Chairman Joe Martin called to order a regular meeting of the Economic Development Board at 8:01

3. APPROVAL OF MINUTES:
The minutes from the April 7, 2004 meeting were presented for approval.

6. NEW BUSINESS:
Chairman Martin brought up the request of the Eagles Elks Lodge moving into ParkTowne
property. Mr. Zeller disclosed he has a financial interest in this matter. Much discussion
ensued regarding this matter.

4. CITY AND OTHER REPORTS:
A. City of Edgewater Updates
The Board reviewed the Quarterly Development Report provided by the Planning Department. They
also discussed a memo summarizing the V olusia Information Partnership (VIP) meeting. Mr.
Hooper stated that the City would be closing on the Edgewater Harbor property after the meeting.
Pre-sales of the units are already taking place. Mr. Hooper also related that the City has received

positive comments from the New Smyrna Beach City Manager regarding the possibility of sharing
the services of Shannon Lewis for help with the City's Economic Development Program.
Mr. Balmer stated that he plans to be in New York at the time the County will be attending the
Medical Equipment Trade Show. He will make contact with the County EDB to find out about
getting credentials and attending the show to represent Edgewater.
6. NEW BUSINESS:
A. Expiration of terms for Mr. McGinnis and Mr. Fathi
Chairman Martin asked that the Board give consensus to recommend City Council reappoint Mr.
McGinnis and Mr. Fathi to new terms on the Board. Unanimous agreement was given.
5. CONTINUED BUSINESS:
A. Program of Work presentation to City Council Budget Workshop.
Mr. McGinnis discussed the information he and Mr. Hamall went over at their committee meeting.
He feels the Board should have a special meeting prior to the Council workshop to develop their
presentation. Chairman Martin scheduled a Special Meeting of the Economic Development Board
for May 12,2004 at 3:00 p.m.
B. Continued discussion of proposed sale of industrial property for use by tax exempt
organizations
There was much discussion regarding this issue. Chairman Martin discussed what happened at the
Coty Council meeting and presented letters provided to Council both opposing and supporting the
Elks request. He then presented letter from NIT holdings LLC which outlined seven items they feel
need to be addressed in regards to this issue. The Board decided they would not take an official
position on this item.
7. CHAIRMAN AND BOARD MEMBERS REPORTS:
Mr. Fathi stated that the new sign is up for the New Smyrna/Edgewater Campus of DBCC.
8. ADJOURNMENT:
There being no further business to come before the Board, a motion was made and approved to
adjourn. The meeting adjourned at 9:23 a.m.

The Board discussed their presentation of the Program of Work for the joint workshop with City
Council scheduled for May 17,2004. They went over each task item and determined what should be
covered and who will do the presentation. A handout overview of the Power Point slide show will
be distributed to City Council.

The BellSouth Foundation invests the majority of its grantmaking funds in its '
Specia_I_Inttiatives through a targeted request for proposal process. However, a i
limited number of Opportunity Grants are available for unsolicited proposals
that compliment Special Initiatives or issues where the BellSouth Foundation is
currently focusing its work.
In general (and as funds permit), Opportunity Grants will be awarded to
programs or projects that:
• Mesh tightly with one of the Foundation's strategies;
• Offer a complementary strategy for the Foundation's other work;
• Offer a new and innovative approach to a priority issue;
• Provide a supportive policy -level effort to supplement a Foundation
priority; or
• Serve as a collaborative practice for a Foundation initiative.
Issues of new interest in 2004 evolving from past years efforts are:
Technology & Learning: One of the unique findings within the BellSouth
edu.pwr3 technology Initiative is that students' view of technology in learning Is
different from the view of schools. Grants in this area will be awarded to support
further exploration of incorporating `student voice'to build meaningful use of
technology for learning for students. View BellSouth Big_Diff-erenge report to see
some of the latest work of the BellSouth Foundation in this area.
No Child Left Behind: The national No Child Left Behind (NCLB) legislation
requires that school districts invest dollars, attention and energy Into several
factors targeted toward improving student achievement. Grants in this area will
be awarded to districts seeking support to fulfill requirements of NCLB—
especially with respect to addressing the "Stronger Accountability" standards

