Minutes
CALL TO ORDER:
Chairman Fowler called the Regular Meeting of the Citizen's Code Enforcement Board
to Order at 5:28 p.m. Thursday, May 16,2002 in the Community Center.
ROLL CALL:
Members present were: Chairman Anthony Fowler, Vice Chairman Linda Johnson, Ms.
Joy Brindley, Ms. George Ann Keller, Mr. Russell Baugher, Mr. Bobbie McGuire and
Mr. Glen Barnhill. Also present were: Chief Tracey Barlow, Code Compliance Officer
Mike McGrath, Code Compliance Officer Angela DeSue, and Recording Secretary Lisa
R. Miller.
INTRODUCTION OF NEW CODE BOARD MEMBER: Chairman Fowler
introduced Mr. Glen Barnhill and welcomed him to the Board. Chairman Fowler noted
they had a full board.
APPROVAL OF MINUTES:
The Minutes of the April 18, 2002 Regular Meeting were submitted for approval. Ms.
Keller moved to approve the minutes as submitted. Mr. McGuire seconded. Motion
CARRIED 7 to O.
SWEARING IN OF WITNESSES:
There were none.
CASES IN COMPLIANCE:
There was nothing pending that was currently in compliance.
NEW BUSINESS: Status of Land Development Code Revisions - Chief Barlow
introduced himself and gave an update on the changes to Article III of the Land
Development Code. Chief Barlow stated that as far as Article III it is status quo, however
some "glitches" have been identified through city staff and a six person committee has
been assembled that will be going through the entire Land Development Code. Chief
Barlow stated they would be addressing such issues as vending machines, restoration of
automobiles, etc. before it goes to Council for their final approval. Mr. Baugher asked if
they were going to define the restoration part to allow people to store somewhat derelict
vehicles in public view. Chief Barlow stated that Council would make that final
determination with feedback from the community.

LIEN REDUCTION REQUESTS: None at this time.
DISCUSSION ITEMS: June Bylaw Update - Chief Barlow stated this was put on
the agenda to remind the Board that they will be updating the bylaws at the June meeting
along with election of officers. Chief Barlow asked if they had any suggestions to be
placed on the agenda to get them to the Board Coordinator. Chairman Fowler asked if
Board Attorney Nowell was going through the bylaws also looking for any issues. Chief
Barlow stated after the Board has discussed any changes they would like to make it
would be forwarded to Mr. Nowell for his review.
CODE ENFORCEMENT COMMENTS: Chief Barlow stated for the Board's
information the department will be providing a regular weekly update that lists some of
the issues that have been addressed and major complaints that have been received. Chief
Barlow stated the entire Florida Shores area had been canvassed and the areas that need
the most attention have been prioritized and Code Enforcement will be working on them
in the next couple of weeks.
Mr. Baugher noted contractors were required to have their certification numbers on their
vehicles. He asked if there was any way they could enforce this as there were trucks in
and out of the area all the time and there are no names on them. Mr. Baugher stated this
would benefit the community so that everyone would know who was certified. Chief
Barlow stated he believed it was a state statute and that he would look into it and refer it
to the proper department. Chairman Fowler stated he didn't want to get into Board
members filing complaints with the Code Enforcement Office. He added that Chief
Barlow would forward the information to the proper authorities.
PUBLIC COMMENTS: There were none at this time.
The next meeting of the Code Enforcement Board will be Thursday, June 20th at 5:30
p.m. in the Community Center
ADJOURNMENT: There being no further business to come before the Board at this
time, Chairman Fowler adjourned the meeting at 5:39 p.m.
