MINUTES
REGULAR MEETING
Monday, February 24, 1992
6:32 P.M.
The Regular Meeting of the Firemen's Pension Board was called to
Order by Chairman Al Gilbert on Monday, February 24, 1992 at 6:32
P.M. in the Conference Room of City Hall.
ROLL CALL: Members present were: Lt. Larry Carson, Firefighter
James Castetter, William "Ben" Wagner, Robert Morin, and Chairman
Al Gilbert. Also present was Recording Secretary Jan Morris.
MINUTES: The Minutes for the Regular Meeting of January 22,
were submitted for approval. Mr. Wagner moved to accept
minutes as written. Lt. Carson seconded. Motion CARRIED 5-0.

CHAIRMAN'S REPORT: Chairman Gilbert informed the Board he had word
the Annual Report had been received by the State. He stated he
was happy to hear that it was done correctly as it was the Board's
first submittal. He also discussed finding a custodian for the
pension funds.
Chairman Gilbert informed the Board of a Seminar that lS comlng up
in Tallahassee on March 17 & 18.
Chairman Gilbert stated the bills for Attorney Sugarman had been
paid.
NEW BUSINESS: Chairman Gilbert stated he already registered two
people at $80.00 per person for the Trustees school in
Tallahassee. He found a hotel for $41.00 per night. Mr. Gilbert,
Lt. Carson, and FF Castetter expressed their interest in attending
the Seminar. Mr. Morin moved that Chairman Gilbert, Lt. Carson,
and Firefighter Castetter go to the Trustee's School in
Tallahassee. Mr. Wagner seconded. Motion CARRIED 5-0.
Mr. Wagner stated he believed the Police Pension Fund had retained
Attorney Sugarman and asked if there was going to be a joint
meeting between the two Boards. Chairman Gilbert stated a meeting
was discussed, however it was not possible this month.
There was discussion on what needs to be put in payroll as far as
the contribution rate they were saying 12.10% of the total annual
payroll. He stated that we are working on too small of an annual
payroll. He stated it changes the rate the State gives us money
back from Chapter 175 with the total annual payroll. Chairman
Gilbert stated you either get a flat 6% or you get 6% of the total
payroll.
Chairman Gilbert discussed three bills that deal with penSlons
that are being considered in Tallahassee. He stated one has
$3,000,000 sitting in an unused fund of the 175 and 185 monies and
there is a bill to divide this up amongst the people who should
get the monies. He stated the second thing going on is the
Cities' contribution into the pension plans, the Cities are
letting the State put in the biggest amount. If this bill passes
that will end. Chairman Gilbert stated there was another bill
that he was unfamiliar with also being considered.
Mr. Wagner moved to approve the necessary expenses for the three
people to go to the Tallahassee conference. Mr. Morin seconded.

The Board discussed the date of their next meeting. The next
meeting was set for Wednesday, March 25 at 6:30 p.m. in the
Conference Room at City Hall pending the availability of the
Conference Room.
There being no more business to come before the Board at this time
Lt. Carson moved to adjourn. Mr. Wagner seconded. Meeting
adjourned 7:08 p.m.

Board of Trustees with respect to any matter considered at the
above meeting, that person will need a record of the proceedings
and, for such purpose, may need to ensure that a verbatim record
of the proceedings is made, which record includes the testimony
and evidence upon which the appeal is to be based.
