SECTION 1 : STANDARD CONSTRUCTION CODES ADOPTED
AN ORDINANCE TO ADOPT VARIOUS STANDARD CODES RELATING TO
INSPECTION ACTIVITIES OF , FLORIDA,
AND ENFORCEMENT OF BUILDING PROVISIONS AS PROVIDED IN SAID CODES.

SECTION 2: LOCAL AMENDMENTS TO THE STANDARD BUILDING
CODE
Supplemental to the provisions of the Standard Building Code, the following sections of
local applicability are hereby adopted:
104.1.2.1 Temporary Stages and Platforms - Stage and platform structures erected
for less than thirty (30) days are considered to be temporary. Temporary stages
and platforms not more than four (4) feet above grade, less than 700 square feet in
surface area and not intended for use by the general public may be constructed of
any material and erected without a building permit.
All other temporary stage and platform structures shall be professionally designed
in accordance with SBC Chapters 10 and 16 and other applicable codes. Permits
shall be issued either to qualified contractors or owner-builders with a professional
certification in accordance with SBC 104.6.2.
1601.5.1 Non-Habitable Accessory Structures for group R2 and R3 (one and two
family dwelling), of 120 square feet or less, shall be deemed in compliance with
Section 1606 by submitting plans utilizing accepted principles of good engineering
practices.
1901.2.1 Thickened Edge - A minimum thickened edge of eight (8) inch depth and
eight (8) inch width, with one (1) No. 3 continuous shall be provided for all ground
slabs that have no other type of footing required; such as pool decks and patio
slabs excluding sidewalks, driveways and entrance stoops and other nonstructural
flat concrete.

SECTION 3: LOCAL AMENDMENTS TO THE NFPA 70 (NEC)
Supplemental to the provisions of the NFPA 70 National Electrical Code, the following
sections of local applicability are hereby adopted:
100 Deletions and Modifications to NEC
100.1 Delete Section 230-40 exception #1, replace with the following:
Buildings with multiple occupancies shall not have more than six (6) separate sets
of service-entrance conductors tapped from each service drop or lateral.
100.2 Delete exception #1 and #2 to Section 680-8.
100.3 Revise Section 680-20 and replace with the following:
Underwater Lighting Fixtures: Paragraphs (a) through (d) of this Section apply to
all lighting fixtures installed below the normal water level of the pool. All lighting
fixtures shall be installed for operation at 15 volts or less.
100.4 Revise Section 680-20(a)(1) and replace with the following:
The design of an underwater lighting fixture supplied by way of a transformer
meeting the requirements of Section 680-5(a) shall be such that, when the fixture is
properly installed without a ground-fault circuit interrupter, there is no shock hazard
with any likely combination of fault conditions during normal use. (Not relamping).
100.5 Delete Section 680-20(a)(2)
100.6 Delete Section 680-25(f) and replace with the following:
Other equipment within 10 feet of the water's edge shall be connected to an
equipment grounding conductor sized in accordance with Table 250-95, but not
smaller than No. 12. It shall be an insulated copper conductor and shall be
installed with the circuit conductors in rigid metal conduit, intermediate metal
conduit, electrical metallic tubing, or rigid non-metallic conduit.
100.7 Delete Section 305.6(b)
100.8 Exception to Article 110-16A - Wireways or auxiliary gutters of a depth
greater than the equipment it serves shall be permitted with the workspace,

