COMMUNICATIONS/REPORTS
Debby Sigler updated the committee on the Council's approval of
the changes to the Personnel Manual as recommended by this
committee. The changes were sent out to all employees.
There was discussion about flex time and how some departments are
already working different hours on a trail basis. Debby
explained that it is understood that all departments will not be
able to change the hours they are currently on. However, this
committee brought the suggestion to the City Manager from the
employees and it is being tested.
There was discussion about a cafeteria plan for employee benefits
Pat Drosten submitted another government agency's Flex Plan
Program Summary. Debby reported that she has been networking
with other cities about cafeteria plans and she agreed to
continue gathering information to bring back to the committee.

NEW BUSINESS
Debby explained the current procedure for employees to get
reimbursed for damaged personal clothing. She stated that the
City Manager would like the committee to look into the policy we
currently have and recommend any changes they see fit. There
was discussion about what we currently have in place. The
request for reimbursement form was shown to the members. The
consensus was that each department director should be held
responsible for the validity of the requests.
Tracey Barlow suggested that it be determined what the City
Manager feels is the problem; whether he is seeing the system
being abused, whether there is not enough background or follow up
being done by the supervisors, or what. The language in the
policy could be tightened up to address his concerns.
