05-21-1998 ~ ...., CITYOFEDGEWATER ANIMAL CONTROL BOARD May 21, 1998 7:00 P.M. CITY HALL MINUTES ROLL CALUCALL TO ORDER Chairperson, Robin Hendricks called the regular meeting to order at 7:04 p.m. in City Hall. Members present were: RopinHendricks, Donna Wagner, Liz Scarvarda and Dr. Vanis. Bob Schmitt was absent. Also present were Animal Control Supervisor Robin Feger, Robin Feger's father Rob, JoAnn Richard Board Secretary and Legal Assistant, Robin Wolf APPROVAL OF MINUTES Donna Wagner made a motion with second by Dr. Vanis to approve the Apri123, 1998 minutes. Motion to approve was carried 4-0. OLD BUSINESS Robin Feger informed the Board that Dr. Nevis donated the proceeds from the rabies clinic for any cases that she sees fit relating to neglected animals, animals hit by cars, etc., up to $125.00. Robin Hendricks asked the secretary if a thank you card was sent to Melissa Mitchell for serving on the board. JoAnn confirmed that it had been done. NEW BUSINESS Robin Hendricks asked the secretary to send Dr. Vanis and Dr. Nevis thank you cards for serving the community at the rabies clinic. JoAnn agreed to do so. Robin Wolf reminded the board regarding a discussion they had concerning the State Attorney's Office not prosecuting a case, '~e stated they're revising Deltona, Port Orange and DeLand's Ordinances for Civil process. Infractions, misdemeanors will go through Civil Court only, felonies will not be included in Civil'Court. Page -1- Animal Control Board May 21, 1998 '-" ..."", The Board agreed to do a "straw vote" from now on instead of roll call when voting on a motion. The Board continued review of the Animal Control Ordinance. The Board agreed that the ''Dangerous Dog" Section of the Ordinance was directly from the State Statutes so they can't make any changes to that Section. Dr. Vanis suggested that they all get copies of the State Statutes. Donna Wagner said she would get him a copy since the other Board members already have one. Robin Wolf said she would give the board members an updated copy of the Statutes. Robin Hendricks stated that the Board had completed review of the Ordinance. Robin Wolf suggested that the board give her a list of the changes to be made to the Ordinance and that she would type the changes. Robin' Hendricks said she would type the list of changes for Robin W o]f Robin Wolf also suggested that if any changes were going to be made to the amount of fees established in the Ordinance that those changes needed to be made at that time. Dr. Vanis had a question about staggered terms. Robin Wolf explained that the Council should have done that at the time he was appointed. Robin Wolf said she would take care of it. Robin Hendricks asked if the Board should attend the next Council meeting. Robin Wolf explained that she needed to make the changes and revise the existing Ordinance before presenting anything to the Council. All agreed that the changes would be brought before the City Council. There was discussion about the wording on the length of time the rabies vaccination was good for. Dr. Vanis suggested that it read "good for one year from the vaccination date". The Board agreed to meet aga~ Thursday, June 25, 1998 and thereafter start meeting quarterly. ADJOURNMENT There being no further business to discuss, Donna Wagner moved to adjourn, Second by Liz Scarvarda.
