ANIMAL CONTROL BOARD

MINUTES
CALL TO ORDER
The regular meeting called to order by, Donna Wagner, at 7:05 in the City Hall
Conference Room.
ROLL CALL
Members present were: Donna Wagner, Liz Scavarda, Dr. D. Vanis. Also present
were Robin Feger, Animal Controi Supervisor, Brandi McNair, Animai Controi
Officer, and Sue Griffiths, Board Secretary.
Members absent were: Robin Hendricks, Chairperson.
APPROVAL OF MINUTES
Motion to approve the minutes of the August 26, 1999 meeting was made by Dr.
D. Vanis, seconded by Liz Scavarda. Motion unanimous 3-0.
NEW BUSINESS
Recommend New Board Member
Members discussed the resignation of Diane Corson on September 19, 1999.
Members conducted a review of the applicants for animal controi board. Of the
two remaining applicants one was chosen for recommendation to the City
CounciL Motion was made to recommend Eiizabeth Donahue for the board, due
to her interest and her experience as a pet owner, by Dr. D. Vanis, and seconded
by Liz Scavarda. Motion unanimous 3-0.

OLD BUSINESS
Ordinance ChanQes
After discussing concerns about the wording and need for updates to the
ordinances the following motions were made to be presented to the to the City
Council for approval at the next scheduled meeting.
Article I General Provisions
Section 5-2 Animal Under restraint
Motion to add the word "and" to the definition of animal under restraint was
made by Donna Wagner, and seconded by Dr. D. Vanis. Motion unanimous 3-0.
To read as follows: Animal under restraint: an animal secured by a leash or lead
"and" under the control of a person physically capable of restraining the animal
and obedient to that person's commands or securely enclosed within the real
property limits of the owner's premises.
Section 5-2 Voice Command
Motion was made by Donna Wagner, and seconded by Liz Scavarda, to
recommend that definition for voice command be deleted from the ordinances,
and also any references there after to voice command. Motion unanimous 3-0.
Section 5-20 Female Animals in Heat
Motion made by Donna Wagner, and seconded by Dr. D. Vanis, to recommend
additions be made to section 5-20 to include subsection for responsibility of
owner if male animal does impregnate female in heat who is on own confined
property. Motion unanimous 3-0.
Article II Licenses, Permits, and Vaccinations
Section 5-31
Motion was made by Donna Wagner, and seconded by Liz Scavarda, to suggest
changing the city license fee to $5.00 for altered animals, and $12.00 for un
altered animals. Also, that a $2.00 administration fee be paid back to the issuer.
Motion approved 2-0.
Note: Dr. Vanis did not vote on this issue due to being an issuer of the licenses
at his place of business.

Section 5-36
Motion was made by Liz Scavarda and seconded by Dr. Vanis to suggest to the
council that a ordinance be made to require city residents, to purchase a breeder
permit at a fee of $25.00 to breed an animal, and also that only two permits per
year be allowed to anyone resident. Motion unanimous 3 - O.
Article III Impoundment
Section 5-41 Disposition of impounded animals
Motion made by Donna Wagner, and seconded by Liz Scavarda, to recommend
to council to omit subsection F from disposition of impounded animals. Motion
unanimous 3-0.
Donna Wagner recommended that board secretary advise all members when the
recommendations for animal ordinances changes are on agenda for council
meeting so members could attend to address any questions by council members.
All members agreed to being notify to attend.
Pet Festival
Committee person, Sue Griffiths, advised members that all participants and
entrants have been contacted and rescheduled for November 6th participation.
Robin Feger advised that the Pennysaver, News Journal, and Observer will be
running a new entry form with correct date of festival in the coming weeks
before festival. Donna Wagner suggested a Pet Festival Committee meeting be
scheduled for November 4th in the Community Center for finalizing details.
All members agreed.
ADJOURNMENT
Motion to adjourn the meeting was made by Donna Wagner, seconded by Dr. D.
Vanis. Motion carried unanimous. The meeting was adjourned at 8:30 P.M.
Next meeting to be held on December 7th, 1999.
