CITY HALL CONFERENCE ROOM 1'1 I NUTES ROLL CALL/CALL TO ORDER The Chairman, Mark Seifert, called the June 11, 1991 meeting to order at 7:03 p.m. in the City Hall Conference Room. Members present were: Mark Seifert, Felicia Ver Stubbs. Tanina Palermo and Betty Rossman were present were Councilperson NoraJane Gillespie Secretary, Lisa Kruckmeyer. Way, and Lila excused. Also and Recording APPROVAL OF MINUTES Mrs. Ver Way moved to approve the minutes meeting and Mrs. Stubbs seconded the motion. of the 1'1ay 14, 1991 Motion CARRIED 3-0. OLD BUSINESS Councilperson Gillespie stated every councilperson is making an effort to get to each and every board. She stated the article they received from Modern Maturity magazine is excellent and has a lot of reference material about Tree City U.S.A. Councilperson Gillespie stated she went with Terry Wadsworth, Ron Ferland, Shirley Naill, and the state certified biologist out to the water sight. She stated a wildlife study was never done on the well sight and we didn't know if we could even build on it until yesterday. She stated it is all clear and within the next two weeks they are going to go back and grid the land and the biologist and her partner will go and check for gopher turtles. There are no endangered species of birds, no Florida Panther and no black bear. They found trees, flowers and blooming cactus that will have to be relocated. The City is coming under the Reforestation Act which means every tree that is removed to build the water plant will have to be replaced. She stated she talked to the biologist whose name she couldn't remember and she suggested she come to the Beautification Committee and that might be a great place to get the volunteers together when ready and plant. She stated maybe they could make it a picnic. Chairman Seifert asked if she had any idea when. Councilperson Gillespie stated hopefully they are going to break ground in July or August. Bids are being opened for transmission lines and the water plant this month so possibly they could break ground within thirty or forty days. She stated the biologist said they should try to plan on zero landscaping which entails going with as much Florida natural vegetation that doesn't require the water. Councilperson Gillespie asked if the Committee had a tIme that they would like her to bring up to Council for Arbor Day. Mrs. Ver Way stated probably some time in the fall. Mrs. Stubbs stated it has to be before November. Chairman Seifert stated they should go for the end of Septemher. Councilperson Gillespie stated they should talk to the New Smyrna Men's Garden Club. She stated they are excellent and they will help. She stated she went to them when Mr. Johnson applied for the beautification grant and they offered to come in and help. She stated they could also call the County Agriculture Office and they wi 11 help. ..... ...." Councilperson Gillespie asked what day and what time of day they are interested in for Arbor Day. Councilperson Gillespie stated the trees at Veterans sponsored. Mrs. Ver Way stated that is a pretty park. Seifert stated everybody comments on that. Everybody there always has something really nice to say. Park were Chairman that gaps Councilperson Gillespie explained the history of Veterans Park. Councilperson Gillespie stated Mr. Corder applied for another grant but he does not feel we are going to make it. We may be too big a city by about 800 people. She stated Mr. Corder is excellent. You never have to tell him to file for a grant. He can almost sense they are out there and he will get the paperwork rolling immediately. He is top notch on that. Mrs. Ver Way asked if Edgewater together and apply for the Gillespie stated it was never course we simply lost ours papers. and New Smyrna are going to come grant for U.S. #1. Councilperson Gillespie stated when the City hired Briley Wild to do the effluent engineering for the balance of the city, one of the selling points was the effluent for the median strips. She stated that would give you your fertilizer and everything. This will give us a little bit of an edge when it comes to care. Eventually we will have effluent service to every home and every puhlic piece of land within the City of Edgewater. Ver grants to Edgewater Way stated she is not sure how New Smyrna gets their help the businesses but she asked if there is anyway can help to get something for the businesses. Page 2 Beautification Committee June 11, 1991 '-' ...., Councilperson Gillespie stated if you keep coming out of the short end of the stick all of the time you are not going to be first in line for the grants. She attended the Edgewater branch of the Chamber of Commerce meeting two months ago and she found out they were not familiar with Riverwalk. She stated it makes it rough on our Edgewater