CALL TO ORDER Chairman Vopelak called to order the Regular Meeting of the Planning and Zoning Board at 6:30 p.m., March 10,2004 in the Community Center, 102 N. Riverside Drive, Edgewater, Florida. 2. ROLL CALL Members present were Chairman Edwin Vopelak, Donald Masso, Sandy Jones, Robert Garthwaite, Kristine Pluscec and Anton Heeb. Charlene Zeese was excused. Also present were Chief Planner Darren Lear and Planning Technician Bonnie Wenzel. 3. APPROVAL OF MINUTES MOTION bv Mr. Masso. SECOND bv Ms. .Jones to anDrove the minutes of Februarv 11. 2004 with the followinp correction: Mr. Garthwaite be included as Dresent. under roll call. MOTION CARRIED 6-0 PUBLIC HEARING 4. OLD BUSINESS None at this time. 5. NEW BUSINESS PUBLIC HEARING a. RZ-O 1 00 (d) - City of Edgewater requesting an amendment to the Official Zoning Map for approximately 21.79 acres of property located along Flying M Court from V olusia County A- 3 (Transitional Agriculture) to City RT (Rural Transitional). Chairman V opelak opened the public hearing. Mr. Lear gave additional background information on this request. He stated that this was the most appropriate zoning classification for the Future Land Use designation ofthese properties. There being no further discussion, Chairman V opelak closed the public hearing. MOTION bv Ms. .Jones. SECOND bv Mr. Masso to send a favorable recommendation to City Council for the rezoninp of Flvinp Court develonment from Volusia County A-3 (transitional A!1Ticulture) to City RT (Rural TransitionaJ). MOTION CARRIED 6-0 b. RZ-O 1 00 (e) - City of Edgewater requesting an amendment to the Official Zoning Map to include approximately 85.39 acres of property located at 940 10th Street (DBCC) from Volusia County R-3 (Urban Single Family Residential) to City P/SP (Public/Semi-Public). Mr. Lear said yes. There being no further discussion, Chairman Vopelak closed the public hearing. MOTION bv Ms. Pluscec. SECOND bv Mr. Heeb to send a favorable recommendation to City Council for the Zonin~ Man amendment of 85.39 acres of nronertv located at 940 10th Street fDBCC) from Volusia County R-3 (Urban Sin~le Familv Residential) to City P/SP (Pu blic/Semi-Pu blic ). MOTION CARRIED 6-0 c. RZ-0203 - City of Edgewater requesting an amendment to the Official Zoning Map for approximately 38 acres of property located west of the FEC Railway and north of the City Water Plant located on SR 442 to include property as P/SP (Public/Semi-Public). Chairman V opelak opened the public hearing and Mr. Lear gave a brief summary of the request. There being no further discussion Chairman V opelak closed the public hearing. MOTION bv Mr. Garthwaite. T A-040 1 - City of Edgewater requesting an amendment to include guidelines for the SR 442 Corridor Overlay Zone, which will be known as Article XVIII of the Land Development Code. Chairman V opelak opened the public hearing and Mr. Lear gave a brief summary of the request. Mr. Lear stated that these were the design guidelines and beautification requirements for development along SR 442. Chairman V opelak asked who would review the development requests. Mr. Lear stated that the review process would be the same as any development in the City. He added that there would be PUD agreements with the developments and that will outline the uses permitted. Discussion ensued regarding various sections of the plan. There being no further discussion Chairman V opelak closed the public hearing. 3-10-04 P&Z minutes 2 ..,., ..."" S.R. 442 Corridor Desi~n ReQ"ulations. MOTION CARRIED 6-0 6. DISCUSSION ITEMS a. Planning Director's Report None at this time. b. Chairman's Report 1. Expiration of Charlene Zeese' s term. MOTION bv Mr. Masso, SECOND bv Mr. Garthwaite to send a favorable recommendation to City Council to extend the term of Charlene Zeese. MOTION CARRIED 6-0. c. Agency Member's Report Mr. Garthwaite asked if Mariners Gate was still proceeding. Mr. Lear stated it was, Phase I was complete and there were building permits applied for. Ms. Jones stated the Economic Development Committee was going to present their "Program of Work" to City Council in about two (2) weeks. Mrs. Pluscec stated the Tree Committee had their first meeting in February, their second meeting would be next week. 7.
