Special Meeting
Friday, January 14, 1994

4:07 P.M.
The Special Meeting of the Firefighters' Pension Fund was
called to Order by Chairman Al Gilbert on Friday, January
14, 1994 at Fire Station #1, 1605 South Ridgewood Avenue
at 4:07 p.m.
Roll Call:
Members present were: Mr. Ben Wagner, Chairman Al Gilbert,
Mr. Robert Morin, and Firefighter Michael Hayes. Chief
William C. Vola was absent. Also present was Recording
Secretary Lisa R. Warren.
Approval Of The Minutes:
The Minutes for the December 16, 1993 Special Meeting were
submitted for approval. Mr. Wagner moved to accept the
Minutes as submitted. Mr. Morin seconded. Motion CARRIED
4-0.
Chairman Gilbert welcomed Firefighter Michael Hayes to the
Board as the new member elected by the Firefighters.
New Business-=-
Chairman Gilbert stated they should move to New Business
first as they needed to elect a new Board Secretary since
the retiring member, James Castetter, had held the office
of Secretary. Mr. Wagner moved to postpone selecting a
Board Secretary until the next meeting and to instruct the
Firefighters' representative to check with his people. Mr.
Morin seconded. Mr. Wagner was called out of the meeting
at this time. A recess was called at 4:14 p.m. The meeting
resumed at 4:21 p.m. Motion CARRIED 4-0.
There was discussion regarding the Ernst & Young Audit.
Chairman Gilbert submitted a letter from Ernst & Young
where they had estimated their fee for doing the Pension
Fund's audit to be $1,500. Chairman Gilbert stated the
report needed to be finished and sent in to the State by
the first of February. There was discussion regarding time
limitations and dislike for the fee. Mr. Morin moved to
have Ernst & Young do the audit at the estimated cost of
$1,500. Mr. Wagner seconded. There was discussion
regarding the motion. The question was brought up what
would happen if Ernst & Young did not get the audit done
in time. Chairman Gilbert stated he already had checked
with Tallahassee and they will extend us some time. Motion
CARRIED 4-0.
Chairman Gilbert stated there would be a Police Officers'
and Firefighters' Pension Seminar in Tallahassee on March
15 & 16. He added there would be another one in June here
in Daytona Beach and he would like everyone who could go
to go.
Chairman Gilbert asked if all Board members had read the
letter from Mr. Munoz, Finance Director. There was
discussion regarding the ten year vesting period. Chairman
Gilbert asked for the Board's approval for him to write a
response to Mr. Munoz. There were no objections.

Old Business:
Firefighter Hayes asked where the Board was on getting the
vesting date back to the date the original Firefighters
were hired. Chairman Gilbert stated the actuary in
Tallahassee had said it could be done, but he had run into
a stone wall. Tallahassee says that the paperwork shows
this plan started in July of 1990 not in December of 1989
or January of 1990. He stated the only way it could be
changed is to go back to the City Clerk, the City Manager,
the City Attorney and get it put on the agenda for City
Council after it has been researched. If they have no
problem in moving the date back, that's the way to get it
changed. Chairman Gilbert stated according to the actuary
the City would not have to put in any money but each of
the five guys would have to put in approximately $400.

Adjournment.:
There was no more business to come before the Board at
this time. Mr. Morin moved to adjourn. Mr. Wagner
seconded. Meeting adjourned at 4:56 p.m.