either above or below the equipment, provided it does not extend more than 6
inches (152mm) beyond the enclosure front.
101 Service Requirements
101.1 New single family dwellings: - A minimum of 150 amp, 3-wire service shall be
provided. Each single family dwelling unit shall be provided with a maximum of one
utility meter.
101.2 New multi family dwellings: - A minimum of 100 amp, 3-wire service shall be
provided for each new unit.
101.3 Mobile home services: - shall be as per name plate or a minimum of 100 amps
whichever is the larger.
101.4 All service wires supplying current for light, heat, power or advertising to any
building within the Unified Electrical Ordinance, for overhead connection, shall be
installed in rigid metal conduit, intermediate metal conduit or polyvinyl chloride
(PVC) Schedule 40 from the service head to the service equipment.
101.5 Service heads through the roof shall be in rigid metal conduit. The minimum
size is 2 inches rigid metal conduit. Service heads through the roof that exceed 3
feet shall have the necessary supports by braces or guys.
101.6 Main disconnects: All commercial buildings where the main disconnect(s) are
located inside shall have a shunt trip control installed outside adjacent to the meter
at 7 feet above grade.
Exception A: Provide for outside access to an electrical equipment room
located on an exterior wall where the service main
disconnect(s) are within 5' of the outside door. A rapid entry
system to this door would be provided to the local fire
department. Or, the "shunt trip" station may be located
inside within 5' of an approved outside door where rapid
entry is assured through a security box. Provide a
permanent nameplate indicating "Entry Key To Service
Disconnect Inside."
Exception B: A rapid entry security box would be provided, housing a
shunt trip operator assembly. Provide a permanent
nameplate indicating "Shunt Trip Operator Inside."

Exception C: If Exception A or B is elected, it is required to provide a
permanent nameplate, 66" above finished grade, adjacent to
meter location, indicating rapid entry device location.
102 Temporary Power
102.1 Construction power shall be a minimum of 60 amps 240 volts and comply with
NEC 305-6(a). Service shall provide 1-50 amp 3-wire 240 volt single phase
receptacle and 1-15 amp 120 volt 3-wire GFCI receptacle and shall comply with
305-6(a).
103 Exit & Emergency Lighting
103.1 Occupancies that are required to have dual-source exit and emergency
lighting, utilizing battery-pack type fixtures: Regardless of the number of circuits,
the exit and emergency lighting shall be wired to the circuit(s) supplying the normal
lighting in the area, ahead of any switches. Lock-on devices shall be installed on
the circuit breakers involved.
104 Materials & Conductors
104.1 All buildings other than one or two family residences shall be wired with rigid
conduit or metal molding, PVC, electrical metallic tubing, or other approved wiring
systems which provide a raceway for conductors. All conduit or other approved
wiring systems shall contain an equipment grounding conductor.
Exception: The use of Type A/C cable and M/C cable shall be allowed in
accessible areas only.
104.2 Approved direct burial cable may be used on single family residential property
only.
104.3 All conduit installed below grade or in direct contact with the earth, will be rigid
metal conduit or approved rigid non-metallic.
104.4 Aluminum cable and wire shall not be used except sizes No. 1 and larger. All
aluminum conductor terminations shall have approved inhibitor used.
104.5 All Bell transformers must be located at the panel or readily accessible places;
no Bell transformers may be installed in clothes closets or attic spaces.

104.6 Swimming pool equipment rooms shall be wired in PVC, plastic coated rigid
metal conduit; or other material (not plain galvanized or sheradized conduit)
suitable for the chlorine atmosphere.
104.7 Electrically powered equipment (i.e., pumps, transformers, motor driven fans,
AC compressors or air handlers, etc.), shall not be located within 10 feet of the
inside walls of swimming pools. Enclosures to insure against the hazards of shock
and/or electrocution may be required by the governing authority.
104.8 When equipment is located outside of the building, the disconnect switch shall
be dead front type or non-dead front if means of securing cover from access by
unqualified persons is provided.
104.9 Nonmetallic sheathed cable, underground feeder and branch circuit cables
shall be protected by approved raceway or other approved materials to a height of
8 feet.
104.10 Spas, hot-tubs, and hydro-massage tubs shall have the necessary ventilation
for the motor. The motor shall be accessible through a vent door or removable
panel of adequate size for removal or working on the motor.
104.11 All panels shall have one (1) double-pole spare space. Access to the panel
for utilization of these spaces shall be provided by one (1) inch or larger empty
raceway to an accessible area.
104.12 Every kitchen shall have a minimum of two (2) appliance circuits with a
maximum of two (2) duplex receptacles per circuit.
104.13 Dishwasher, refrigerator, freezer, microwave and all water pump systems shall
each be on a separate circuit. Note: except garbage disposal which may be
included on the small appliance circuits.
104.14 A separate sign circuit shall be installed in all store or public buildings, either
new or remodeled and a disconnect, safety switch or circuit breaker shall be
installed according to the NEC.
104.15 Multi Outlet Extensions - Temporary power taps with surge protection,
for computers, data processing equipment, etc., which requires surge
protection shall be permitted. Temporary power taps with thermal or over
current protection shall be permitted for secretary desk, typewriters, etc.
These permitted uses will be up to the discretion of the Electrical Inspector.

