Minutes
A special meeting of the Board of Trustees of the City of Edge water Retirement Board was
called to order at 2:03 p.m. on July 30, 1998, at the Edgewater Community Center.
Call To Order:
Chairman Gary Conroy called the meeting to order. Members present were Gary Conroy,
Ruth Garvey, Ron Prekup, and Jeanne Delnigro. Also present was Larry Westfall, Eric
Bell, and Sue Griffiths, Recording Secretary. Members absent were Bill Lenz.
Old Business:
1) Disability Taxability - Mr. Westfall
Mr. Larry Westfall joined the meeting to explain that all efforts to correct his
disability income to this point has not been corrected. Mr. Westfall states that
Principle feels disability income is taxable when the law states differently. Principle
states currently disability is taxable 100 %. Mr. Westfall thanked the board for their
efforts thus far.
Mr. Conroy stated that in his efforts to get questions answered he was never put in
contact with the same representative twice. Each time he called he was told the
Pension account was being represented by a new person. He also stated that each
time he requests a representative to attend meeting to answer questions they say
they are not given enough notice to schedule and in actuality they are being given
three months.
Ron Prekup suggested we request a Principle representative be here for the next
meeting to show what they have done for us in the matter. If they can't make it to
our meeting may be the board should consider a new investment company.
Motion: The motion to contact Mr. Sugarman, boards attorney, to handle the matter
put forth by Mr. Westfall and have him handle expediently motion made by
Ron Prekup, Sr. and it was seconded by Ruth Garvey.

2) STI Capital Management - Mr. Erick Bell
Mr. Erick Bell the representative of STI Capital Management introduced to the
board the investment company he represents and passed out a portfolio for the
boards perusal. Mr. Bell stated that he would like to represent the police
departments pension fund and also mentioned that his company now represents the
Edgewater Fire Department Pension and is hoping that we would consider them for
representation. He also stated that he would be glad to return after the board has
a chance to read the portfolio to answer any questions they may have.
3) Disability Percentages - Ron Prekup
Mr. Prekup suggested sending written communication to the Board of
Commissioners to recommend the percentage of disability be raised to 65% for
disabilities occurred in the line of duty.
Motion: Motion to supply written communication to Board of Commissioners
recommending 65% disability for injury in the line of duty made by Ron
Prekup, Sr. and seconded by Ruth Garvey.

4) Start of Disability - Ron Prekup
Mr. Prekup suggested also a change in the time of disability starting, explaining that
now it starts when the doctors decree disability and it should start at date of injury.
Motion: Motion to provide written communication to Commissioners to activate
disability at the date of injury not doctors decree disability made by Ron
Prekup, Sr. and seconded by Jeanne Delnigro.

5) Written Communications
Board discussed the options they would have and who should write letter to the
Board of Commissioners in regards to the previous discussions.
Motion: Motion to pay Mr. Sugarman, attorney for board, to make proposals to
commissioners made by Jeanne Delnigro, seconded by Ruth Garvey.
lVlotion: Motion made to adjourn the meeting, made by Ruth Garvey, seconded by
Jeanne Delnigro.
