This was the thirtieth consecutive year that the City of Edgewater has achieved this prestigious award. In order to be awarded a Certificate of Achievement, a government must publish an easily readable and efficiently organized comprehensive annual financial report. This report must satisfy both generally accepted accounting principles and applicable legal requirements. A Certificate of Achievement is valid for a period of one year only. We believe that our current comprehensive annual financial report continues to meet the Certificate of Achievement Program's requirements and we are submitting it to the GFOA to determine its eligibility of another certificate. Riverside Drive City of Edgewater Edgewater, FL 32132 Legislation Text COUNCIL AGENDA ITEM SUBJECT: Authorization for the City Manager to execute a contract with Estep Construction, Inc for construction of the SR 5 sidewalk from Volco Road to North city limits DEPARTMENT: Leisure Services SUMMARY: The City of Edgewater issued an Invitation to Bid (ITB 14 -LS -020) on August 28, 2014 for the construction of approximately 17,600 linear feet of concrete sidewalk along with related stormwater, grading, signage, pavement markings, signalization, utility, ADA ramp, sodding, and other work. This is a federally assisted project and is subject to the Fair Labor Standards Act, which include Davis -Bacon (Certified Payroll), 24 CFR 85.36 (bonding requirements, Section 3 & M /WBE and related acts. In addition, it required the submitting firms to be Pre - qualified with FDOT. Six firms submitted, five of which were FDOT prequalified. The Engineers Construction Estimate for this project was $1,045,792.17. The lowest qualified bidder, Estep Construction, Inc, submitted a bid of $990,152.00. The City's Engineering Consultant, Kinley -Horn, recommended the contract be awarded to the low bidder, Estep Construction, Inc. The Evaluation Committee concurred. Construction of the sidewalk project is 100% funded by grant dollars via the Federally funded Local Agency Program (LAP) through the State of Florida Department of Transportation. Additional underground work to move Florida Power and Light (FPL) lines, poles and lights at the cemetery area will cost the city an additional $15,770.00 (budgeted in FY15). The estimated construction time is 211 calendar days to achieve substantial completion with 30 additional calendar days for final completion from date of commencement. OTHER MATTERS: City Council approved first reading of this Ordinance on July 21, 2014. The proposed amendment was subsequently submitted to the Volusia Growth Management Commission (VGMC) and all other applicable agencies. The VGMC deemed the application certified without the need for a public hearing on August 26, 2014. No comments were received by any of the other applicable agencies. The Adoption Hearing shall be held within 180 days of the Department of Economic Opportunity having issued its Objections, Comments, and Recommendations Report to the City. PART D. TRANSMITTAL OF AMENDMENTS TO PLAN. Immediately following the Transmittal Hearing, the City Manager or his designee shall send ONE (1) paper copy and TWO (2) electronic copies of the proposed Plan Amendment to the Florida Department of Economic Opportunity, Division of Community Planning, and all other items specified to be transmitted in accordance with Chapter 163, Fla. Stat. (2012). The City Manager or his designee shall also, immediately following the Transmittal Hearing, transmit a copy of the proposed Plan Amendment to the Volusia Growth Management Commission, Volusia County, Regional Planning Council, the St. Johns River Water Management District, (Water Management District), Florida Department of Transportation, Department of Environmental Protection and to any other unit of local government or governmental agency in the State that has filed a written request with the City of Edgewater for a copy of such plan amendment. Conservation: the Conservation designation includes public lands that have been acquired and private land areas that have been reserved by mutual agreement with the property owner for the preservation and protection of Edgewater's natural resources. Conservation Overlay: the Conservation Overlay area shown on the City's FL UM is intended to protect areas that may potentially contain protected wildlife habitat areas, hydric soils /wetlands, mangrove swamps, estuarine marsh ecotone, freshwater marshes or special vegetative communities. Included within the Conservation Overlay definition are areas within a public water well radius of 500 feet, within the 100 -year floodplain, and other areas subject to environmental or topographic constraints. The area designated as Conservation Overlay on the FL UM is not intended to prevent development, but rather identify sensitive areas that need to be reviewed carefully during the review process to determine whether development should be permitted or if some form of mitigation may be necessary. DEPARTMENT: Firefighters' Pension Board SUMMARY: The City of Edgewater has a fifth trustee, appointed by the Board of Trustees and ratified by the City Council as a ministerial duty, on the Firefighters' Pension Board of Trustees, as outlined in F.S. 175. Mr. Gary Butt is currently serving a two -year term which ended on August 18, 2014. The Board of Trustees, at its September 15, 2014 meeting, reappointed Mr. Butt as the fifth member for an additional two -year term until August 18, 2016. Riverside Drive Edgewater, FL 32132 The property is included in the proposed CRA area and will expand the existing parking for our City Hall Complex and additional parking for the George R. Kennedy Memorial Park. Two appraisals were completed by the City and the Church, coming in at $62,000 and $74,500. Both parties have agreed to the average purchase price of $68,250. It is recommended that we utilize a portion of the 2015 City Hall allocation of $100,000 to purchase this parcel of land.
