12-07-1999 '- ..""" CITY OF EDGWATER ANIMAL CONTROL BOARD DECEMBER 07, 1999 7:00 P.M. CITY HALL CONFERENCE ROOM MINUTES CALL TO ORDER The regular meeting was called to order by chairperson, Robin Hendricks, at 7: 13 in the City Hall Conference Room. ROLL CALL Members present were: Robin Hendricks, Liz Scavarda, Dr. D. Vanis. Also present was Sue Griffiths, Board Secretary. Members absent were: Donna Wagner. APPROVAL OF MINUTES Motion to approve the minutes of the October 21, 1999 meeting was made by Dr. D. Vanis, seconded by Liz Scavarda. Motion unanimous. NEW BUSINESS OLD BUSINESS Review Proposed Chanqes to Ordinances After reviewing the proposed changes to be presented to city council. Members noticed that in the definition animal under restraint the sentence Voice control must be demonstrated was not deleted as was requested in the last meeting. Also discussions continued on the Section 5-20 reference females in heat addition of male animal violation be removed from proposed changes until further discussion could be made by all members of the board. After additional discussions the following motions were made. '- ..", Section 5-20 Females in heat. Motion was made by Dr. Vanis, seconded by Robin to accept all proposed changes as written for presentation to council with the exception of See. 5-20 which is to be excluded until further discussion by all board members. Motion approved 3-0. Section 5-2 Definitions Motion was made by Robin, seconded by Dr. Vanis to add the word "and' to the definition of animal under restraint section (3) and also delete the sentence "Voice control must be demonstrated." Definition to read as follows: (3) Leashed or otherwise controlled by a responsible person "and" is obedient to the commands of a person present with the animal at any time it is not secured as provided for in subsection (1) or (2) above. ADJOURNMENT Motion to adjourn the meeting was made by Liz Scavarda, seconded by Robin Hendricks. Motion carried unanimous. The meeting was adjourned at 08:05 P.M. Next meeting to be held by January 20th, 2000.
