ANIMAL CONTROL BOARD
July 18, 2001

MINUTES
CALL TO ORDER
The regular meeting was called to order by co-chairperson, Donna Wagner, at
7:10 PM in the City Hall Conference Room.
ROLL CALL
Members present were: Donna Wagner, Dr. D. Vanis, and Debrah Brazzell. Also
present were: Legal Assistant Robin Matusick, Animal Control Senior Officer
Brandi McNair, Animal Control Officer David Castetter, Fire Department Capt. Jill
Landreville, and Board Secretary Sue Griffiths.
Members absent were: Robin Hendricks, and Liz Scavarda.
APPROVAL OF MINUTES
Motion to approve the minutes of the April 18, 2001 meeting was made by Dr. D.
Vanis, seconded by Debrah Brazzell. Motion unanimous.
NEW BUSINESS
Dangerous Dog - David Castetter
David Castetter explained to the Board the circumstances and outcome of his
investigation and provided photos of the victim's injuries. A.e.O. Castetter
explained that this is the 4th time "Mylow" has attacked someone, however he
knows of two incidents recently that have been documented. Castetter stated
that due to owners not wanting to put Mylow down, he should be placed under
the Dangerous Dog Classification, to which the owner agreed to and has paid fee
and filed the application form.
Robin Matusick went on to explain to the Board in detail, the process of
classifying the animal and requirements of an owner. Dr. D. Vanis stated to the
board members and animal control officers that since he cannot vote in this
matter due to being Mylow's veterinarian, this subject should be tabled until a
quorum can be met. He suggested a special meeting be held soon so this matter

can be handled before another situation arises. After brief discussion, the
following motion was made.
Motion: Dr. Vanis made a motion to table the motion for a brief period until
special meeting on August 01, 2001 at 7 p.m. can be conducted, seconded by
Debbie Brazzell. Motion held unanimous.
Transfer of Animal Control to Fire Department
Capt. Jill Landreville explained to the Board, the transfer of animal control to the
Fire Department. Ms. Landreville explained that animal control would still
conduct business as usual with the only change being who oversees their
department. Ms. Landreville passed out an organizational chart to all members
showing that she is now in charge of the Community Services Division in which
Animal Control and Code Enforcement are now a part of. Ms. Landreville
explained that since the retirement of a police department administrator who
was in charge of these two sections, it was decided they would now be
supervised by the Fire Department.
ODen House
Capt. Landreville explained that the Fire Department along with Animal Control
would be holding an open house at the fire department. Landreville stated they
would have reduced fee immunization, sell pet licenses, do a reduced rate
microchip installation, adoption, and spay/neuter programs for the publiC as a
type of awareness program. Capt. Landreville and the Board discussed the
possibility of holding another Pet Festival within the next few months. After a
brief discussion into the matter a tentative date was not established but would
be discussed again at a latter meeting.
Breeder Permit and Taas
Members discussed the need of a tag and breeders permit form. After a brief
discussion it was decided that animal control officers and their supervisor would
prepare what they felt was needed and present it at the next meeting for the
Board approval.
ADJOURNMENT
Motion to adjourn the meeting was made by Debrah Brazzell, seconded by Dr. D.
Vanis. Motion carried unanimous. The meeting was adjourned at 8:15 P.M.
