ROLL CALL/CALL TO ORDER:
The Chairman, Felicia Ver
meeting to order at 6:56 p.m.

APPROVAL OF MINUTES:
Ms. Palermo moved to approve the minutes of the October 22, 1991
meeting and Ms. Sullivan seconded the motion. Motion CARRIED 4-
O.
OLD BUSINESS:
Chairman Ver Way welcomed Mr. McMahon to the meeting.

Way stated she mailed the application for Tree City
Mr. McMahon stated he sees a budgeted figure in this and asked if
the City has budgeted that much. Mr. Corder stated that is
between Parks & Recreation and Public Works. He stated he talked
to Carl and they looked at how much time and labor IS spent and
they took that out of the budget that is already in there and
applied that towards Tree City U.S.A.
Mr. McMahon asked if this is approved is this a funding source.
Mr. Corder stated it is just recognition. Chairman Ver Way
stated we will get the signs leading into the City and then they
give the City a banner. She stated every year you need to apply.
NEW BUSINESS
Chairman Ver Way stated Mr. Corder was here to talk about the
medians. She stated she gave him an article that Ormond Beach is
going to do the entrance on 95.
Chairman Ver Way stated she didn't know what grants Mr. Corder
applied for. He stated the only grant he applied for was the
Urban and Community Forestry Grant. He stated we did not get the
grant. We were way down the list. He stated money is so tight
and it is going to be interesting getting any kind of grants
anymore. Chairman Ver Way stated let's hope we at least get the
one for the median. Mr. Corder stated that is what they are here
to discuss.
Chairman Ver Way stated she had pictures from the Arbor Day and
asked Mrs. Rossman if she could give them to Lila.
Mrs. Rossman stated the Committee needs to congratulate Felicia
for all the work she has done to get this Tree City U.S.A.
application ready and in the mail.
Mr. McMahon stated Jack's employees will be responsible for
maintaining the median strips and doing the planting.

Mr. McMahon stated very little has been done with the median
grant. There is a deadline that needs to be met but in order to
make use of the grant money the City has to be able to fund 50%
and there is no money in the budget for it and the problem there
is we don't really have a place to go to get more money.

Ver Way stated she really thinks there would be an

Mr. McMahon stated there are a couple of things that have to be
done. We have to identify what area we are looking at and right
now the only engineering work that has been done is at the south
end of the City.
Mr. Corder stated he picked up the prints and looked at them. He
stated the median strips that had been decided on in the past
were the three median strips at the boulevard. One to the north
of the boulevard and two to the south. He stated the Committee
in January of 1990 were the ones who chose that area.
Mr. Corder stated February 1st is the deadline and they would
like them to review their thoughts on a location area.
Ms. Sullivan stated one problem with this probably is the fact
that the Committee only has a one year term and by the time they
get all this decided the Committee no longer exists as a whole.

Chairman Ver Way stated she doesn't think it would look very good
if you have one side looking nice and one side looking bare.
Mr. McMahon stated if they are satisfied with going with less
mature landscaping, he suggested looking at bushes and shrubs.
He stated they should try to put on the key medians heavier
landscaping and in fill in later years.

Mr. McMahon stated they might be able to transfer some from other
projects in the budget which are less of a priority.
Chairman Ver Way asked if they can go and talk to individual
businesses. Mr. McMahon stated the more you can get from private
donations the further your money is going to go.
Mr. McMahon stated that New Smyrna has informed them that they
are not going to go along with the joint application. He stated
he would recommend making the best use of the money that has been
spent for engineering. If you are going to apply for a grant you
are going to need the engineering ready.

Chamber is not doing anything for Edgewater.
Mrs. Rossman stated whatever we do it is going to beautify
Edgewater. Chairman Ver Way stated the people need to see
something done. She stated she is still crying about the dead
trees by the Fire Department. That is the only thing they ever
did and they are dead and they never got them replaced. Mr.
Corder stated he may have a couple to put there.
Mrs. Palermo stated we have an awful lot of wooded area with some
beautiful trees and she asked if we could get those trees, uproot
them and put them into the spots. She stated she owns property
on Cunningham Drive and there is a beautiful tree there and if
it is on her property she would be glad to donate it.
Mr. McMahon stated they are very sensitive to anything that might
become an obstacle to the traffic. He stated they are more
interested in shrubs.
Mrs. Rossman made a motion to make a recommendation to Council to
approve the existing plans for the beautification project at
Indian River Boulevard.
Mrs. Palermo stated wherever the traffic lights are is what they
should concentrate on for the backup.

Chairman Ver Way asked if they can contact local businesses or
should they wait to hear. Mr. Corder stated at this stage until

McMahon stated maybe there could be a sign at the City limits

Beautification Committee to have it natural and use natural
resources as much as possible for beautification that is done.
Mrs. Palermo asked when the Riverwalk project is going to be
started. Mr. Corder stated the City Engineer has his new staff
on board to get to work on the design.
Mrs. Rossman stated the Beautification Committee is also going to
be serving as the Tree Committee.
