08-15-2002 '-" ....., CITYOFEDGEWATER CITIZEN CODE ENFORCEMENT BOARD REGULAR MEETING Thursday, August 15, 2002 5:30 p.M. COMMUNITY CENTER MINUTES CALL TO ORDER: Chairman Fowler called to order a regular meeting of the Citizen Code Enforcement Board at 5:30 p.m., Thursday, August 15,2002, in the Community Center. ROLL CALL: Members present were, Chairman Anthony Fowler, Vice Chairman George Ann Keller, Ms. Joy Brindley, Ms. Linda Johnson, and Mr. Glenn Barnhill. Mr. Russell Baugher and Mr. Bobbie McGuire were absent. Also present were Captain Jill Danigel, Code Compliance Officer Angela DeSue, and Recording Secretary Lisa R. Miller. APPROVAL OF MINUTES: The minutes for the regular meeting of July 18, 2002, were presented to the Board for approval. There being no corrections or changes, Ms. Keller moved to approve the minutes as presented. Ms. Brindley seconded Motion CARRIED 5-0. SWEARING IN OF WITNESSES: There were no witnesses to be sworn in. CASES IN COMPLIANCE: NEW BUSINESSIPUBLIC HEARINGS: No cases for the hoard's consideration at this time. UNFINISHED BUSINESS: Captain Danigel stated she spoke to the City Manager's office regarding the status of the bylaw updates and was assured that we would have them by the next meeting. There was discussion regarding board attendance. Chairman Fowler stated that Mr. McGuire had turned in his resignation. It was noted that Mr. Baugher had missed three consecutive meetings. Chairman Fowler stated a letter needed to be sent to Mr. Baugher that due to his absences he is no longer a member of the board. Chairman Fowler noted there were two openings on the board and we should get the applications from the City Clerk's office for the next meeting. LIEN REDUCTION REOUESTS There were none at this time. DISCUSSION ITEMS: A Mrs. Harris was present at the meeting and had asked how the code enforcement process works and Captain Danigel went over the process for her. Mrs. Harris voiced several concerns. Captain Danigel informed her that there are only specific things that are addressed in the Land Development Code and some of her concerns needed to be addressed to other departments in the City. Captain Danigel stated if Mrs. Harris contacted her, she would help her locate the appropriate department for each of her concerns. " Citizen Code Enforcement Board-- August 15,2002 - Minutes Page 2 Ms. Keller asked that the Board be infonned how much the actual payment ended up being for Case #93-CE-0474 that was heard at the previous meeting. ..., Ms. Johnson stated she received a call from Mr. Sid Nowell and he had stated that he was very interested in serving the Board. Captain Danigel stated she would pass that infonnation on to the City Attorney's office. Captain Danigel stated that in the interim Attorney Scott Cookson would still serve the board. CODE ENFORCEMENT COMMENTS: Captain Danigel gave the board a brief run down on some of the complaints the Code Compliance Officers had been working on. Captain Danigel gave the board an update on the Ad Hoc Committee meeting. She stated they would meet one more time to go over the suggested changes and then it was her understanding they would meet with Council, the Code Enforcement Board, and Planning and Zoning Board. PUBUC COMMENTS: Mrs. Harris asked about untagged vehicles. Captain Danigel explained that they were no longer addressed in the Land Development Code. Mrs. Harris expressed concerns regarding the increase costs in variances, and city growth. Captain Danigel explained the powers of the Code Board and stated some of her concerns would best be addressed at council meetings.
