05-14-2014 CITY OF EDGEWATER Planning and Zoning Board Regular Meeting—Wednesday, May 14, 2014 6=30 p.m. 1. CALL TO ORDER Chairman Vopelak called to order the Regular Meeting of the Planning and Zoning Board at 6=30 p.m., May 14, 2014 in the Community Center, 102 N. Riverside Drive, Edgewater, Florida. 2. ROLL CALL Members present were Pat Card, Robert McIntosh, George Kennedy (6=31), Jean Kayat, Agnes Witter and Joseph Roy. Ms. Witter was excused. Also present were Development Services Director Darren Lear and Planning Technician Tabitha Russell. 3. APPROVAL OF MINUTES Mr. Card moved to am)rove the minutes of the regular meeting of March 12, 2014, second by Mr. McIntosh MOTION CARRIED 6-0 PUBLIC HEARINGS 4. OLD BUSINESS None at this time. 5. NEW BUSINESS a. VA-1403 —Vertex Development, LLC, applicant, requesting variances from Articles V and XII of the City's Land Development Code for property located at 409 Mango Tree Drive. Chairman Vopelak opened the public hearing. Mr. Lear provided background information and staff's recommendation. Alan Ruiz — representing the applicant, spoke in regards to the request and offered to answer any questions from the Board. There was discussion between Mr. Ruiz and the Board in regards to the request. MOTION by Mr. Card. SECOND by Mr. McIntosh to approve the following variance reouests from the ity of Edgewater Land Development Code: • Article V, Section 21-56.02(k) to waive the requirement that all parking areas shall be hard- surfaced using material as approved by the City. • Article XII, Section 21-142.07(a) to waive the requirement that landscaping be installed outside the fences. • Article XII, Section 21-142.07(c) to waive the requirement that shade trees be planted around the outside of the fence with sufficient height and density to obscure the barbed wire around the top of the fence in two years. 05/14/14 p&z minutes CITY OF EDGEWATER Planning and Zoning Board Regular Meeting—Wednesday, May 14, 2014 6=30 p.m. • Article XII, Section 21-142.07(d) to waive the requirement that shrubbery shall be planted around the outside of the fence of sufficient height and density to obscure the bottom four feet(4) of the fence within three (3) years. • Article XII, Section 21-142.08, to waive the requirement that a monopole site shall be limited to 2,500 square feet, no more than 500 square feet of which may be occupied by the equipment building. • Article XII, 21-142.11, to waive the requirement that all tower sites shall be surrounded by an eight-foot (8) high chain link fence with a triple strand of barbed wire and a locked access gate. or property located at 400 Mango Tree Drive. Agency Members Report Mr. Card spoke in regards to the May 7th Economic Development Board meeting and the May 14th Economic Development Board budget workshop. 8.
