CALL TO ORDER
Vice Chairman Linda Johnson called the Regular Meeting of 'I ,-,\Joe
Enforcement Board to order at 5:30 p.m. on Thursday, September _, ~OOI in the
Community Center. Vice Chairman Johnson requested a change from the normal agenda
to include the Pledge of Allegiance and a moment of silence for the families and victims
of the September 11th tragedy. She noted that she would like the Pledge of Allegiance to
be added to the agenda.
ROLL CALL
Members present were: Vice Chairman Linda Johnson, Ms. Joy Brindley, Ms. George
Ann Keller, and Mr. Ben DelNigro. Chairman Anthony Fowler and Mr. Bobbie McGuire
were absent. Also present: Chief Tracey Barlow, Captain Jill Landreville, Code
Compliance Inspector Mike McGrath, and Recording Secretary Lisa R. Miller.
APPROVAL OF MINUTES
The minutes of the May 17, 2001 Regular Meeting were submitted for approval. Ms.
Kelly moved to accept the minutes as submitted. Mr. DelNigro seconded. Motion
CARRIED 4 to O.
SWEARING IN OF WITNESSES
There were no witnesses to be sworn at this time.
CASES IN COMPLIANCE
There were no cases at this time.
NEW BUSINESS/PUBLIC HEARINGS
Department Changes - Captain Landreville addressed the board members informing them
that Code Enforcement and Animal Control had been placed under the Community
Services Division of the Fire Department. There was discussion regarding some of the
changes that had taken place. The name has been changed from Code Enforcement to
Code Compliance. The offices were moved to the Fire Administration office. Ms.
Kinney-Johnson was no longer a Code Compliance Inspector she had been reassigned as
the Administrative Secretary for the Fire Department. A second Code Compliance
Inspector would be hired when there was more office space. Vehicles would be re-striped
to include the City seal. Captain Landreville stated it would be business as usual.

Status Report - There was discussion regarding the Land Development Code. It was
noted it was being revised and sections 6, 7, and 8 were due for first reading, sections 4
and 5 were coming up for second reading, and sections 1, 2, and 3 were done. When it is
completed and codified, the board members will get a copy.
Mr. DelNigro asked if grass and weeds would come under the Fire Department. Captain
Landreville stated that it would and that even though Code Compliance was now under
the Community Services division it would be the same as before. Mr. DelNigro asked if
the City could be fined for high grass and weeds as there was a problem in the past with
high weeds. Captain Landreville stated that could be addressed by contacting the other
City departments. Captain Landreville explained the complaint process.
Mr. DelNigro asked where we stand with boats and trailers. Chief Barlow stated the
second reading on that section would be at the next Council meeting. Chief Barlow
suggested having a workshop meeting when the completed copy of the Land
Development Code was finished to go over the entire thing. Vice Chairman Johnson
stated they had a workshop before and it was very beneficial. Captain Landreville stated
they would try to schedule it within the next month or two.
Vice Chairman Johnson officially welcomed Ms. Joy Brindley to the board as the newest
member.
UNFINISHED BUSINESS:
There was no unfinished business at this time.
LIEN REDUCTION REQUESTS:
There were no lien reduction requests at this time.
DISCUSSION ITEMS:
There was discussion regarding the date for the workshop meeting. The meeting was set
for October 18, 2001 at 5:30 p.m. It was noted that if something comes up before the
meeting it could be rescheduled.
Ms. Keller questioned if Code Compliance Inspector McGrath was going back to
properties that had been cleared to make sure they were keeping them cut back. Code
Compliance Inspector McGrath stated he goes on a complaint basis and is currently
addressing phase 6. Captain Landreville stated that once the whole City had been gone
through then they would be able to catch up.
Ms. Keller questioned when the second code compliance inspector would be hired.
Captain Landreville stated it would probably be in January when they would have more
room.
Ms. Keller requested an updated list of board members and staff members that they
would need to contact when they need to be excused. There was discussion regarding the

length of terms and their expiration. It was noted the dates of the current members needed
to be checked to see if they had expired.
