CITIZENS CODE ENFORCEMENT BOARD MEETING
REGULAR MEETING
THURSDAY, MAY 21, 1992

CALL TO ORDER:
Chairman George Cowan called to order the regular meeting of the
Citizens Code Enforcement Board at 7:00 p.m., Thursday, May 21,
1992.
ROLL CALL:
Members present were Chairman George Cowan, Mr. Schmidt, Mrs.
Strong and Mrs. Cucanich. Also present were Charlane Runge, Code
Enforcement Officer, Mark P. Karet, Director of Community
Development, Krista Storey, City Attorney, and Tonya Elliott,

APPROVAL OF MINUTES:
Mrs. Cucanich made a motion to approve the minutes of April 16,
1992. Seconded by Mrs. Strong. Motion CARRIED 3-0. Mr. Schmidt
did not vote as he was not at the April 16, 1992 meeting.
SWEARING IN OF WITNESSES:
Chairman George Cowan requested Charlane Runge, Code Enforcement
Officer, and anyone else with statements or comments pertaining to
any cases stand and be sworn in. There were no other witnesses.
CASES IN COMPLIANCE:
None at this time.
UNFINISHED BUSINESS:
None at this time.
NEW BUSINESS:
CASE # 92-CE-0468 Brenda J. and Charles W. Allhouse
Discarded/abandoned furniture, tires, boat, dishwasher, building
materials, trailer, radiator, batteries, pipe, carrier for pick-up
truck, jacuzzi, shelving, screen and glass doors, carpeting, and
microwave oven. Section 717.03. Grass/weeds in excess of two (2)
feet. Section 10-43. Freezer and clothes dryer. Section 10-8.
Code Enforcement Officer Char lane Runge reported that Beverly
Kinney-Johnson, Code Enforcement Officer, first observed the
violations on October 1, 1991 and were to be corrected by April 8,
1992. Upon reinspection of the property on April 8, 1992 Mrs.
Johnson found that a burned out van, radiator and batteries had

been removed. On May 7, 1992, Brenda J. Allhouse contacted Mrs.
Johnson and stated that Charles Allhouse was responsible for the
property, which was being foreclosed on. Ms. Allhouse also stated
that she would provide documentation to the Department of Community
Development that she was no longer responsible for the property.
Since that time there has been no further contact with Ms.
Allhouse. Ms. Runge passed photographs to the Board dated October
1, 1991 and May 21, 1992. Ms. Runge inspected the property on May
21, 1992 and found that no additional corrective action had been
taken and recommended that the violators be given until June 11,
1992 to correct the violation, or a fine of eighty-five ($85.00)
dollars a day be imposed.
Mrs. Cucanich, after hearing the testimony presented and the
recommendation of Staff, moved in reference to Case Number 92-CE-
0468 that a violation of Sections 717.03, 10-43 and 10-8 of the
Edgewater Zoning Ordinances does exist and the alleged violators
have committed the violations. After considering the gravity of
the violations, any actions taken by the violators to correct the
violations, and any previous violations committed by the violators,
further moved that the violators be given until June 11, 1992 to
correct the violations and that a fine of eight-five dollars
($85.00) a day be imposed for each day the violations continue past
that date. Seconded by Mrs. Strong. Motion CARRIED 4-0.
CASE # 92-CE-0377 - Anchor Mortgage Service - No visible house
number property. Section 15-1 (b) . Code Enforcement Officer
Charlane Runge reported that Beverly Kinney-Johnson, Code
Enforcement Officer, first observed the violation on March 4, 1992
and was to be corrected by April 13, 1992. Ms. Runge stated that
upon reinspection of the property on April 15, 1992, Mrs. Johnson
found that no corrective action had been taken. Ms. Runge reported
that on May 21, 1992 she spoke with a representative of the
property who stated the house numbers would be displayed by May 26,
1992. Ms. Runge recommended that violator be given until May 26,
1992 to correct the violation, or a fine of fifteen dollars
($15.00) a day be imposed.
Mrs. Strong, after hearing the testimony presented and the
recommendation of Staff, moved in reference to Case Number 92-CE-
0377 that a violation of Section 15-1(b) of the Edgewater Code of
Ordinances does exist and the alleged violator has committed the
violation. After considering the gravity of the violation, any
actions taken by the violator to correct the violation, and any
previous violations committed by the violator, further moved that
the violator be given until May 26, 1992 to correct the violation
and that a fine of fifteen dollars ($15.00) a day be imposed for
each day the violation continues past that date. Seconded by Mrs.
Cucanich. Motion CARRIED 4-0.

DISCUSSION ITEMS:
Mrs. Cucanich made a motion to submit a request to City Council
that a second Code Enforcement Officer be put back on the road.
Seconded by Mrs. Strong. Motion CARRIED 4-0.

ADJOURNMENT:
There being no further business to come before the Board, a motion
was made and accepted to adjourn. The meeting adjourned at 7:18
p.m.
