11-09-1993 ., "-' ~ CITY OF EDGEWATER BEAUTIFICATION & TREE COMMITTEE TUESDAY, NOVEMBER 9, 1993 7:00 P.M. CITY HALL CONFERENCE ROOM MINUTES ROLL CALL/CALL TO ORDER: Chairman Felicia Ver Way called the regular meeting of the Beautification & Tree Committee to order at 7:01 p.m. in the city Hall Conference Room. Members present were: Felicia Ver Way, Linda Sullivan, Helen Janda and Kathleen Spellman. Doris stump was absent. Also present was Lisa Kruckmeyer, Recording Secretary. Parks & Recreation Director Jack Corder arrived 7:45 p.m. APPROVAL OF MINUTES: Ms. Janda made a motion to approve the October 12, 1993 minutes, seconded by Ms. Sullivan. The motion CARRIED 4-0. OLD BUSINESS: Chairman Ver Way welcomed Kathleen Spellman to the Committee. sian Ordinance There was discussion on when this sign ordinance would be approved and what the hold up is. Ms. Sullivan asked the secretary to find out what the hold up is and when they expect this to be put into effect. Chairman Ver Way stated it is important this be adopted because this is holding the city up as far as some of the signs around Edgewater. She feels the longer this takes to get approved the more things can get out of hand. Tree Ordinance This matter was not discussed. NEW BUSINESS: Welcome new member - Kathleen Spellman Chairman Ver Way welcomed Ms. Spellman at the beginning of the meeting. November Beautification Award Choice Chairman Ver Way asked if Ms. Stump called in her picks. The secretary informed her Ms. Stump had not. Chairman Ver Way explained to Ms. Spellman the criteria for choosing a house for the Beautification Award. Chairman Ver Way informed the committee everyone needs to call in their picks for Zone 2 for the next meeting to Lisa. Ms. Janda informed the Committee her pick for next time is 411 W. Ocean Avenue. The selections were tabulated and the winner of the November Beautification Award is 205 Lone pine Drive. The secretary asked the Committee to contact her by December 1st with their picks for Zone 2. ,..,. ....", MISCELLANEOUS: Chairman Ver Way informed the Committee we have gotten the permit granted that is stopping the jack and bore for the medians on u.s. #1. This permit is supposed to be effective immediately. Chairman Ver Way showed and explained the pictures she took of the eyesores along u.s. #1 to Ms. Spellman. Chairman Ver Way spoke about the ordinance for the grass height being reduced to 12". The secretary informed the Committee scenic route signs would be placed along Riverside Drive. Ms. Sullivan spoke about chemicals being stored at the Creative Landscaping location. Chairman Ver Way informed her Beverly checked it out and found no chemicals. Chairman Ver Way then explained the pictures of the medians in Titusville. Chairman Ver Way showed the plans of the medians that will be beautified to Ms. Spellman. She explained they are also trying to get the banks to contribute in helping beautify the median strip from u.S. #1 on Indian River Boulevard to the river. The Committee discussed the terrible roads in Florida Shores. Chairman Ver Way expressed concern about them being worse instead of better. Chairman Ver Way showed Ms. Spellman the pictures of the retention ponds being placed in Florida Shores and explained they want to eventually beautify these fences with flowering vines or some other types of plants. Chairman Ver Way informed Ms. Spellman about eventually getting fountains put in the lakes in Edgewater to help aerate the water for the fish and keep it clean. Ms. Sullivan explained some ideas she has collected for a new beautification award and a project that was done where petunias were planted from one end of a city to the other end in Michigan. Chairman Ver Way explained to Ms. Spellman about the Tree city U.S.A. and the Arbor Day Celebration put on by the Committee every year. She also informed her of the Adopt-A-Tree Program. Ms. Sullivan informed Ms. Spellman if she has any ideas for projects or sees something she is interested in to feel free to let the Committee know. Chairman Ver Way spoke about the seminar her and Ms. Sullivan attended last year and some of the ideas they got from the seminar. Chairman Ver Way feels in the spring we should have a clean up Edgewater and get a block clean up going and get the newspaper reporters and the news media to come down. She explained the block clean up being everyone on a block is responsible for cleaning up their block. Chairman Ver Way spoke about the tree donated by Discovery Days. She informed the Committee Mr. Corder wants the tree planted by Whistle stop Park. Ms. Sullivan asked Chairman Ver Way when she spoke to Mr. Corder to ask him to trim the palm tree on u.S. #1. Page -2- Beautification & Tree Committee November 9, 1993 '-' """"'" Ms. Sullivan asked when the Committee would be meeting with the Parks and Recreation Board. Chairman Ver Way informed they have two new members and they wanted the new members to be familiar with what is going on. Ms. Sullivan asked to have discussion on the set up of this meeting with the Parks and Recreation Board put on the next agenda. Chairman Ver Way asked if the application came in to renew the Tree City U.S.A. status. The secretary informed her nothing has come in yet. Chairman Ver Way