Business/Education Partnerships: Partnerships between the education
community and local businesses show great promise for sustained positive
change and broader community involvement and support in local schools and
school districts. The Foundation is interested in helping to strengthen existing
partnerships between school districts and local businesses, and in helping to
foster new partnerships for change that promise lasting results.
'Application Process
Opportunity Grants are awarded once a year.
Concept papers were due March 1, 2004:
Full proposals am due April 15, 2004. Only those who have submitted and
received approval for a Concept Paper will be allowed to submit a Full Proposal
The deadline for Concept Papers was midnight EST March 1, 2004.
The Foundation will announce its 2004 Opportunity Grant recipients in May 2004.
Grants will be awarded for one year (July 2004 - June 2005)

Cities vie for NASA center
Orlando was among six cities making pitches Wednesday at a
NASA forum.

FAIRFAX, Va. -- Houston offered low taxes, a diverse work force and a temperate climate.
Newport News touted an upscale business district, cultural attractions and low cost of living.
Orlando plugged its "worldwide brand of imagination and creativity."
Hoping to lure a new NASA business center with at least 500 employees, officials from six cities with
ties to the space agency made competing pitches Wednesday at a NASA -sponsored forum for interested
corporate bidders.
The NASA Shared Services Center -- expected to open late next year -- will consolidate the agency's
finance, procurement, information -technology and personnel offices, now scattered among about 10
NASA centers nationwide.
The city that lands the new center will gain between 500 and 800 new workers earning an average of
salary of about $60,000 a year, NASA officials have said.
At the opening of the two-day forum here, about 200 contractors and economic -development officials
from across the country packed a hotel conference room to sell their respective cities and size up the
competition.
"I think it's a critical piece of the overall process," said John F. Krug, vice president of business
development for the Metro Orlando Economic Development Commission, which was promoting Central
Florida to the companies that may bid on the center.
"We need to get to know each other," he said. "This is the first dance. People are putting faces with
names."
The cities' presentations are meant to impress people like Ken Nickerson, a vice president of Computer
Science Corp., one of the major contractors that's expected to submit a bid to develop the center.
Before bids can be submitted, Nickerson and others must select one of the six NASA -approved cities
"It's not easy figuring out who's offering what," Nickerson said.

Other companies expected to make bids include IBM and Lockheed Martin, both of which sent
representatives to the forum.
The three other cities competing for the center are Cleveland; Stennis, Miss.; and Huntsville, Ala.
For Newport News, the forum offers a chance to promote City Center at Oyster Point, an upscale office
and retail district with a 5-acre fountain.
Orlando is offering a site in Central Florida Research Park, next to the University of Central Florida.
Bids must be submitted to NASA by September, with a final selection to be made next March.

Included in the proposed budget the city manager presented at the budget workshop was
$57,044. The breakdown is as follows:
Part time economic development staff $35,000
Chamber of Commerce $10,044
Economic Development Board $12,000
The EDB $12,000 is funded by the recent increase in the occupational license fee. The
remainder is funded by the general fund.
Also of interest, the ad -valorem tax base is showing an improved rate of growth. This is a result
of general improvement in values of existing properties as well as new construction and growth in
the industrial sector. A detailed breakdown of the data would be helpful, i.e. what percentage is
non-residential?
Next council meeting on the budget is July 19. If you have any agenda items for the EDB
meeting on July 7, please forward to Pat ASAP.

This is a quartum leap forward, but at the same time it is somewhat disappointing.
Getting the staff is an important first step. However, there needs to be more support for programming. We
requested $57.8k which included staff at ($25.3k). Our progamming funds were cut be $20k.
I admire Steve Dennis' work and - the Chamber deserves much more support than it is getting. Please let me
know if I am missing something, but, the primary economic activity from the Chamber, in addition to membership
support programs is in the area of Tourism.
The only way that the $12,000 for the EDB will work is if we can get Port Orange, New Smyrna Beach and the
Chamber to share in the programming costs i.e. videofdvd, brochures, exhibit panels, etc.
As far as the EDB board meeting agenda is concerned I'd like to see us discuss the use of our proposed, meager
program dollars, strategies for collaboration and the development of our economic deveopment newsletter, as
well as its distribution.
