Chairperson, Robin Hendricks called the regular meeting to order at 7:00 p.m in City Hall.
Members present were: Robin Hendricks, Melissa Mitchell, Liz Scavarda, Donna Wagner and Robert
Schmitt.
Also present were Animal Control Supervisor Robin Feger, and Legal Assistant, Robin Wolf
APPROVAL OF MINUTES
Motion was made by Committee Member, Donna Wagner with Second by Melissa Mitchell. The
motion carried 5-0.
OLD BUSINESS
Committee Member, Melissa Scavarda will be moving out of town by May 2, 1998. Submit Agenda
Request to Council regarding appointment of new Committee Member to Animal Control Board by
Apri123, 1998 meeting.
There was discussion on the first sixteen pages of the ordinance that was reviewed at the last
meeting.
BoordMembership: Appointment, Removal, Terms, Vacancies and Qualifications (staggered terms
issue) page (14) to be discussed at the April meeting.
NEW BUSINESS
There was discussion regarding Section 5-6 (e) Quorum. It was agreed the affirmative vote of three
(3) members is required for any formal action of the ACB relating to appeals.
There was discussion concerning having a licensed veterinarian on the Board, and the fact that there
would be a conflict in an appeal process if the person or person(s) were clients of that particular
veterinarian.

Robin Hendricks suggested that Dr. Vanis, a local veterinarian be used in an advisory capacity only.
Robin Wolf explained that Dr. Vanis could be appointed to replace Melissa Mitchell on the Board
with the understanding that if one ofhis clients were involved in an appeal he would have to excused
himself There would still be a quorum with four (4) Board members. Donna Wagner made a motion
to accept Dr. Vanis as a Board Member Second by Robert Schmitt. The motion carried 5-0.
Attention was turned to the Ordinance starting at page seventeen (17).
There was discussion on Sec. 5-13 Animals prohibited in parks and on beaches. Board members
suggested that a designated park for animals to exercise or swim would be appreciated by animal
owners. As of now there ar~ no such areas. Robin Wolf suggested that after reviewing the complete
Ordinance, they could writ~ down any changes or suggestions and address the City Council.
Sec. 5-14 (b) Seizure of at large animals; harboring and finder-ownership. Bob Schmitt voiced his
concern regarding the paragraph "If the person seizing the animal wishes to keep the animal, he shall
notify the animal control officer who shall attempt to determine ownership of the animal". He felt
that if someone came to the Board on appeal and there was no public notice posted at City Hall or
any advertisement in attempting to locate them as the owner of a pet, he felt that it is a very liberal
interpretation, and the Ordinance. should be more specific regarding "attempt" to locate the owner.
It was suggested that the St~tute be modified "attempt to locate owner by posting a notice at Police
Department.
Sec. 5-20 Female animals in heat. Robin Feger expressed her desire to add a section (b) to add "a
penalty for impregnation of a female being confined on her own property by a male". It was agreed
that this section would be modified.
Sec. 5-31 (d) Payment of license fee. Robin Wolf agreed to listen to the minutes and find out about
the reduced fee for sterilized animals and what was passed.
ADJOURNMENT
There being no further business to discuss, Donna Wagner moved to adjourn, second by Melissa
Mitchell. The meeting adjourned at 8:06 p.m
