MINUTES
CALL TO ORDER
Chairperson, Donna Wagner, called the regular meeting to order at 7:10 P.M. in
the City Hall Conference Room.
ROLL CALL
During the initial roll call members present were: Donna Wagner, Debrah
Brazzell, Dr. David Vanis, and Karen Mason. Also present were: Captain Jill
Danigel, and Board Secretary Shontella Jackson. Special guest present were Pat
Mihalac and Diane Voigt of Concerned Citizens for Animal Welfare, Virginia Roach
and Pat Moody of Friends and Pets, and Becky Wilson of the Vol usia County
Public Protection/Animal Control Division. After a brief recess board member
Elizabeth Dimascio was present.

MISCELLANEOUS BUSINESS
Chairman Donna Wagner discussed the dog/cat fun day briefly. While waiting on
a board member they discussed the dog/cat fun day. The Board agreed on
having the event in the fall but a date has not been established. Chairman
Donna Wagner called a brief recess until the arrival of board member Elizabeth
Dimascio.

NEW BUSINESS
Concerned Citizens for Animal Welfare
Chairman Donna Wagner presented the Concern Citizens for Animal Welfare of
Volusia County. Diane Voigt and Pat Mihalic of Concern Citizens for Animal
Welfare of Volusia County Inc. gave an overview on the Universal Tag program.
They-cfiscussed the universa1 Tag 1>rogram in detail with the board members.
Chairman Donna Wagner granted a five-minute recess. All visitors left the
meeting during recess.
Chairman Donna Wagner stated that the board had discussed the Universal Tag
matter on April!7, 2002. The Board at that point and time had decided they did
not want to participate in the program.
Recommendation from the Board on the Universal Tag being proposed by the
County that they do not recommend that the City of Edgewater participate in this
program right now. The Board recommended that the City of Edgewater do not
vote to participate with the Universal Tag program. t40n~N made I;)v Karen

OLD BUSINESS
The Board discussed the City of Edgewater feral cat problem. Debbie Brazzell
stated she did a lot of research on the internet in regards to feral cats. Donna
Wagner suggested checking with Volusla County to see if we could contract with
Volusia County to take the feral cats. Edgewater will need to get their own
facitility and get somebody certified. We will have to budget for equipment, and
manpower. Dr. Vanis stated unfortunately we do not have a Humane Society
that would accept feral cats from Edgewater, if we do trap them. The City is
going to have to spend money they are not spending on Humane Society and/or
build some kind of holding facility and make arrangements for euthanasia.
Discussions from the Board in regards to recommendation are to start
procedures in becoming self-sufficient with handling feral cats and/or contracting
with an approved/authorized facility.
