LIBRARY BOARD
BY-LAWS
ARTICLE I - NAME
This organization shall be called "The Board of Trustees of the
Edgewater Public Library" , representing the City of Edgewater to promote
the Interests of good library service in the City of Edgewater in coopera-
tion with the County of Volusia.
ARTICLE II - MEMBERSHIP
a . The Board of Trustees of the Edgewater Public Library shall
consist of five (5) members appointed by members of Edgewater
City Council and serve until replaced .
b . Members will be appointed staggered terms and thereafter it will
be a three (3) year term.

ARTICLE III - OFFICERS
Officers of the Board shall consist of a Chairman , Vice Chairman,
Secretary , and a Treasurer . Officers of the Board shall be elected
from members of the Board . Election of officers shall be held at the
first Board meeting following the November election.
ARTICLE IV - MEETINGS
a. Regular meetings shall be held three (3) times during a year ,
specifically in January , April , and September on the first
Wednesday of the month at 1 : 30 p .m . In the Edgewater Public
Library .
b . Time and place of the Board meetings may be changed by a
majority vote of the members of the Board . Special meetings
may be held at any time at the call of the Chairman during
the absence of the Chariman , provided that notice thereof be
given to members of the Board and City Council twenty-four
hours in -advance of the meetings .
c . Any member of the Board who misses three (3) Consecutive
meetings without legitimate excuse shall be dropped from
membership of the Board and be relieved of all authority as
a member of the Board .
d . Notice of all meetings shall be sent to the City of Edgewater ,
County Library Director and local newspaper , and be posted
in the City Hall and Library . y
e . A quorum at any meeting shall consist of three (3) members .
f . The order of business at all regular meetings of the Board
be as follows .

4 . Approval of bills of the Library Board ' s Treasurers Report
5 . Report of the Librarian
6 . Committee Reports
7 . Communications
8 . Unfinished business - old business

g. Robert ' s Rules of Order shall govern the parliamentary procedure
of the Board .
ARTICLE V - COMMITTEE
a. Any committee deemed necessary shall be appointed by the Chairman.
ARTICLE VI - DUTIES OF THE BOARD
a . Review, discuss and recommend library policies and funding as
representatives of the City of Edgewater in cooperation with
the Edgewater City Council and the Director of the Volusia
County Public Libraries .
b . Encourage and receive gifts for the library .
c. Work actively for the Improvement of all libraries by supporting
library legislation in the state and nation .
d . Attend Board meetings regularly
e . Become familiar with what constitutes good library service by
reading and attending meetings concerned with library development .
f . Support the provisions of the library contract between the
City of Edgewater and the County of Volusia .
ARTICLE VII - DUTIES OF THE CHAIRMAN
The Chairman shall preside at all meetings and serve ex-officio
on all committees of the Board . The Chairman shall appoint
necessary committees within the Board and co-sign all checks written
against the Library Board Special Fund .
ARTICLE VIII - DUTIES OF THE VICE CHAIRMAN
The Chairman shall perform the duties of the Chairman in his or
her absence .
ARTICLE IX - DUTIES OF THE SECRETARY
a . The secretary shall keep the minutes of all meetings , write the
necessary correspondence , notify members of all meetings .
b . A copy of the minutes of all meetings shall be sent to the
City Council , to the Director of the Volusia County Public
Libraries and to the Edgewater Library .
ARTICLE X - DUTIES OF THE TREASURER
The treasurer shall prepare and co-sign all checks written against
the Library Board Special Fund and give reports of bank balance .

ARTICLE XI - AMENDMENTS TO THE BY-LAWS
Amendments and additions may be proposed at any regular City
Council meeting and may become effective only after a favorable
vote . Any amendments or additions shall be given to the Library
Board .
