CALL TO ORDER Chairman Vopelak called to order the Regular Meeting of the Planning and Zoning Board at 6:30 p.m., October 8, 2003 in the Community Center, 102 N. Riverside Drive, Edgewater, Florida. 2. ROLL CALL Members present were Chairman Edwin V opelak, Robert Garthwaite, Kristine Pluscec, Donald Masso, Anton Heeb, Sandy Jones and Charlene Zeese. Also present were Chief Planner Darren Lear and Planning Technician Bonnie Wenzel. 3. APPROVAL OF MINUTES MOTION bv Mr. Masso. SECOND bv Mrs. Zeese to anDrove the minutes of October 8. 2003 as read.. MOTION CARRIED 7-0 4. OLD BUSINESS PUBLIC HEARING None at this time. 5. NEW BUSINESS PUBLIC HEARING A. AN-0305 - Jeff Gove, authorized agent for Andre Berard, owner, requesting annexation of approximately 1.01 acres of land located at 118 Poinciana Road. Chairman Vopelak opened the public hearing and Mr. Lear gave a brief summary of the request. MOTION bv Mr. Garthwaite. SECOND bv Mr. Masso to send a favorable recommendation to City Council for the annexation of 1.0H: acres of land located at 118 Poinciana Road. MOTION CARRIED 7-0 B. CPA-0305 - Jeff Gove, authorized agent for Andre Berard, owner, requesting the Comprehensive Plan Future Land Use Map amendment from Volusia County Urban Medium Density to City Low Density residential with Conservation Overlay for approximately 1.01 acres of property located at 118 Poinciana Road. VA - 0310 - Skip Roberts, authorized agent for Allen Baisley, owner, requesting a variance from Section 21-50.02 (Table V-I, Site Dimensions) to allow a rear setback of eight (8) feet in lieu of the required 20-feet to allow the construction of a screen room for property located at 32nd Street and Woodland Drive. MOTION CARRIED 7-0 6. DISCUSSION ITEMS Chairman Vopelak stated that Councilman Dennis Vincenzi would like to address the Board. Councilman Vincenzi addressed the Board regarding the relationship between Council and the Planning and Zoning Board. Discussion ensued regarding this matter. Mr. Heeb gave a report regarding the status of his amendments to the Land Development Code. 1. Planning Director's Report None at this time. 2. Chairman's Report Chairman V opelak appointed Kristine Pluscec to the Tree Protection Requirement Review Committee and Mrs. Pluscec accepted the appointment. 3. Agency Member.' s Report 7.
