REGULAR MEETING MINUTES
July 17,1997

CALL TO ORDER:
Chairman Anthony Fowler called to order the regular meeting of the Citizen Code Enforcement
Board at 5:33 p.m., Thursday, July 17, 1997.
ROLL CALL:
Members present were Chairman Anthony Fowler, George Cowan, Frank Roberts, Maureen Borner,
Joan Strong, Dennis Vincenzi, and Donald Schmidt. Also present were Beverly Kinney-Johnson,
Code Enforcement Officer; Krista A. Storey, City Attorney; and Liz McBride, Board Coordinator.
APPROVAL OF MINUTES:
Mr. Schmidt moved to accept the minutes of May 28, 1997, seconded by Mrs. Borner. Motion
CARRIED 4-0. Mrs. Strong, Mr. Vincenzi and Mrs. Bomer didn't vote, as they were not at the May
28, 1997 meeting.
SWEARING IN OF WITNESSES:
Chairman Fowler requested Beverly Kinney-Johnson, Code Enforcement Officer, and anyone else
with statements or comments pertaining to any of the cases, stand and be sworn in. Mrs. Johnson
was sworn in at this time.
CASES IN COMPLIANCE/CONTINUEDIWITHDRA WN:
* 97-CE-0323, Dominick & Virginia Caputo, in compliance
* 97-CE-0415, Thomas E. & Jacklin M. Spanswick, in compliance
* 97-CE-0447, Ken Bucholtz dba Growing Up Nursery, in compliance
UNFINISHED BUSINESS:
1. Case #96-CE-0578 - Ray and Burma Fisher. Krista A. Storey, City Attorney, asked the
Board to acknowledge receipt of payment of a fine in the amount of $464.50, and authorize the
Chairman to execute the Satisfaction of Lien.
Mr. Roberts so moved, seconded by Mr. Schmidt. Motion CARRIED 5-0. Mrs. Borner and Mrs.
Strong were not in attendance at the meeting when the fine amount was established, therefore, didn't
vote.

NEW BUSINESS:
Although the election of Chairman and Vice Chairman did not appear on the agenda, the Board
approved to proceed with the selection.
Chairman Fowler asked for nominations for Chairman. Mrs. Bomer nominated Chairman Fowler for
another one year term. There being no other nominations, Chairman Fowler asked for names for Vice
Chairman. Mrs. Bomer nominated George Cowan. Since no one else was named, Chairman Fowler
requested a vote on the two names chosen. All members approved of the nominations.
DISCUSSION ITEMS:
Chairman Fowler commended the Police Department in their stepped up efforts to control speeding
along Riverside Drive. He said he had observed two stops within a half-an-hour just before the
current Board meeting.
Location of garage sale signs and the length of time they are displayed were discussed.

ADJOURNMENT:
There being no further business to come before the Board, a motion was made and accepted to
adjourn. The meeting adjourned at 5:45 p.m.
