LAND DEVELOPMENT AND REGULATORY AGENCY
REGULAR MEETING
SEPTEMBER 17, 1992

Chairman Hellsten called to order a regular meeting of the Land Development and Regulatory Agency
at 6:35 p.m., Thursday, September 17, 1992 in the Community Center of City Hall.
ROLL CALL
Members present were Mr. Masso, Mr. Ewing, Mr. F azzone, Mr. Hildenbrand and Chairman Hellsten. Mr.
Garthwaite and Mr. Klein were recorded absent. Also present were Mark P. Karet, Director of
Community Development, Krista Storey, City Attorney and Sondra Meager-Pengov, Secretary.
APPROVAL OF MINUTES:
Mr. Fazzone moved to approve the minutes of August 13, 1992, seconded by Mr. Masso. Motion
CARRIED 4-0. Mr. Hildenbrand did not vote as he was absent from the August meeting.
NEW BUSINESS:
AN-0392 - Daytona Beach Community College
Dr. John E. Justus, authorized agent for Daytona Beach Community College requested annexation of
the South Campus.
Mr. Karet reviewed the annexation agreement, stating the college will run water and sewer lines to their
site at their expense. Mr. Karet also stated the college will provide the City easement for the
maintenance of both lines. Mr. Karet noted that minor changes needed to be made to the agreement.
Following discussion with the applicant and the Board, Mr. Masso moved to conditionally approve the
annexation and send to council, depending on the outcome of the corrections to the agreement,
seconded by Mr. Fazzone. Motion CARRIED 5-0

SP-9209 - Discount Auto Ports
Clyde W. Pierce, owner of a vacant lot on S. Ridgewood Avenue, (next to Burger King) requested site
plan approval to construct an auto parts store.
Mr. Karet reviewed the request and stated staff recommends approval.
Mr. Ewing made a motion to approve the site plan, seconded by Mr. Masso. Motion CARRIED 5-0.
SP-9210 - Edgewater Cemetery
Robert Howard. authorized agent for Edgewater Cemetery requested site plan approval for a
mausoleum.
Mr. Karet gave staff's report, stating a site plan to construct a concrete prefabricated mausoleum is
requested and staff recommends approval.
Mr. Fazzone moved to approve the site plan, seconded by Mr. Masso. Motion CARRIED 5-0.
SP-9211 - Sea Pines Memorial Gardens
Sidney Corhern, authorized agent for Sea Pines Memorial Gardens requested approval of proposed
improvements over a 50 year period.
Mr. Karet stated this is not a site plan, but rather a long range plan for the cemetery site. Mr. Karet
further stated individual site plans will be obtained for any structures. Mr. Karet said, being that there
ore no current regulations in place within the City this long range plan has been developed. Mr. Karet
said that these discussions would serve as a basis for developing regulations.
After considerable discussion between the Boord and the applicant concerning setbacks and access
roads. Mr. Fazzone moved to approve conceptually the plan with two access entrances, seconded by
Mr. Ewing. Motion CARRIED 5-0.
Mr. Ewing moved to approve a 10 foot setback for structures up to 16 feet in height, seconded by Mr.
Fazzone. Motion CARRIED 5-0.

Chairman Hellsten called a recess at 8:06 p.m.
Meeting resumed at 8: 12 p.m.
Chairman Hellsten moved to old business.

Review of Draft Ordinance 92-0-15 - Joe D. Martin, PL, authorized agent for Coronado Paint.
Mr. Karet reviewed with the Board members the proposed Ordinance 92-0-15 that incorporates the
recommendation of the LDRA inlo the text. Mr. Karet stated the applicant's original proposal was to
include no rear setback requirements in the industrial and commercial zones adjacent to the railroad
tracks. However, Mr. Karet staled stoff's recommendation was to limit the no rear setback request to
strictly the industrial zone because of the intensity of uses that would actually be connecting to the
roil service.
Mr. Martin stated Coronado Paint is satisfied with the proposed ordinance, but he personally doesn't
agree with all the areas of the ordinance.
Following discussion between Mr. Martin and the Board, the Board agreed to have staff revise the
ordinance and provide the changes at the November 12, 1992 meeting.
NEW BUSINESS (continued):
SP-9208 - Coronado Paint
Joe Martin, authorized agent for Coronado Point Company requested site plan approval to roof-over
an ex~ing paved area.
Mr. Karet stated all slaff's comments have been met and recommended approval.
Mr. Ewing moved to approve the site plan contingent on Council's approval of Ordinance 92-0-15,
seconded by Mr. Masso. Motion CARRIED 4-0.

OLD BUSINESS (continued):
Comprehensive Plan
Recommend Adoption of Comprehensive Plan Amendment pursuant to the Stipulated Settlement
Agreement, signed by DCA.
Mr. Karet stated DCA has reviewed these amendments and now the City must formally adopt them.
Mr. Masso moved to recommend adoption to City Council, seconded by Mr. Ewing. Motion CARRIED 4-
O.
Land Development Regulations
Review of Maintenance Standards for uses requiring site plan approval.
The Board decided to discuss the Maintenance Standards at a special meeting (to be announced).
DISCUSSION ITEMS:
Community Director's Report
Mr. Karet discussed the status of Edgewater Commons, saying they will be opening soon.
Chairman's Report
Chairman Hellsten stated the Chamber of Commerce looks at Edgewater as an incubator community
and suggested that the chairman of the Industrial Development Board should attend the LDRA
meetings and be provided an agenda.