SECTION 4: LOCAL AMENDMENTS TO THE STANDARD SWIMMING
POOL CODE
Supplemental to the provisions of the Standard Swimming Pool Code, the following
sections of local applicability are hereby adopted.
105.1.1 Permits Required: No swimming pool installation, alteration or repair work
shall be commenced until a permit shall first have been obtained from the
Administrative Authority. Exceptions may be granted for certain repair work to
licensed pool contractors when pre-arrangements have been made to the
satisfaction of the Administrative Authority.
310.1 Pressure Test: All pool piping shall be inspected and approved before being
covered or concealed. It shall be tested and proved tight to the satisfaction of the
Administrative Authority under static water or air pressure test or of not less than 15
psi for duration of the job.
Exception: Circulating pumps need not be tested as required in this section.
407 Private Pool Decks: A minimum thicken edge of eight (8) inch depth and eight
(8) inch width, with one (1) No. 3 continuous shall be provided for all ground slabs
such as pool decks and patio slabs that have no other type of footing required,

Melvin Geist, Chairman, called the meeting of the Unified Code Committee (UCC) to order at
approximately 1:40 p.m. He asked everyone in attendance to introduce themselves.
MINUTES: Upon a motion by Paul McKitrick, second by Gordis Preston, and unanimous voice vote,
the September 18, 1997, minutes of the Unified Code Committee meeting were accepted as mailed.
1997 UNIFORM BUILDING CODE DISCUSSION: Paul McKitrick asked if the general process on the
Uniform Building Code (UBC) was going to be UCC's discussions, then members'discussions with
their respective jurisdiction, trade associations'discussions, and then the committee's vote in
January; or if the committee would have discussions on the UBC in January with another meeting
after that.
Gordis Preston inquired as to the status of the state commission report. Paul McKitrick had heard
that the Governor's Building Code Study Commission report is quite lengthy and would probably be
edited down, and even if the legislature took action at the next session, that the development process
will take four to five years before any changes are seen at the local level (or the report could be set
aside). Discussions ensued pertaining to other items in the Study Commission's report.
Paul McKitrick repeated his question on the general process of the UBC. Melvin Geist commented
that the Volusia Home Builders Association should have an opportunity to review the UBC. Paul
McKitrick explained he was asking in connection to the scheduling of a Daytona Beach Construction
Industry Board meeting to which he wanted to take the UBC.
Hugh Gordon expressed a concern relating to the timeline when the UCC approves the UBC and the
County's process to adopt the UBC.
Paul McKitrick said if the UBC is approved in January, then he hoped more committee members
would be in attendance and familiarized with the UBC and ready to act.
Paul McKitrick commented that everyone should have gotten the notice that glazing around
hazardous areas (i.e. swimming pools and spas) has been deleted.
Don Smale mentioned that the Building Code has a couple of new chapters and the Plumbing Code
has a whole new chapter on sep.ic systems.
Unified Code Committee 11/20/97 Meeting 2
ELECTRICAL SUBCOMMITTEE: Art Giles distributed handouts of suggested amendments and said
everything was basically the same as previously distributed. He presented a revised amendment
pertaining to equipment depth. Following the discussions and comments on deleting the section, Art
offered to take this back to the subcommittee for further review.
Pertaining to "main disconnects", Paul McKitrick asked what that was referenced to and what section
of the code was being amended (Section 230.70). Discussions ensued on the "knox box" and "shunt
trip operator" and entry keys. There were several comments regarding changes or deletions to the
wording on the amendment presented. Art offered to take this back to the engineers for a further
review. Gordis Preston offered to get some literature for Art on the "knox box".
Art presented a Construction Code Amendment pertaining to garbage disposals being included on the
small appliance circuits. Referencing the 1996 Code he said there must be at least two appliance
circuits and no other items may be attached to these circuits, and in keeping with the '96 Code it was
suggested the exception in 104.13 be eliminated. Gordis Preston had questions whether a garbage
disposal could meet the criteria in the `96 Code and therefore is not excluded from being on an small
appliance circuit. Art offered to take this back to the subcommittee for further-review. Melvin Geist
said it seemed like the 1996 Coae is requiring another circuit and Art concurred. Hugh Gordon
offered to do a formal interpretation for Art if that's what he needed.
Melvin Geist called for further comments on the Electrical amendments.
Don Smale pointed out the conflicting language between amendment 100.6 ("Other equipment within
10'of the water's edge...") and 104.7 ("Electrically powered equipment shall not be located within 10
feet...") and suggested it needed to be clarified. Art agreed to take this back to the subcommittee for
further review.
Don Vancini referring to amendment 104.5, related a situation where this section was called into
question. He said the interpretation utilized was the Bell transformer is the open transformer used
for the door bell and not an enclosed plug-in transformer. Don Smale suggested deleting the last
part of the sentence, "no transformers may be installed in clothes closets or attic spaces." Dave
Achilles suggested adding the word "Bell" between "no" and "transformers". Melvin Geist said it
looked like Art would be taking this back also for the subcommittee to review.
Art Giles said the Electrical Subcommittee would work on these items and submit the suggested
amendments to Don Large for distribution to the UCC members.
Don Large listed the amendments that needed to be addressed by the subcommittee and said he
would do the updates and distribute that to the UCC members.
The location of a receptacle from a swimming pool versus a spa was briefly discussed as was dual-
source exit and emergency lighting.
In reference to 104.10, Cal Eden asked if it is okay to put equipment underneath a concrete spa. Art
Giles explained why the amendment was written (home owners would put a spa or a spa/hydro-
massage tub in the bathroom, have the motor installed underneath, and drywall it, leaving an
electrican with no adequate space and no venting). Cal Eden wanted to know if equipment could be
put underneath a concrete spa attached to a swimming pool outside. Gordis Preston said it could if
it were vented.
POOL SUBCOMMITTEE: Cal Eden stated that the 1997 Swimming Pool Code was expected to be
available in November but isn't to date. Cal learned that there are no changes in the Code right now
but there may be some changes in May 1998.
Cal referred to 310.1 and said it reads that 15 pounds of pressure is to be kept on the systems for the
duration of the job. He said Roy Lenois had mentioned that may not be too practical, that possibly

