09-08-1992 'Y' ..... CITY OF EDGEWATER BEAUTIFICATION & TREE COMMITTEE TUESDAY, SEPTEMBER 8, 1992 7:00 P.M. CITY HALL CONFERENCE ROOM MINUTES ROLL CALL/CALL TO ORDER: The Chairman, Felicia Ver Way, called the regular meeting of the Beautification & Tree Committee to order at 7:02 p.m. in the City Hall Conference Room. Members present were: Felicia Ver Way, Betty Rossman, Linda Sullivan, and Doris stump. Tanina Palermo was excused. Also present was Lisa Kruckmeyer, Recording Secretary. APPROVAL OF MINUTES: Ms. Rossman made a motion to approve the minutes of 1992 meeting and Ms. Sullivan seconded the motion. CARRIED 3-0. Ms. stump did not vote due this being meeting. the June 9, Motion her first OLD BUSINESS: There was no old business to discuss. NEW BUSINESS: There was no new business to discuss. DISCUSSION ITEMS/CORRESPONDENCE: Chairman Ver Way welcomed the committee's new member, Doris stump. Chairman Ver Way told Ms. stump if she had any questions while they were going along she should feel free to interrupt at any time. Chairman Ver Way explained to the members that the new policy is if you are absent three times for any reason you are automatically off of the committee. Landscapinq proiect in front of new fences by drainaqe canals Chairman Ver Way gave a copy of letter from Mr. Billups to the members that was printed in the Observer. Chairman Ver Way stated they needed to try to somehow landscape around the fences to make it look more eye appealing. Chairman Ver Way showed pictures of one of the retention ponds going in Florida Shores. The committee then discussed where the retention ponds will be going. Chairman Ver Way stated the contractors that put the retention ponds in should be responsible to come back and fix the property. The Committee further discussed problems with the retention ponds. Chairman Ver Way stated this is going to be a challenge. Page -1- Beautification & Tree committee September 8, 1992 ... ,...., Ms. Rossman made a motion to send a memo to Terry Wadsworth asking him to check out the ponds to see how these contractors are doing these retention ponds, seconded by Ms. Sullivan. Motion CARRIED 4-0. Chairman Ver Way stated if he wants to look at pictures they will be sent to Council later on. She stated in the meantime they will try to figure out some type of landscaping that they will be be working on to help with these fences to make it look nice. The Committee then discussed the fountain in Rotary Park. She stated putting fountains in other ponds would put air into the water so the fish aren't dying, move all the stagnant water and beautify the ponds around. Ms. Sullivan made a motion to send a memo to the City Manager asking him to look into the cost and see if it is feasible to put these fountains in the other ponds throughout Florida Shores to help protect the wildlife and for beautification and the cost of this compared to the price paid to the lake doctor, seconded by Ms. Rossman. Motion CARRIED 4-0. Chairman Ver Way stated the pictures should be sent with the memo also. Chairman Ver Way stated they should think about ways they could beautify the fences and it will be put on the next agenda for their discussion. Chairman Ver Way stated she talked to Mr. Corder about why the beatification on the medians has not begun yet. He told her they were waiting until the state budget was finalized. Hopefully this is going to start some time in October. She also stated he is going to get back to the committee with some feedback on ways to help out. She stated whatever is taking place will be discussed with the Committee. Chairman Ver Way stated the Riverwalk Project should be finalized soon and will get started and Mr. Corder will also need their input and help on that once things get started. Chairman Ver Way stated Mr. Corder apologized for not getting back to Ms. Sullivan on the tour and he invited the committee to take a tour and see what the whole department does. Chairman Ver Way stated they would need to pick a date before they adjourned. Chairman Ver Way stated the medians have been well cut and Mr. corder deserves a lot of credit for doing what he does with what little manpower he's got. Scenic route siqns alonq Riverside Drive Ms. Rossman made a motion to send a memo to the City Manager and ask him the feasibility of getting scenic route signs along Riverside Drive like New Smyrna Beach, seconded by Ms. stump. Motion CARRIED 4-0. Chairman Ver Way stated she and Ms. Sullivan will be attending a seminar on Urban and Community Forestry and they will hopefully come back with a lot of information for the next meeting. Chairman Ver Way asked for Intermodal Surface Transportation Efficiency Act to be put on the next agenda. Chairman Ver Way showed pictures of the medians in Titusville. She explained how Titusville has plaques in each median showing who made donations to help out with the medians. Ms. Sullivan stated South Daytona has an "Adopt A Median" program now. Chairman Ver Way stated she wanted to call South Daytona and Titusville and find out how they are working their program. Chairman Ver Way then showed pictures of eyesores along u.S. #1. She then explained each picture. Ms. Sullivan made a motion to send a memo to Code Enforcement asking them to do something about the eyesores along u.S. #1. Chairman Ver Way stated they need answers as to why this is allowed. Chairman Ver Way stated maybe the codes have been outdated or as the city grows the codes may need to be changed. Chairman Ver Way stated they needed to disregard the Florida Shores Shopping Plaza because this is being taken care of. Chairman Ver Way explained the different things that are being done to the Florida Shores Shopping Plaza. Chairman Ver Way asked that a copy of the pictures go to the city Manager and then to Council. Ms. Sullivan restated her motion, seconded by Ms. Stump. Motion CARRIED 4-0. The Committee then discussed there being no trees in the parking lot at the new shopping center. Chairman Ver Way asked to send the pictures to council for them to look at for ideas in the future for our medians. Chairman Ver Way passed out City Government Week buttons. Chairman Ver Way asked the Secretary to get a copy of the Beautification Zones and the Tree Ordinance for Ms. Stump. Chairman Ver Way explained to Ms. Stump how they pick the awards every month. Chairman Ver Way stated her pick for Zone 5 is 3216 Lime Tree Drive. Ms. stump stated she wouldn't be able to make it to the November meeting. Chairman Ver Way stated to remind them at the next meeting. The Committee then discussed when it would be good for the Committee to go on the tour of Parks and Recreation. Ms. Sullivan made a motion to send a memo to Jack Corder letting him know the Committee decided on Friday, september 25th, at 10:00 a.m., seconded by Ms. Rossman. Motion CARRIED 4-0. Ms. Rossman asked if the Arbor Day Celebration they had for the Tree City U.S.A. would be good for next time they reapply. She stated it is getting close to deadline for resubmitting the application and she doesn't want them to lose the Tree City U.S.A. status they worked so hard to get. Chairman Ver Way asked that Arbor Day also be put on the next agenda. Page -3- Beautification & Tree Committee September 8, 1992 "W' ...., Ms. Rossman asked if the new Shopping Center meets with the Tree Ordinance. Chairman Ver Way asked the Secretary to check on that. Ms. Rossman then asked when and where they get the free trees. Chairman Ver Way stated in January someone was going to let her know about the trees. Ms. Rossman stated maybe they could talk about a flower that will signify our City at the next meeting. Ms. Sullivan asked what happened to the Horticulturist. Chairman Ver Way stated he is on an as call basis. The Secretary stated he does a plant clinic at the Library on Tuesdays. ADJOURNMENT There being no further business to discuss, Ms. Rossman made a motion to adjourn, seconded by Ms. Stump.
