BEAUTIFICATION & TREE COMMITTEE

MINUTES
ROLL CALL/CALL TO ORDER:
Chairman Ver Way called the regular meeting of the Beautification
& Tree Committee to order at 7:03 p.m. in the City Hall
Conference Room.
Members present were: Chairman Felicia Ver Way, Sandra Ruggles,
Kathleen Spellman, Helen Janda and Linda Sullivan. Also present
was Recording Secretary Lisa Kruckmeyer.
APPROVAL OF MINUTES:
Reqular Meetinq of October 11. 1994
Ms. Janda made a motion to approve the October 11, 1994 minutes,
second by Ms. Sullivan. The motion CARRIED 5-0.
OLD BUSINESS:
Chairman Ver Way informed the Committee the maps with the annexed
property in Edgewater are not available yet but asked the
Committee to hold on to the old zone maps.
Chairman Ver Way asked the secretary to find out how far south
Edgewater goes now for the next meeting.
Chairman Ver Way stated we were awarded the grant in the amount
of $23,345.57. She stated staff has found out the repaving of
u.S. #1 will begin in the fall of 1995 and existing medians may
be changed. She questioned the possibility of losing the grant
due to a time limit.
Chairman Ver Way asked if anyone has heard anything about the
side walks and bike paths on u.S. #1. She asked a memo be sent
to the proper department to find out the status of this.
Chairman Ver Way commented about the contest to name the park at
Lake and Alice. She stated they would not be able to do this
because it is the responsibility of the Parks and Recreation
Board or Parks and Recreation Department.
Chairman Ver Way commented on being placed on the agenda of the
Parks and Recreation Board to discuss this. Ms. Ruggles stated
she would speak to her husband who serves on that board and
report back at the next meeting.
Ms. Sullivan suggested sending a memo to the Parks and Recreation
Board or Department asking to tie this in with Arbor Day and
having the community involved in tree planting at the park.
Chairman Ver Way didn't feel the Committee was overstepping their
bounds by wanting to tie the naming of the park in with Arbor
Day.
The Committee further discussed the Lake & Alice Park being a
good location for Arbor Day.
Chairman Ver Way asked a memo be sent to the Parks and Recreation
Board to find out if this is feasible or not.
Chairman Ver Way asked to include in the memo when the Parks and
Recreation Board would be available to meet with the Committee.

Ms. Janda commented on the benches to be placed in the parks.
Chairman Ver Way informed her this would be one of their goals.
Ms. Janda also stated she would like to see sidewalks and more
street lights in Florida Shores while the paving project is being
done.
Chairman Ver Way asked that a memo be sent to the city Engineer
asking for more street lights in Edgewater.
Chairman Ver Way commented on Halifax Used Cars, Sea pines
Memorial Gardens, Athens Restaurant and Dr. Crewe's office. Ms.
Sullivan made a motion to send a letter of recognition be sent to
the above businesses thanking them for helping beautify
Edgewater, second by Ms. Janda. The motion CARRIED 5-0.
rl lirman Ver Way asked about the septic tanks being removed and
the sewers installed to cut down on the pollution going into the
river. The secretary informed her there is to be no effluent
going into the river by 1995.
Chairman Ver Way stated she has received two calls regarding the
sign that states "caution 12" Effluent Outfall."
Chairman Ver Way commented on the gas tanks being placed in the
ground that are located on Indian River Blvd. on the right hand
side before you go over the tracks.
Chairman Ver Way asked the secretary to find out who owns the gas
station next to B & L Plumbing. The secretary informed her she
thought it was Sam's oil located in New Smyrna Beach and she
would find out for sure.
Chairman Ver Way stated people are complaining that building
looks really bad and maybe they could paint it or something.
Chairman Ver Way asked the secretary to find out if Kayat is in
the City limits.
NEW BUSINESS:
By-laws - Addinq rules for Beautification Award
Chairman Ver Way informed the Committee there is nothing on what
the qualifications and criteria are for the Beautification Award.
The Committee discussed adding Article XIII - criteria for
Beautification Award.
The criteria discussed for the residential award were: the house
can not be for sale or rent, must be eye appealing - well kept,
must be one year old, can not be picked twice, and members of the
Beautification & Tree Committee are not eligible. The award is
to be picked every first and second month in a three month
period.
The criteria discussed for the commercial award were: the
business can not be for sale or rent, must be eye appealing -
well kept, must be one year old, can not be picked twice and
members of the Beautification & Tree Committee are not eligible.
The award is to be picked every third month in a three month
period.
The Committee decided to vote on the changes to the by-laws at
the next meeting.
There was a discussion regarding the land development
regulations. Chairman Ver Way asked when the land development
regulations are passed she would like a copy distributed to the
Committee members.

Chairman Ver Way commented about a bunch of trees that were cut
down on u.s. #1. She asked if there is someone who is supposed
to watch how many trees are being cut down. Ms. Sullivan stated
there are no trees left on that property.
Ms. Sullivan stated Ms. Plaskett is in charge of monitoring the
trees being cut down. Chairman Ver Way asked a memo be sent to
Ms. Plaskett asking her if she knows what is going to be built
there and if trees are going to be replanted.
Chairman Ver Way commented on how nice the Florida Shores
Shopping Center looks.
Chairman Ver Way stated the Committee needed to have elections
for Chairman and Vice-Chairman. She asked this be placed on the
next agenda.
The criteria discussed for the restoration award were: this award
would be given every six months or deemed necessary by the board.
November Beautification Award Choice
The businesses chosen for the December Beautification Award are:
Kathleen - Palm Apartments, Helen - Leon's Edgewater Motor, Sandy
- Edgewater Commons, Felicia - G. D. McGuinn's, Linda - First
Union.
There was a discussion regarding considering Dr. Crewe's office
for the beautification restoration award.
Chairman Ver Way reminded the Committee to bring their picks for
Zone 3 to the next meeting.
Ms. Ruggles stated she wasn't sure if she would be able to make
it to the December meeting.
Ms. Janda asked to be excused from the January meeting.
The selections were tabulated and the winning residence was 806
S. Riverside Drive.
MISCELLANEOUS
Ms. Spellman made a brief presentation regarding champion trees.
Chairman Ver Way asked to have Ms. Spellman's presentation on
champion trees to be placed on the next agenda.
Chairman Ver Way asked the secretary to find out how to obtain a
sign for the Beautification Restoration Award.
ADJOURNMENT
There being no further business to discuss, Ms. Sullivan made a
motion to adjourn, second by Ms. Janda. The meeting adjourned at
7:41 p.m.