when the deck is poured it should be charged up to detect any leak in the pipe. Roy Lenois added
that it should also be there for inspection, but the pressure really doesn't need to be on the system
throughout the whole job.
Cal Eden brought up an issue pertaining to spa drain. Discussions followed on the hazards and
accidents that can occur in spas.
Cal Eden reported that, in this year in the local area, there were pieces of equipment installed by
unlicensed contractors on a commercial pool. He had checked with the state and learned that not
only can't a unlicensed person install such equipment but neither can a service company or
residential pool company, it must be a commercial pool contractor that adds any new pieces of
equipment on the pool (a service contractor can do the repair or replacement).
Roy Lenois concluded that until the new code is published, the issues that have been discussed will
have to be put on hold before any recommendations can be made.
BUILDING SUBCOMMITTEE: In the absense of Bob Dunn, Todd Herget reported that the
subcommittee's review didn't indicate that anything needed to be changed; that the amendments
appeared to be in-line. Todd mentioned that Bob Dunn wasn't able to get with the Home Builders
Association and he wanted to do that before the subcommittee made its formal motion to the UCC.
Paul McKitrick noted that the '95 amendments to the Building Code were: (1) Temporary Stages and
Platforms; (2) Non-Habitable Accessory Structures; and (3) Thickened Edge.
Don Large suggested if the subcommittees were going to meet sometime before the middle of
December, that a designated subcommittee member could contact VCOG to distribute the
subcommittee's recommendation(s) to the UCC members. The recommendation(s) could then be
reviewed by the UCC members and discussed with their respective jurisdictions prior to the UCC's
approval in January.
Melvin Geist suggested that the Building Subcommittee get together to decide if any more changes
are needed and then transmit their recommendation(s) to VCOG for distribution.
MECHANICAL & GAS SUBCOMMITTEE: Todd Herget commented on having looked at the code but
he didn't have a report to present at this time.
Melvin Geist called for additional comments on the Mechanical & Gas Codes. There were no
comments from other participants.
Melvin Geist said all subcommittees ought to make arrangements to meeting and submit their
reports to Don Large for distribution to the UCC members.
NEW BUSINESS: There was no new business presented for discussion.
NEXT MEETING: The next meeting is tentatively scheduled for Thursday, January 15, 1998,
1:30 p.m., VCOG Conference Room, 1190 Pelican Bay Drive, Daytona Beach, Florida.