members if they don't know what IS transpiring in our community. We lack the nucleus of a development group to cause a lot of these things to be applied for. She stated we need our buildings certified as historical like Dr. John Milton Hawks home next to City Hall. We need Hawks Park Club certified as a historical structure. She stated we need to get our name forward and get out and push Edgewater. Councilperson Gillespie stated they are the Beautification Committee and they represent the City when it comes to beautification. She told them to bring the Council their suggestions or talk to Mr. Munoz and whatever they want to know, Mr. Munoz is excellent and will be able to help them. Mrs. Ver Way asked what if they get some volunteers to plant some plants or flowers around the two City entrance signs. Councilperson Gillespie stated they would have to go to Gates Castle on that. She stated she spoke to Mr. Castle and he said they have to have a uniform ordinance and they need a uniform type sign that has certain plants that won't grow up and cover up the letters and don't require a lot of attention or lighting and they would have to decide what type of sign they would like to have. She stated anything they want to do they would have to go to Ml-. Castle. Councilperson Gillespie stated the state will give you the list of plants that we can put on the meridian strip and they give you the restrictions on the right of way. July Beautification Award Choice The selections were tabulated for the July Beautification Award and the winning residence was 2920 Queen Palm Drive. The Secretary read the addresses that were brought in by people that live in the City. Chairman Seifert stated it is good people are starting to submit their homes. Councilperson Gillespie stated Mark Karet, the City Planner, is working on a fascia ordinance which would mean the outward appearance of the buildings. She stated there will be a uniform average to work with. Mrs. Ver Way asked if there was gOIng to be a standard of color. Councilperson Gillespie stated you can't restrict the artistic taste of people to a point. She stated the sign ordinance too will assist in the general appearance of the City. Chairman Seifert asked if there were any plans for City Hall. He stated City Hall is what introduces people to ~dgewater. Councilperson Gillespie stated we are redesigning the foray within our budget. She stated we would like to go straight across with the counter just like Mrs. Wadsworth has always wanted it and just like the tag office in New Smyrna. It is more efficient. We are going to seal the planter where it is leaking water and put new flowers in and we are going to move the mail slot. Mr. Munoz has suggested we might want to put it in the front door which would be good because the ramp is there for handicapped people. Page 3 Beautification Committee June 11, 1991 w .., Councilperson Gillespie stated Edgewater is a volunteer community. Chairman Seifert stated we brought up volunteering and it was shot down because of insurance and because there are union workers who are not going to let us take their jobs. Councilperson Gillespie stated you are not taking their job. Mrs. McDonald takes care of all of our plants and monuments and she does a wonderful job but she also has many other jobs and she can only be expected to do so much. Councilperson Gillespie stated the girls in Finance have been asking to have that black paneling painted for years and I came in one day to get my per diem from a meeting in Daytona and they asked me if I could do something about this and it's painted now. Mrs. Stubbs stated she volunteers at the Library and she spoke to Gayle and they have repaired the sprinkler system hut the grass is eaten by bugs and the trees were killed by the freeze last year. It just needs to be trimmed up. She stated that is one of the show places in our community. Councilperson Gillespie stated you need to check with Mrs. McDonald and see how her schedule is set up or talk to Mr. Corder and ask when it can be worked into the schedule. Mrs. Ver Way stated the residents can see that every once in a while we have a group of people that volunteer to clean up and maybe we can keep getting more and more people interested and get an annual thing once a year to help clean up the city. Councilperson Gillespie stated the Community Center was built by volunteers. The park down by the school was entirely built by volunteers. She stated we need to encourage all ages to work together. The Shuffleboard Club used to teach children on Saturday mornings. Chairman Seifert asked if anyone had their picks for next month. He stated they may be recessing for the summer. Mayor Wessler was going to bring it up at the Council meeting. But we are still going to be awarding the homes.
