Minutes
A meeting of the Personnel Advisory Committee was called to
order at 9:10 a.m., Wednesday, August 28, 2002 in the City Planning
Department Conference Room.

APPROVAL OF MINUTES
A motion was made by Pat Drosten to approve the minutes of the
meeting held on April 3, 2002 with a second by Tracey Barlow.
Motion CARRIED 4-0.
COMMUNICATIONS/REPORTS
Debby reviewed the proposed changes to the Personnel Policy and
Procedure Manual in accordance with this committee's previous
discussions and the current union agreements. These changes will
be voted on by the City Council at one of their September
meetings. She asked the committee members to help call attention
to these new policies in their work areas.
The members discussed the manual changes that were a result of
the current union agreements. Bill asked why the City felt the
need to put a dollar figure on the drug testing of employees and
why it couldn't be left up to the supervisors?
Tracey stated one of the concerns was the lack of consistency In
the way it was handled.
Debby pointed out these are changes that have already been made
by the adoption of the union contracts.

NEW BUSINESS
The revised broadbanding classification groupings were distributed.
Debby explained that after working with the broadbanding system for
a while, she and the Department Directors worked with the City
Manager to establish some new groupings.
Tracey commented that the broadband system has helped in the hiring
of new employees because of the flexibility. These new groupings
will also help in that area.
Tom Smith stated the groupings look better now because some of the
positions that were together before didn't seem right.
Debby stated that one of the purposes for a broadbanding system is
the elimination of a lot of redundant titles, but there were some
titles eliminated in the beginning that we felt should be added
back, for example Heavy Equipment Operator.
There was discussion concerning the different certifications or
licensing that may be required for some jobs are more difficult
than for others. This is now being taken into consideration.
Debby reminded the committee that she had asked for input on how
the City can show appreciation to the employees. She announced
that the City is going to reserve the YMCA facility one Sunday in
October for an "Employee Family Fun Day". Shells Restaurant is
also going to come back and serve lunch for those employees who did
not get included the last time they were here.
There was some discussion about where some employee functions
could be held and whether we could have some "cook-off" type
competitions among departments, etc. It was agreed that our next
committee meeting after these functions take place, we will work
on planning something a couple of times a year.