asked her to keep a lookout for that. Parks and Recreation Director Jack Corder arrived at 7:45 p.m. Chairman Ver Way asked Mr. Corder about the permit for the jack and bore. Mr. Corder informed her as of last Thursday he had a verbal on the phone and he was told it would be put in the mail but he has not received it yet. Chairman Ver Way introduced Ms. Janda and Ms. Spellman to Mr. Corder. Chairman Ver Way asked Mr. Corder if he had received the application for the Tree City U.S.A renewal. Mr. Corder informed her he had not received anything. Ms. Sullivan asked when the scenic route signs are coming in. Mr. Corder informed her Public Works is supposed to be getting a new sign machine so he has not ordered them yet. Chairman Ver Way asked about a dead tree on SR 442 going towards 1-95. She asked if this tree could be cut down. Mr. Corder informed her this tree is not in the right-of-way. He stated the City can not touch it. Chairman Ver Way asked Mr. Corder when the new codes would be put into effect. Mr. Corder informed her they are still being put together. He stated he doesn't know that much about it. Chairman Ver Way asked Mr. Corder to trim the palm tree on U.S. #1. He informed her Public Works is getting a bucket truck and he would ask them to trim the tree. There was discussion on the priorities given to Mr. Corder during budget time for the Beautification & Tree Committee. The secretary informed the Committee she would type the list of priorities and put them in the packets for the next meeting. There was discussion on the tree that was donated by the children at Discovery Days. There was discussion about the landscaping that was done in the front of City Hall. There was also discussion about asking the Women's Garden Club to maintain the median in Kennedy Park and the front of City Hall. It was decided if the Men's Garden Club was interested, they could maintain the gazebo at Highlands. Mr. Corder asked the Committee if the paving project is approved, if they would like to help with beautifying the proposed passive parks that will be placed by the retention pond areas. There was further discussion on this matter. Page -3- Beautification & Tree Committee November 9, 1993 .... ......, Chairman Ver Way asked Mr. Corder for the book that she gave him because it belongs to a past member and he has asked for it back. Chairman Ver Way asked Mr. Corder if he had the book on fountains which he did. Chairman Ver Way informed Mr. Corder about the Committee's idea for the block clean up in the spring. Ms. Sullivan asked when the passive parks would have to be in place. Mr. Corder stated it depends if the Council proceeds with the rest of the paving. There was further discussion about the beautification of the proposed passive parks. There was discussion on the Parks and Recreation Board and the Beautification and Tree Committee merging to work on the passive park project. There was discussion about the Committee not taking part in the beautification of the Riverwalk. Mr. Corder explained the Committee was off for the summer and it needed to be done. Ms. Sullivan stated they do a lot of talking but never get any action. Mr. Corder explained they always run into the problem of funding and manpower. Ms. Sullivan explained they could get around some of that through businesses and volunteers. Mr. Corder spoke about people along Riverside Drive that do not mow the right of way in front of their property. Ms. Sullivan stated she feels as a Beautification Committee, they could be doing more with Parks and Recreation and Mr. Corder if there was more communication. Mr. Corder agreed they need to communicate more. He spoke about one of the boards changing their meeting date and interlocking them on the same night. Ms. Sullivan stated she would go and pick up the permit if we don't receive it soon. Mr. Corder informed the Committee the grant he applied for for the two medians on the north end of the city was submitted but they ran out of money before they got to Edgewater on the list. Chairman Ver Way questioned the ISTEA fund. Mr. Corder stated no one has gotten their hands on any money yet. Chairman Ver Way asked the secretary to send a letter to Representative John Mica and find out what is happening with the disbursement of the ISTEA fund. Mr. Corder informed the Committee the fountain in Rotary Park was made by his department at a cost of under $500. He stated the aeration is working because there were no dead fish in the pond this year. Mr. Corder informed the Committee there is money in the budget to put water and sod on Indian River Blvd. He stated if there is any money left over they would use it to make a fountain. There was discussion about recycled water on Indian River Blvd. Ms. Sullivan made a motion to send a memo to Community Development to find out who owns the property where the dead tree is located on 442, seconded by Ms. Janda. There was discussion about the fountain at Indigo Lakes Resort in Daytona Beach. Chairman Ver Way informed Mr. Corder if he wanted someone from the Committee to pick up the permit to start the jack and bore to just let her know. ADJOURNMENT: There being no further business to discuss, Ms. Sullivan made a motion to adjourn, seconded by Ms. Janda.
