10-15-1992 -- ....., CITY OF EDGEWATER LAND DEVELOPMENT AND REGULA TORY AGENCY REGULAR MEETING OCTOBER 15, 1992 COMMUNITY CENTER, CITY HALL Chairman Hellsten called to order a regular meeting of the Land Development and Regulatory Agency at 6:30 p.m., Thursday, October 15, 1992 in the Community Center of City Hall. ROLL CALL: Members present were Mr. Masso, Mr. Fazzone, Mr. Garthwaite, Mr. Klein, Mr. Hildenbrand and Chairman Hellsten. Mr. Ewing was recorded absent. Also present were Mark P. Karet, Director of Community Development and Sondra Meager-Pengov, Secretary. APPROVAL OF MINUTES: Mr. Masso moved to approve the minutes of September 17, 1992, seconded by Mr. Hildenbrand. Motion CARRIED 4-0. Mr. Garthwaite and Mr. Klein abstained as they were absent from the meeting. OLD BUSINESS: Chairman Hellsten explained that Mr. Joe Martin would be arriving late, so moved to the second item on the agenda. Land Development Reaulations Review of Maintenance Standards for Uses Requiring Site Plan Approval Chairman Hellsten asked Mr. Karet for staff's' view on the maintenance standards. Mr. Karet said the notices of this meeting were sent to the Industrial Development Board, Beautification Committee and Steve Dennis of the Chamber of Commerce inviting them to attend this meeting. Mr. Karet stated this chapter is designed to deal with the maintenance of the properties that require site plan approval and enforceable standards for the maintenance of these properties. Mr. Karet reviewed the contents of the draft with the LDRA. Mr. Fazzone was concerned as to whether the City has enough personnel to provide the enforcement of these standards. Mr. Karet replied yes, this will be done on a complaint basis like other code violations. Mr. Roland Bazin, president of the Chamber of Commerce asked about standards and guidelines to go by and who is going to set them. Chairman Hellsten stated this will be done as the Land Development Regulations are completed. The Board requested staff to reword the draft so that severe draught situations can be accommodated in determining compliance. Chairman Hellsten stated he would like to see this worded so that the LDRA is not involved any more than necessary in the process. Mr. Klein asked Mr. Karet to go on record stating that no additional employees would be needed to inspect these commercial properties. Mr. Karet said, there is nothing in the contents of this Chapter nor any other Chapters Of the Land Development ~w..P Regulations that would require additional code enforcement staff. c ..c--- <'\ \of._ +a.::z..z_c,"-.Sl. we... ~ ~)(Q""":;'<:L~ a...4..-\ '. c, l,... p, """ ZA-9203 - Zonina Text Amendment to the B-2 District Joe Martin requested an amendment to the B-2 zone on Guava and Hibiscus Drives to exclude the number of employees for light manufacturing. Chairman Hellsten asked Mr. Karet to give a summary of the request. Mr. Karet said the applicant is requesting an amendment to the z(;ming ordinance in order to delete language which restricts light manufacturing uses in the B-2 Neighborhood Business District to three employees. Mr. Karet stated the Department of Community Development recommends that the comprehensive plan be amended in order to make the rezoning part of the B-2 district to industrial, once the plan has been approved by DCA. After considerable discussion between the Board members and the public, Mr. Masso moved to approve staffs recommendation, seconded by Mr. Hildenbrand. Motion CARRIED 5-0. Community Director's Reoort Mr. Karet informed the Board that Publix Supermarket will have their "Grand Opening" on November 5, 1992. B. Chairman's Reoort None at this time. C. Aaencv Member Reoorts Mr. Garthwaite inquired about the "commercial looking garage" on S. Riverside Drive. Mr. Masso said he would like to see replats done on newly erected fences. ADJOURNMENT: There being no additional business to come before the agency, a motion was made and approved to adjourn.
