Call To Order: A Special Meeting of the Edgewater Firefighters'
Pension Fund was called to Order in the Fire Administration Building of
the Edgewater Fire Station #55 at 6:32 PM on Wednesday, September 27,
1995 by Secretary Patricia Richards.
Roll Call: Members present were: Mr. Bill Vola, Mr. Fred Munoz, Ms.
Jill Landreville, and Secretary Patricia Richards. Chairman Williams was
absent. Also present were Mr. Steve Burkhalter and Mr. Charlie Mulfinger
from Smith Barney as well as Recording Secretary Lisa R. Miller.
Investment Report: Mr. Burkhalter gave a synopsis of the account as of
September 25th. There was $50,000 accumulated in the cash account
earning 5 1/4% and there was discussion regarding investments. Mr.
Burkhalter turned the discussion to the monitor and review service
agreement which was brought before the Board at the previous meeting. He
turned the floor over to Mr. Mulfinger. Mr. Mulfinger stated he was to
provide the contract, which he had done, and also a copy of the City of
Deland's contract, which he has also done, and discussed the difference
between the contracts. He added that the fees had been changed to reflect
what was agreed upon and they needed to decide the length of the contract.
Mr. Mulfinger stated that any fees generated by the money manger would
go to offset the fee of $2,500 from Smith Barney. He discussed other
companies fees in comparison to Smith Barney's 50 basis points and all
others fees were substantially higher. He hoPed they could go ahead and
sign the contract and get started. There was discussion regarding the
contract. Ms. Landreville asked about the $2,500 fee and what got taken
away against that. Mr. Mulfinger stated when a money manager buys a
stock or bond they pay a commission. If they do it at Smith Barney then
whatever they pay goes to offset the $2,500 since they are getting that
business, but they don't have to do it with them they can do it with anyone.
Ms. Landreville asked about the 1/2%. Mr. Mulfinger explained that
amount is a fee the money manger charges to make those investments all
year long they will bill you 1/4 of 1/5 a percent each quarter. There was
discussion regarding the contract. Mr. Munoz moved to accept the Monitor
and Review Service Agreement as proposed and specified a contract period
of two years starting October 1, 1995 through September 30, 1997. Mr.
Vola seconded. Motion CARRIED 4-0.
Mr. Mulfinger stated the next step was to do the presentation on the History
of Capital Markets, develop the Policy Statement that states how the money
manager is able to invest funds, and get the contract signed with the money
manager. There was discussion regarding investment policies and what was
allowable with Chapter 175. The Monitor and Review Service Agreement
was signed at this time. There was discussion regarding having two original
signed contracts so that one could be kept in the City Attorney's Office.
The two originals were to be signed by Smith Barney and the executed
document would return to the Board.

There was discussion regarding the next meeting at which the History of
Capital Markets would be presented by Smith Barney. The date of the next
meeting was set for 5:00 PM on Thursday, October 12, 1995. It was noted
that it should be in a location that had a little more room than the
Administration Office as they would need a slide projector and a screen for
the presentation. The Conference Room in the Community Development
Office was suggested. The location was to be decided at a later date.
Mr. Burkhalter and Mr. Mulfinger thanked the Board and left at that time.
The next item on the agenda was the FPPTA's Trustees school in October.
There was discussion regarding who should attend seminars and how often
they should attend seminars.
There being no more business to come before the Board at this time Mr.
Vola moved to adjourn. Ms. Landreville seconded. Meeting adjourned 7:10
PM.
