MINUTES
REGULAR MEETING
Wednesday, January 22, 1992
6:35 P.M.
The Regular Meeting of the Firemen's Pension Board was called to
Order by Chairman Al Gilbert on Wednesday, January 22, 1992 at
6:35 P.M. in the Community Center.
ROLL CALL: Members present were: Lt. Larry Carson, Firefighter
James Castetter, William "Ben" Wagner, Robert Morin, and Chairman
Al Gilbert. Also present was Recording Secretary Lisa R. Warren.
Chairman Gilbert welcomed Firefighter James Castetter as the new
member to the Board.
MINUTES: The Minutes for the Regular Meeting of December 23,
were submitted for approval. Mr. Wagner moved to accept
minutes as written. Lt. Carson seconded. Motion CARRIED 5-0.

CHAIRMAN'S REPORT: Chairman Gilbert discussed some of the items he
had been working on which included the Annual Report to the State.
He stated he had been in touch with Tallahassee and confirmed the
Pension Fund is operating under a Chapter Plan and not a Local Law
Plan. Chairman Gilbert stated because we are a Chapter Plan and
under $100,000 in the plan the State does our Actuarial Report for
us.
UNFINISHED BUSINESS: There was discussion regarding the election
of the Board Secretary and the duties that the person would be
responsible for. Chairman Gilbert stated the duties would be to
properly file the minutes of the meetings, and any documents that
are sent or received by the Board. Chairman Gilbert stated the
Recording Secretary takes the minutes so he wouldn't have to take
the minutes, but would be responsible for the files.
Chairman Gilbert opened nominations for Secretary. Lt. Carson
nominated Ben Wagner. Mr. Wagner stated he appreciated the
nomination, but he had resigned the Chairmanship because he did
not have the time to properly give the position what it was due
and that may still be the case. He added at this time he would
like to decline. Mr. Wagner stated he hoped that the Secretary's
position would be filled from one of the Firefighters themselves.
Chairman Gilbert called a recess at 6:55 p.m. Meeting called back
to Order at 6:58 p.m.
Mr. Morin moved to nominate Firefighter James Castetter as
Secretary. Mr. Wagner seconded. There being no other
nominations, roll was called. Motion CARRIED 5-0.
Chairman Gilbert congratulated Firefighter Castetter on his
appointment.
There was discussion regarding the letter to be sent to the
Custodians.
City Manager George McMahon stopped In the meeting and was
introduced to the Board Members.
NEW BUSINESS: Chairman Gilbert stated he had spoken with Attorney
Sugarman's billing Secretary. He stated she apologized the bill
was incorrect and the only amount owed was the $33.75. Lt. Carson
moved to pay the bill. Mr. Morin seconded. Motion CARRIED 5-0.

There was discussion regarding upcoming conferences, and
reimbursement of travel expenses for conferences.
The next meeting for the Board was set to be Monday, February 24,
1992 in the Conference Room of City Hall at 6:30 p.m.
There being no more business to bring before the Board at this
time. Lt. Carson moved to adjourn. Mr. Wagner seconded.

Board of Trustees with respect to any matter considered at the
above meeting, that person will need a record of the proceedings
and, for such purpose, may need to ensure that a verbatim record
of the proceedings is made, which record includes the testimony
and evidence upon which the appeal is to be based.
