012 3.