CODE
Supplemental to the provisions of the Standard Building Code, the following sections of
local applicability are hereby adopted:
104.1.2.1 Temporary Stages and Platforms - Stage and platform structures erected
for less than thirty (30) days are considered to be temporary. Temporary stages and
platforms not more than four (4) feet above grade, less than 700 square feet in
surface area and not intended for use by the general public may be constructed of
any material and erected without a building permit.
All other temporary stage and platform structures shall be professionally designed in
accordance with SBC Chapters 10 and 16 and other applicable codes. Permits
shall be issued either to qualified contractors or owner-builders with a professional
certification in accordance with SBC 104.6.2.
1601.5.1 Non-Habitable Accessory Structures for group R2 and R3 (one and two
family dwelling), of 120 square feet or less, shall be deemed in compliance with
Section 1606 by submitting plans utilizing accepted principles of good engineering
practices.
1901.2.1 Thickened Edge - A minimum thickened edge of eight (8) inch depth and
eight (8) inch width, with one (1) No. 3 continuous shall be provided for all ground
slabs that have no other type of footing required; such as pool decks and patio slabs

Underwater Lighting Fixtures: Paragraphs (a) through (d) of this Section apply to all

The design of an underwater lighting fixture supplied by way of a transformer
meeting the requirements of Section 680-5(a) shall be such that, when the fixture is

101 Service Requirements
101.1 New single family dwellings: - A minimum of 150 amp, 3-wire service shall be
provided. Each single family dwelling unit shall be provided with a maximum of one
utility meter.
101.2 New multi family dwellings: - A minimum of 100 amp, 3-wire service shall be
provided for each new unit.
101.3 Mobile home services: - shall be as per name plate or a minimum of 100 amps
whichever is the larger.
101.4 All service wires supplying current for light, heat, power or advertising to any
building within the Unified Electrical Ordinance, for overhead connection, shall be
installed in rigid metal conduit, intermediate metal conduit or polyvinyl chloride
(PVC) Schedule 40 from the service head to the service equipment.
101.5 Service heads through the roof shall be in rigid metal conduit. The minimum
size is 2 inches rigid metal conduit. Service heads through the roof that exceed 3
feet shall have the necessary supports by braces or guys.
101.6 Main disconnects: All commercial buildings where the main disconnect(s) are
located inside shall have a shunt trip control installed outside adjacent to the meter
at 7 feet above grade.
102 Temporary Power
102.1 Construction power shall be a minimum of 60 amps 240 volts and comply with
NEC 305-6(a). Service shall provide 1-50 amp 3-wire 240 volt single phase
receptacle and 1-15 amp 120 volt 3-wire GFCI receptacle and shall comply with
305-6(a).

