CITIZEN CODE ENFORCEMENT BOARD
REGULAR MEETING MINUTES
February 11, 1999
COMMUNITY CENTER
5:30 P.M
CALL TO ORDER:
Chairman Anthony Fowler called to order the regular meeting of the Citizen Code Enforcement
Board at 5:00 p.rn., Thursday, February 11, 1999.
ROLL CALL:
Members present were Chairman Anthony Fowler, Linda Johnson, Frank Roberts, Maureen Borner,
and Dennis Vincenzi. Joan Strong was recorded excused. Also, present were Beverly Kinney-
Johnson, Code Enforcement Officer; Nikki Clayton, City Attorney; Dennis Fisher Building Official;
and Sondra M. Pengov, Board Coordinator.
APPROVAL OF MINUTES:
Mr. Roberts moved to accept the minutes of August 8, 1998, seconded by Ms. Borner Motion
CARRIED 6-0.
SWEARING IN OF WITNESSES:
Chairman Fowler requested Beverly Kinney-Johnson, Code Enforcement Officer, and anyone else
with statements or comments pertaining to any of the cases, stand and be sworn in. Ms. Kinney-
Johnson was sworn in at this time.
CASES IN COMPLIANCE/CONTINUED/WITHDRA WN:
*98-CE-OI00, John B. Malone, III - Found in Compliance
City Attorney, Nikki Clayton explained to the Board that the receipt of fines/liens will be treated less
formerly in the future. She said there is no procedure established to have the satisfaction of a lien
brought back to the Board. The Board agreed to leave the satisfaction(s) of liens up to the
Attorney's office.

Ms. Borner, after hearing the explanation by Ms. Clayton (as stated above) moved to accept Ms.
Clayton's comment regarding fines/liens, seconded by Mr. Roberts. Motion CARRIED 6-0.
NEW BUSINESS:
None at this time.
DISCUSSION ITEMS:
2. Review "Draft" Land Development Code, prepared by The Gosline Company
Chairman Fowler asked Ms. Clayton for her comments. She said the "draft" was prepared by the
Gosline Company and has been prepared as a consistent format to include, the Land Development
Regulations and the Unified Building Regulations (as required by the State Comprehensive Planning
Act). Ms. Clayton explained this was an attempt to take the code and the land development
regulations and make an easily understood document. It should be easily administered and within
reason of community standards to accommodate the community. She said this "draft" will go to a
City Council workshop February 16. Then, hopefully, the homebuilders, tradespeople, citizens, etc.
will meet with Council for additional input.
Ms. Clayton then asked Mr. Fisher for his comments. Mr. Fisher explained the existing code book
is very old and the new code book will be modernized and abbreviated using modern language. Mr.
Fisher asked the Board, as they review the "draft," to view the City as how they want it to look,
blending the old codes with the new. Mr. Fisher then reviewed the history of Florida Shores, saying
a minimal amount of deed restrictions (so to speak) were in place at the time of the inception of
Florida Shores.
Ms. Kinney-Johnson told the Board she had spoken with a group of residents from Florida Shores
and they provided worthwhile input and she was able to explain her position and how/why she does
her job. She went on to explain areas of Article III - Home Occupations, which she recommended
changes to and explained why. Ms. Kinney-Johnson reviewed Article III - Parking & Storage of
Recreational Mobile Vehicles, Equipment, Shelters, all Trailers, and Watercraft. Ms. Clayton
asked the Board to consider whether the proposed "draft" is too strong for regulation. Both the
Chairman and Ms. Borner stated they would like additional time to review the "draft" and felt another
meeting was necessary.
Mr. Vincenzi inquired how the public will be made aware of the new document? Ms. Clayton gave
various suggestions as to how to educate the community. It was suggested by Ms. Borner to include
something on the front page of the news letter.
Also, mentioned by Ms. Keller was the disrepair of rental properties. Mr. Fisher responded the

present code doesn't address aesthetics, however, the new code is attempting to address this.
After extensive discussion of the "draft" Land Development Code, as it relates to Code Enforcement
issues, the Board said they would like additional time for review of the document.
CODE ENFORCEMENT COMMENTS:
There were no comments at this time.
ADJOURNMENT:
There being no further business to come before the Board, a motion was made and accepted to
adjourn. The meeting adjourned at 8:35 p.m.
