03-23-1993 '- ...." <!tilD of tEt.grwntrr POST OFFICE BOX 100 EDGEWATER, FLORIDA 32032 City of Edgewater Police Pension Board Meeting March 23, 1993 Squad Room Police Department A meeting of the Board of Trustees of the City of Edgewater Police Retirement Plan was called to order by Chairman Larry Westfall at 1:00 P.M., in the Squad Room of the Edgewater Police Department. ROLL CALL: Members present were Larry Westfall, Ruth Garvey, Gary Conroy, Ruth O'Rourke and John Borzner. Also present was Christi Robbins, Recording Secretary. APPROVAL OF MINUTES: Gary Conroy made a motion to accept the Minutes of the January 19, 1993, meeting. Ruth Garvey seconded the motion. Motion carried 5 - O. OLD BUSINESS: Larry Westfall told the Board that the letter to the Division of Retirement in Tallahassee has been readied and is in Mr. Borzner's possession. Mr. Westfall also addressed the fact that Mr. Sugarman, Board Attorney, still has not been paid for his services. Westfall then presented Mr. Borzner with a new bill, dated March 1, 1993, for $3,008.93; this being for new services and the past-due amount. Mr. Borzner said he would present the bill to Fred Munoz, City Finance Director. Larry Westfall asked members if they had any suggestions for changes in the Pension Plan. Westfall told members that, by State Law, the City has to offer health care insurance to retired police officers and their spouse's at the group rate. He noted that this is not currently being offered by this State Plan. Compensation calculation was discussed by Mr. Westfall and again urged members to list changes or additions they would like to see made. NEW BUSINESS: Mr. McCall's retirement investigation is on hold until an overall review is made of the ordinance. Mrs. Garvey asked if Debbie Seigler, City Payroll and Insurance Clerk, could request an entire history on Mr. McCall, from Principal Mutual. Mrs. Garvey then made a motion to have Mrs. Seigler ~ ....., 2 contact Principal Mutual requesting the entire employment history, concerning pension, of Mr. McCall; including a mathematical breakdown. Gary Conroy made the second and motion carried 5 - o. Gary Conroy told the Board that police officers have approached him requesting a 20 years-and-out retirement contract, with benefits. Conroy said the officers have expressed willingness to pay addition money, now, to this end. The Board requested Secretary Borzner to contact Mr. Sugarman and ask him to send the Board copies of viable contracts that have officer's retirement after 20 years of service, with benefits. These contracts would have to be from cities with comparable salaries to Edgewater. MISCELLANEOUS: Larry Westfall said he was contacted by Jack Ascherl's office determining the necessity of a representative at this meeting. Westfall said that a representative was not necessary until the quarterly report was available. Gary Conroy inquired about getting Pension Board letterhead stationary. Larry Westfall said that would be at the prerogative of the Board, but for cooperative reasons, it probably would not be necessary. Mr. Borzner will contact Mr. Sugarman's office to determine his availability for an April 26, 1993, meeting. ADJOURNMENT: There being no further business before the Board, Ruth O'Rourke made the motion to adjourn, seconded by Gary Conroy. Meeting adjourned at 2:06 P.M.
