SOUTHEAST VOLUSIA ECONOMIC DEVELOPMENT TASK FORCE
JOINT MEETING
August 1, 2001
8:00 a.m.
CALL TO ORDER:
Chairman Thomas Alcorn called to order a regular meeting of the Economic Development Board
at 8:02 a.m., Wednesday, August 1,2001, in the Community Center.
ROLL CALL:
Members present were Chairman Thomas Alcorn, Adelaide Carter, Nora Aly, Edward Keenan,
Michael Wilson, Roland Bazin and Douglas McGinnis. Present from the City of Edgewater were
City Manager Ken Hooper, Planning Director Lynne Plaskett, Councilman Dennis Vincenzi and
Board Coordinator Liz McBride. Christopher Balmer was absent. Task Force and others: Steve
Dennis, Sandy Jones, Bruce Jaildagion, Dr. Frank Wetta, Fred Heise, Jerry Fox, Joe Nolin, Frankie
Robert, Cathy Vaugh, Tom Harowski, Shannon Lewis, Dave Westerheide, Oak Hill Commissioner
Bob Jackson, Oak Hill Mayor Susan Cook, Herky Huffman, Cason McClain, Deborah Denys, Ann
McFall, Linda DeBorde, R. Mercer, Rafael Ochao, News Journal staff reporter Jean Morgan, The
Observer staff writer Russell Gulick and Task Force coordinator Vicki Mosebach.
APPROVAL OF MINUTES:
The minutes for June 6, 2001, were presented to the Board for approval. There being no corrections
or changes, Mr. Bazin moved to approve the minutes as presented, second by Ms. Carter. Motion
CARRIED 7-0.
PRESENT A TION:
1. Mosquito Lagoon Issues, speaker Mr. H.A. "Herky" Huffman, Commissioner of
Florida Fish and Wildlife Conservation Commission. - Chairman Alcorn introduced Mr.
Huffman. Mr. Huffman updated the audience on the federal government's plans to create a number
of new manatee refuges and sanctuaries in Florida, and improvements in manatee signs and law
enforcement. The new rules would be placed on the Brevard waterways first. "No motor zones"
were discussed which many felt would restrict the rights of fishermen. Although the new regulations
would not be implemented in V olusia County, it was mentioned boaters throughout the region would
be affected. Mr. Huffman stated the FWCC had little control and input on matters concerning
Mosquito Lagoon because the federal government was in charge. Public hearings would be held
before any laws were passed.

CONTINUED BUSINESS:
1. Update of Advertisement in Professional BoatBuilder magazine. - Mr. Bazin showed a
copy of the advertisement that was published in the August/September edition. Chairman Alcorn
said the City had received one response to the ad from a local marine business person.
NEW BUSINESS:
1. New Name for Waterway Industrial Park. - Chairman Alcorn asked for suggestions on
naming the City's industrial park along W. Park Avenue north of Mango Tree Drive. He said a
suggestion form would be in the City's next newsletter.
AGENCY AND CITY REPORTS:
1. Enterprise V olusia - Chairman Alcorn said they were continuing their efforts in projects still
underway.
2. Port Authority - Joe Nolin, Special Projects Coordinator, said they were "continuing to
move forward in their broad management roll." Jerry Fox mentioned the South beaches erosion
issue and spoke about reestablishing the Cooperative Program where matching funds would be
available to public agencies for water-related recreational facilities within the Inlet and Port District.
3. Atlantic Center of the Arts - Frankie Robert, Operation Manager, reported the "Young
Masters" exhibition would be held at the Harris House (214 S. Riverside Drive) on August 11, from
2 to 4:00 p.m. She said the exhibit would run through August 27.
4. Bert Fish Medical Center - Cathy Vaugh reported the District's board gave tentative
approval of a tax rate increase, proposed at 7.1 percent over the rolled-back rate. The first public
hearing is scheduled for September 5 and the second hearing September 19. She informed the
attendees that Dr. Jeffrey True would be taking over in the Edgewater facility for Dr. John Martin
who was leaving.
5. Daytona Beach Community College (DBCC) South Campus - Provost Frank Wetta
reported enrollment was up by 200 students over last year and online classes increased to 31.
6. New Smyrna Beach - Tom Harowski, Development Services Director, said the City was
reviewing its community redevelopment area in hopes of expanding to the west of U.S. 1 and would
be hiring a consultant to conduct a market study to determine the types of businesses that would be
interested in the area. He reported that the Buena Vista park project was underway, AlA
construction would take about a year, Magnolia Street paving was almost completed, parks &
recreation was working on new ballfields, and the City was working on reasonable permitting for
the construction of docks, open space requirements and a multi-purpose trail.

Shannon Lewis, Business DevelopmenUGovernmental Affairs Director, reported working on a
business brochure and gathering information for the Chamber for the development of a business
marketing CD. She also was working on goals and objectives, and a 5-year economic development
plan which would be presented before the Commissioners for their approval.
7. City of Edgewater - Lynne Plaskett, Planning Director, reported the City was continuing
annexations in the area of Airpark Road to the west and working on attracting a large distribution
center for an area at SR 442 and 1-95. The City was working on amending the City's Land
Development Code which would help the developer of Edgewater Lakes golf course community.
The developer of Edgewater Lakes is also working with the City to purchase the old Consolidated
Pre-Stressed Plant for the development of an upscale residential community.
8. Oak Hill- Commissioner Bob Jackson said the City had completed resurfacing five streets.
Mayor Susan Cook said they were concerned about issues concerning Mosquito Lagoon. She said
the City was working on their Comprehensive Plan to change zoning to increase their industrial area
to attract more businesses.
Steve Dennis, Chamber of Commerce Executive Director, reported the business marketing CD
project and updating their web site was progressing. He said about 40 invitations would be sent out
for their annual retreat that would deal with membership, economic development and other issues.
CHAIRMAN AND BOARD MEMBERS REPORTS:
Ms. Aly updated the attendees on the planned "Business to Business Expo 2001" sponsored by the
Edgewater Economic Development Board and the Southeast V olusia Chamber. It will be held at the
Edgewater YMCA on October 25,2001, from 4:00 to 9:00 p.m. Those businesses interested in
reserving space for display would be charged $25.
ADJOURNMENT:
There being no further business to come before the Board, a motion was made and approved to
adjourn. The meeting adjourned at 9: 13 a.m.
