Police Pension Plan
July 22, 1994
A meeting of the Board of Trustees of the City of Edgewater
Police Retirement Plan was called to order by Chairman Larry
Westfall at 4:00 P.M., in the Squad Room of the Edgewater
Police Department.
ROLL CALL:
Members present were Larry Westfall, Ruth Garvey, Gary
Conroy, Ferd Heeb and John Borzner. Also present was
Christi Robbins, Recording Secretary.
APPROVAL OF MINUTES:
Ferd Heeb made a motion to accept, as written, the Minutes
of the June 17, 1994, meeting; second by Ruth Garvey.
Motion passed 5 - O.
OLD BUSINESS:
Mr. Borzner reported that Mr. Munoz phoned and told him the
bill to Board Attorney Robert Sugarman had been paid.
Mr. Heeb stated that he and Mr. Borzner went to City Hall to
meet with Ms. Storey, City Attorney, Mr. Munoz, City Finance
Director, Mr. McMahan, City Manager and Jack Ascherl, Agent
for Principal Mutual Insurance. Storey advised Heeb and
Borzner that they could not meet together, due to the
Sunshine Law. Mr. Borzner left at this point and Mr. Heeb
conferred with those present. Heeb stated the City's
position, as related to him, with regard to items disputed
and outlined in Mr. Sugarman's letter, to the City, dated
February 7, 1994.
NEW BUSINESS:
The Board reviewed the letter to Mayor Hayman from the
Division of Retirement. Mr. Heeb stated he felt the author
of the letter was unaware of the 1986 Police Retirement
Plan.
Mr. Heeb made a motion to invite Jack Ascherl and Krista
Storey to the next Board meeting, to be held on a day in the
week of August 15 - 26, 1994. Mrs. Garvey seconded the
motion and it passed 5 - O.

With regards to the News Update, Mr. Heeb expressed interest
in attending the "26th Annual Police Officers' and
Firefighters' Pension Administrators' Conference", in
Orlando, on October 11 and 12, 199~.
Mr. Heeb made a motion to send Gary Conroy to the "FPPTA
Trustees School", in Palm Beach Garden, September 19 - 21,
1994. Mrs. Garvey seconded the motion and it passed 4 - 0,
with Conroy abstaining.
MISCELLANEOUS:
Larry Westfall requested that members read the 1986 Pension
Plan and be prepared to discuss it at the next meeting.
ADJOURNMENT:
With no further business before the Board, Mr. Conroy made a
motion to adjourn; second by Mr. Heeb. Meeting adjourned at
5:21 P.M.
