BEAUTIFICATION , TREE COMMITTEE

MINUTES
ROLL CALL/CALL TO ORDER:
The Chairman, Felicia Ver Way, called the regular meeting of the
Beautification & Tree Committee to order at 7:01 p.m. in the City
Hall Conference Room.
Members present were: Felicia Ver Way, Betty Rossman, Linda
Sullivan, and Tina Palermo. Doris Stump was absent. Also
present was Lynne Plaskett, Mark Miller and Recording Secretary
Lisa Kruckmeyer.
APPROVAL OF MINUTES:
Ms. Sullivan made a motion to approve the minutes of the October
20, 1992, and Ms. Palermo seconded the motion. Motion CARRIED 4-
o.
OLD BUSINESS:
Chairman Ver Way thanked Ms. Plaskett for coming to the meeting
to help them with trying to find solutions or codes for the
eyesores along u.S. #1.
Arbor Day
The Committee discussed places to hold the Arbor Day celebration
this year.
The Committee then discussed when to hold the Arbor Day
celebration.
Ms. Palermo made a motion to hold Arbor Day in April during the
National Arbor Day, seconded by Ms. Sullivan. Motion CARRIED 4-
o.
The Committee then discussed different groups who they would like
to see involved in the celebration.
Ms. Rossman asked what was going on with the Tree City U.S.A.
status. Chairman Ver Way stated the application has been
submitted and she is waiting to hear something.
Chairman Ver Way asked that Arbor Day be put on the next agenda.
NEW BUSINESS:
Eyesores alonq U.S. #1 - Mark Karet
community Development Director Mark Karet could not attend due to
him attending another meeting so Assistant Community Development
Director Lynne Plaskett attended in his place.
Ms. Plaskett explained that most of the problems in the pictures
they submitted could not be handled under Code Enforcement due to
there not being ordinances in effect that cover these items.
Ms. Plaskett went on to explain reasons why these eyesores can
not be taken care of.
Ms. Plaskett answered questions in reference to the condition of
Creative Landscaping.

Ms. Plaskett then answered questions presented from the Committee
about other eyesores along u.s. #1.
The Committee then discussed the improvements that are going to
be happening at the Florida Shores Shopping Center.
Ms. Plaskett stated they contacted the Southern Building Code
Congress who is responsible for codifying the codes and they said
the City must adopt the standard abatement code which deals with
unsafe structures which has not been done yet.
Ms. Plaskett stated they are looking at adopting the code for
structural safety problems and they are looking at a time period
of early spring.
Ms. Plaskett further explained reasons why some of these
buildings have not been condemned.
Chairman Ver Way asked if they, as a Committee, can write letters
to these property owners. Ms. Plaskett stated she would speak to
the City Attorney and let them know.
Chairman Ver Way stated if these codes get passed through, it
will be a great asset for this City.
The Committee continued to ask questions about the pictures they
presented which Ms. Plaskett answered for them.
Ms. Sullivan asked who is responsible for making sure trees are
left on property during new construction. Ms. Plaskett stated
she does that now. She stated on commercial property there needs
to be 1 tree for every 1500 square feet.
The Committee continued discussing tree standards for commercial
and residential property.
Ms. Sullivan spoke about the conference she and Ms. Ver Way
attended.
Ms. Plaskett stated she speaks to the public often and the
Beautification & Tree Committee does not go unnoticed.
Chairman Ver Way thanked Ms. Plaskett for attending their meeting
and answering questions for them.
December Beautification Award Choice
The selections were tabulated for December there was a three way
tie for first place.
The Committee revoted on the three selections and the winning
residence was 513 Riverside Drive.
DISCUSSION ITEMS/CORRESPONDENCE:
criteria for Beautification Award
Chairman Ver Way stated they would speak on this item at the next
meeting.
Chairman Ver Way stated they do need to talk for the next budget
about getting more people in Code Enforcement and Parks and
Recreation and for trees.

ADJOURNMENT:
There being no further business to discuss, Ms. Rossman made a
motion to adjourn, seconded by Ms. Sullivan. The meeting
adjourned at 8:01 p.m.