103 Exit & Emergency Lighting
103.1 Occupancies that are required to have dual-source exit and emergency
lighting, utilizing battery-pack type fixtures: Regardless of the number of circuits, the
exit and emergency lighting shall be wired to the circuit(s) supplying the normal
lighting in the area, ahead of any switches. Lock-on devices shall be installed on
the circuit breakers involved.
104 Materials & Conductors
104.1 All buildings other than one or two family residences shall be wired with rigid
conduit or metal molding, PVC, electrical metallic tubing, or other approved wiring
systems which provide a raceway for conductors. All conduit or other approved
wiring systems shall contain an equipment grounding conductor.
Exception: The use of Type A/C cable and M/C cable shall be allowed in
accessible areas only.
104.2 Approved direct burial cable may be used on single family residential property
only.
104.3 All conduit installed below grade or in direct contact with the earth, will be rigid
metal conduit or approved rigid non-metallic.
104.4 Aluminum cable and wire shall not be used except sizes No. 1 and larger. All
aluminum conductor terminations shall have approved inhibitor used.
104.5 All Bell transformers must be located at the panel or readily accessible places;
no transformers may be installed in clothes closets or attic spaces.
104.6 Swimming pool equipment rooms shall be wired in PVC, plastic coated rigid
metal conduit; or other material (not plain galvanized or sheradized conduit) suitable
for the chlorine atmosphere.
104.7 Electrically powered equipment (i.e., pumps, transformers, motor driven fans,
AC compressors or air handlers, etc.), shall not be located within 10 feet of the
inside walls of swimming pools. Enclosures to insure against the hazards of shock
and/or electrocution may be required by the governing authority.

104.8 When equipment is located outside of the building, the disconnect switch shall
be dead front type or non-dead front if means of securing cover from access by
unqualified persons is provided.
104.9 Nonmetallic sheathed cable, underground feeder and branch circuit cables
shall be protected by approved raceway or other approved materials to a height of 8
feet.
104.10 Spas, hot-tubs, and hydro-massage tubs shall have the necessary ventilation
for the motor. The motor shall be accessible through a vent door or removable
panel of adequate size for removal or working on the motor.
104.11 All panels shall have one (1) double-pole spare space. Access to the panel
for utilization of these spaces shall be provided by one (1) inch or larger empty
raceway to an accessible area.
104.12 Every kitchen shall have a minimum of two (2) appliance circuits with a
maximum of two (2) duplex receptacles per circuit.
104.13 Dishwasher, refrigerator, freezer, microwave and all water pump systems shall
each be on a separate circuit. Note: except garbage disposal which may be
included on the small appliance circuits.
104.14 A separate sign circuit shall be installed in all store or public buildings, either
new or remodeled and a disconnect, safety switch or circuit breaker shall be
installed according to the NEC.
SECTION 4: LOCAL AMENDMENTS TO THE STANDARD SWIMMING
POOL CODE
Supplemental to the provisions of the Standard Swimming Pool Code, the following
sections of local applicability are hereby adopted.
105.1.1 Permits Required: No swimming pool installation, alteration or repair work
shall be commenced until a permit shall first have been obtained from the
Administrative Authority. Exceptions may be granted for certain repair work to
licensed pool contractors when pre-arrangements have been made to the
satisfaction of the Administrative Authority.

310.1 Pressure Test: All pool piping shall be inspected and approved before being
covered or concealed. It shall be tested and proved tight to the satisfaction of the
Administrative Authority under static water or air pressure test or of not less than 15
psi for for duration of the job.

the City's planning, building, and code enforcement functions. Reports to the City Manager.
PRIMARY DUTIES AND RESPONSIBILITIES
Manages and directs the personnel and activities of the department which involves instructing, assigning
and reviewing work, planning, maintaining standards, coordinating activities, allocating personnel, acting
on employee problems, selecting new employees, and recommending transfers/promotions, discipline,

Provides accurate and useful information and guidance to the public and the development community

Bachelor's degree in Urban and Regional Planning with five years of progressively responsible experience

Institute of Certified Planners and/or Masters Degree is preferred. Must posses a valid Florida driver's

of occupancy, inspections, test results, court documents, building code regulations and all other applicable
laws and regulations.
Serves as Community Rating Service Coordinator.
Prepares monthly and annual trends of construction reports needed for budget and financial monitoring and

Interacts with various groups and individuals involved in the operations of the department including
contractors, property owners, etc. in order to explain and interpret codes and regulations regarding
construction, alteration and repair of buildings, to discuss rejections, etc.

superintendent of construction. Experience as a code inspector (building, electrical, gas, mechanical, or

equivalent combination of training and experience which provides the required skills, knowledge and
abilities. Must be certified by either the Building Official's Association of Florida, Southern Building Code
Congress International, Council of American Building Officials, or the State of Florida Division of
