02-09-1993 ." '-" ~ CITY OF EDGEWATER BEAUTIFICATION , TREE COMMITTEE TUESDAY, FEBRUARY 9, 1993 6:30 P.M. CITY HALL CONFERENCE ROOM MINUTES ROLL CALL/CALL TO ORDER: The Chairman, Felicia Ver Way, called the regular meeting of the Beautification & Tree Committee to order at 6:41 p.m. in the city Hall Conference Room. Members present were: Felicia Ver Way, Doris stump, Linda Sullivan, and Tina Palermo. Betty Rossman was absent. Also present was Lisa Kruckmeyer, Recording Secretary. APPROVAL OF MINUTES: Ms. Palermo made a motion to approve the minutes of January 12, 1993, seconded by Ms. Stump. The motion CARRIED 4-0. OLD BUSINESS: Arbor Dav Chairman Ver Way stated the National Arbor Day is April 30th and suggested changing the date for their Arbor Day celebration to April 30th. Chairman Ver Way stated Mr. Corder said it was ok to have the celebration at Veterans Park. Ms. Palermo made a motion to change the date for Arbor Day to April 30th, seconded by Ms. Sullivan. The motion CARRIED 4-0. Ms. Sullivan made a motion to table this item until the next meeting, seconded by Ms. Stump. The motion CARRIED 4-0. Beautification Letter Chairman Ver Way stated she did not have a chance to speak to the City Attorney. Ms. Sullivan made a motion to table this item until the next meeting, seconded by Ms. Palermo. The motion CARRIED 4-0. Chairman Ver Way stated Ms. Stump received a xeriscape book from the Chamber and asked her to bring one for everyone to the next meeting. Chairman Ver Way stated she picked up blueprints of the medians but accidentally left them home. She stated she will bring it to the next meeting. Chairman Ver Way stated they will start putting the water in some time the end of February into March. Planting will take place towards the end of March into April. Chairman Ver Way informed the Committee that a grant was submitted for the two northern medians coming into the city. NEW BUSINESS: March Beautification Award Choice The Committee had a discussion on the beautification awards. There was a unanimous decision Hardees would be the winner for the April Beautification Award. .. ......., ....." Ms. stump and Chairman Ver Way gave their picks for May. Ms. stump's pick is 2720 Sabal Palm Drive and Ms. Ver Way's pick is 2507 Glenwood Drive. The selections were tabulated and the winning residence for March was 1831 Sabal Palm Drive. Discussion items for Edqewater Area Chamber Chairman Ver Way stated she doesn't know how the meeting is going to be run or what the Edgewater Area Chamber really does. There was discussion on some items the Committee could discuss with the Edgewater Area Chamber about businesses in Edgewater. Chairman Ver Way stated she was approached by someone on their Committee who thought possibly they could help with grant funding for beautification projects. There was some discussion about the blueprints for the medians and what is on them. Chairman Ver Way stated they have to go with what is on the blueprints but they can change after a year. Chairman Ver Way stated they will be going out for bids on the Riverwalk next week. ADJOURNMENT There being no further business to discuss, the meeting adjourned at 7:13 p.m. The Committee then went to the Library for their meeting with the Edgewater Area Chamber. CITY OF EDGEWATER BEAUTIFICATION & TREE COMMITTEE EDGEWATER AREA CHAMBER TUESDAY, FEBRUARY 9, 1993 7:30 P.M. EDGEWATER LIBRARY MINUTES There was an informal meeting held between the Edgewater Beautification & Tree Committee and the Edgewater Area Chamber held at 7:30 p.m. in the Edgewater Library. There was an introduction of members. A member of the EAC stated they want to help the Beautification & Tree Committee with beautifying these businesses along u.s. #1 that are eyesores. Chairman Ver Way thanked the EAC for being interested. She stated they are thrilled that help is being offered. She asked the EAC if there is some way they could get to some of these businesses and in a nice way try to get the owners to start taking pride in the city. Chairman Ver Way informed everyone she has been talking to the leasing agent at the Florida Shores Shopping Center to clean it up. She listed things that are being taken care of. Everyone agreed Creative Landscaping is a mess. A chamber member mentioned there are hazardous chemicals on this property. Ms. Sullivan stated the EAP needs to be contacted. There was discussion about the letter the Beautification & Tree Committee is going to prepare asking business owners to help clean up. A Chamber member stated that is a good place to start. Another Chamber member suggested going to the businesses that are members of the Chamber and speaking to them. One of the Chamber members asked for a list of the businesses that are eyesores. There was discussion about giving awards to people doing exceptional projects to their property. There was discussion about the improvements done at patricks Workshop at the corner of Park Avenue and u.S. #1. Chairman Ver Way spoke about the Titusville medians. She explanation on the Adopt-A-Median program in Titusville. stated they charge a monthly fee to maintain the medians. stated a plaque is put on the median giving recognition to whoever adopts it. gave an She She There was discussion about the liability factor for maintenance on the medians. There was discussion about obtaining grants for the medians. Chairman Ver Way stated they are interested in implementing an Adopt-A-Tree program. A Chamber member mentioned that there has never been water available in the past to water any trees. There was further discussion on grants. At this time, there was discussion on the Riverwalk Project along Riverside Drive. Chairman Ver Way stated the trees that are removed will be replanted and the City will be going out for bids next week. Chairman Ver Way spoke about fountains. She stated there is no funding but if they raise the money themselves they would be allowed to put some fountains in the city. . . Again, one of t~Chamber members asked for~list of the businesses the Beautification & Tree Committee would like to see improved. A Chamber member asked if the Beautification Committee would offer technical assistance to help these businesses improve. If you tell them there is a problem, you should offer a solution at the same time. Chairman Ver Way passed the pictures she had around the room. A Chamber member suggested getting the newspapers to put before and after pictures in the newspapers. This could be an incentive for everyone. Chairman Ver Way stated once the medians get started and people see things being done, people will become interested in cleaning up and beautifying Edgewater. Chairman Ver Way stated they do a lot of talking but get no results because of lack of funds. Joe Martin suggested putting an article in the newsletter like the Industrial Development Board does. He stated maybe people do not know the Beautification & Tree Committee exists. Chairman Ver Way stated their hands are tied in everything they do. Chairman Ver Way and Ms. Sullivan spoke about the forestry convention they attended and how cities have been beautified by volunteer help. A Chamber member mentioned they do clean ups and painting houses and it is all volunteers. A Chamber member stated speaking to the City Attorney is the first step and the Edgewater Area Chamber will back them up after that. There was more discussion about the Adopt-A-Median program. Chairman Ver Way stated she spoke to someone from First Union about helping out with the strip going to the river. She stated he informed her there was no money appropriated but he was going to meet with her in about three weeks. Ms. Sullivan stated Florida Power & Light has a tree project where they plant trees per capita. A Chamber member stated it is encouraging to see what the Beautification & Tree Committee would like to do. Chairman Ver Way stated they have no budget to work with and a Chamber member stated now is the time to ask for one. There was a discussion about seedlings available at the Volusia County Agriculture office. There was further discussion on volunteers. Chairman Ver Way stated Arbor Day was their first big function last year and it is scheduled for April 30th this year. Chairman Ver Way stated they are getting feedback. She stated if they can find funding, it is ok for them to go ahead with any projects.
