City Hall MINUTES ROLL CALL/CALL TO ORDER Chairman Mark Seifert called the January 9, 1990 meeting of the Beautification Committee to order at 7:06 P.M. in the Edgewater City Hall Conference Room. Members present were: Mark Seifert, Jodi Geiger, Gloria Fish and Richard Loomis. Committee members Lisa Weber and Diane Gross were excused and Paul Giattino was absent. Also present was Mr. Ken Pellum, Landscape Architect from Dyer, Riddle, Mills & Precourt and Mr. Elly Johnson, City Manager. NEW BUSINESS Landscape DesiQn/Medians Mr. Johnson introduced Mr. Pellum to the Committee and due to other meetings scheduled, this item was discussed first. Mr. Pellum stated he had drawn a sketch of a possible landscape plan for the intersection at 442 and U.S. 1, as this seemed the most likely place to begin a project after taking pictures, measurements, and notes on the median stretch up and down U.S.l. and he showed this drawing to the Committee members. He stated he had spoken with D.O.T. and there are several criteria to consider when deciding on a plan. One is for trees; there must be a clear zone area off the edge of the pavement which applies to the median as well as the outside of the street and it varies with the design speed of the road which is 50 MPH in this area. He stated since it was a signalized intersection, the design speed may be able to be lowered and this would allow for some clear zone areas for tree setbacks along the driving lanes as a larger set back and for turning lanes there would be a smaller setback. This would be required for any tree with a 4>> diameter , or 4' off the ground or greater. Plants such as crepe myrtles, hollies, etc., would not be affected by this setback. Another critical item is the triangle of sight distance which has to be 480 feet of clear visibility for cars that pull up to the intersection. With these two requirements we would end up with a zone with low lying plants and no trees over two feet for an area of 480'. He also noted there is a large swale on the northern side of the intersection which has to be clear and could only be planted with low lying annuals or plants which would mean annual maintenance as well. Mr. Johnson stated there would be two men strictly working on the maintenance of U. S. 1 and 442 within the city limits. The Committee discussed jack and bore for irrigation and possible ideas for median areas which are all concrete. Mr. Johnson stated he had met with D.O.T. and discussed with them the good possibility that within three years there would no longer be any medians on 442, as traffic increases will warrant adding two more lanes and sidewalks along both sides of the street and with this situation it would not be wise to spend funds there; also the County has plans to do work on Park Avenue, so this street could be considered later down the line, as well as the northern city limits which are mainly concrete medians. Mr. Johnson suggested that concentrating on the 442 and U. S. 1 intersection and heading southward to the city limits may be the best idea for a first project. Mrs. Geiger recommended this area as well and felt we should concentrate first on the center medians and leave the sides for later as the center median~ would show more visible results to the public and also be less costly for the first year. "w' ...., Landscape DesiQn/Medians - Continued Mr. Pellum stated he would be meeting with D.O.T. agaln and Mr. Johnson asked the Committee if they approved of the plan to concentrate on the center medians of the U. S. 1 and 442 intersection~ heading to the southern city limits as a first year project. The Beautification Committee unanimously endorsed proceeding with this plan for beautifying the medians as the City's first year project. Arbor Day Tree PlantinQ Mrs. Fish moved that the Committee proceed with their plan to plant a tree at the Library for Arbor Day which is January 19~ 1990~ and Mr. Loomis seconded the motion. The motion CARRIED unanimously. There presently is a dead tree which the Committee would like to replace with an evergreen or red cedar. The Secretary agreed to notify the members of the time and place when a definite time was set up with Mrs. Gayle Harmon at the Library. APPROVAL OF I1INUTES Mrs. Fish moved to approve the minutes of the December 12~ 1989 meeting and the December 20, 1989 Special Meeting minutes. Mr. Loomis seconded the motion and it CARRIED unanimously. NEW BUSINESS February Beautification Award Choice The Committee which is being address was 341 Farm Insurance. 3. tabulated the selections for the February award~ presented to an Edgewater business. Ridgewood Avenue which is Charlie Cobb's State The March award will go to a residence from Zone 11 I SCELLANEOUS Mrs. Fish stated she would like the Committee to begin thinking about plans for a possible Spring-Clean Up city-wide and Mr. Loomis again brought up the need for garbage cans and holders along U.S. 1 and the Committee agreed to discuss these ideas further at forthcoming meetings. ADJ'OURNttENT There being no further business~ Mrs. Fish moved to adjourn~ seconded by Mr. Loomis. The motion CARRIED unanimously and the meeting ended at 7:55 P.M.
