OCTOBER 11, 1995

MINUTES
CALL TO ORDER/ROLL CALL:
Chairman Felicia Ver Way called the Regular Meeting of the
Beautification & Tree Committee to order at 6:59 p.m. in the City
Hall Conference Room.
Members present were: Chairman Felicia Ver Way, Linda Sullivan,
Mike Visconti, Connie Newcomb, and Danita Jurczak. Also present
was Lisa Kruckmeyer, Recording Secretary.
APPROVAL OF MINUTES:
There were no minutes to be approved.
OLD BUSINESS:
There was no old business to be discussed.
NEW BUSINESS:
Welcome new member - Danita Jurczak
Chairman Ver Way welcomed Danita Jurczak to the Committee and
updated her on the pictures she has concerning eyesores along
u.S. #1.
Chairman Ver Way commented on the sign at the Resort Motel. She
asked to send a memo to Code Enforcement and ask why that sign is
there and why can't it be corrected or taken down.
Ms. Sullivan stated maybe Code Enforcement hasn't noticed it yet
but for the Committee to bring it to their attention. Chairman
Ver Way stated we would like to know if something could be done
about the sign that hangs in the wind.
Chairman Ver Way asked the secretary to find out if the sign
ordinance was passed the same time the Land Development
Regulations were passed and if the sign at the Resort Motel meets
the new codes. If it does not meet the new codes, can something
be done about it due to it being an eyesore and a safety hazard.
Chairman Ver Way further commented on the eyesores along u.S. #1.
Chairman Ver Way showed Ms. Jurczak pictures of the medians in
Titusville.
Chairman Ver Way commented on beautifying the fences around the
list stations. She asked to be reminded later about beautifying
the retention ponds.
There was a brief discussion regarding the status of the
retention ponds being put in Florida Shores.
Chairman Ver Way commented on an article in the newspaper quoted
by Mr. McMahon stating that when these retention ponds are done
there will be grass laid and the City is going to purchase trees
wholesale from a nursery and then sell these trees back to the
residents at a reasonable rate to plant them there. She doesn't
understand why that has to take place. We are a Tree city. As a
Tree city we are supposed to get $2 per capita for the City.
That is a lot of money and a lot of trees. I can not see why our
residents would be paying for shrubs and trees.

Chairman Ver Way asked to invite City Manager McMahon to the next
meeting to discuss beautification matters with him.
Chairman Ver Way stated she thought about going before Council
but she is a little apprehensive at this time with everyone up in
arms with the retention ponds. If they hear one more thing about
money, they are going to go ballistic. She feels they need to
have a meeting with City Manager McMahon before they go to
Council.
Chairman Ver Way doesn't feel it is right that the taxpayers
should have to buy trees and shrubs when we should be able to
supply those under our contract as a Tree City.
Ms. Sullivan commented on the bogus reports that are sent in
every year for recertification of the Tree City U.S.A.
Chairman Ver Way explained people are very aware Edgewater is a
Tree City and they are always contacting her about trees being
cut down.
There was a discussion about trees that are obtained from the
National Arbor Day Foundation for being a member. Chairman Ver
Way questioned who gets these trees.
Mr. Visconti asked if they had heard anything about the tree
regulations through DOT. Chairman Ver Way read the letter she
received from DOT.
There was a discussion regarding there being no trees to meet DOT
guidelines and every City along U.S. #1 having trees except
Edgewater.
Chairman Ver Way agreed with Ms. Sullivan that they should just
plant trees and get them grandfathered in like Port Orange did.
She suggested speaking to City Attorney Storey about this.
There was a discussion regarding maintenance being a problem.
Mr. Sullivan spoke about the sprinklers being on and it was
raining all day. She also mentioned two sprinkler heads are
broken and water is spraying allover the place.
Ms. Sullivan asked that a memo be sent to Mr. Corder regarding
the broken sprinkler heads and find out why the sprinklers are on
during the rain. They were on at 7 p.m. on October 10, 1995.
They would like to bring this to Mr. Corder's attention due to
the high cost of the water and water being wasted. The
sprinklers were also on during Hurricane Erin.
Fountain Reports
Connie Newcomb
Ms. Newcomb presented figures on the cost of signs. Chairman Ver
Way spoke about where she would like to see a Welcome to
Edgewater sign.
Ms. Newcomb continued her presentation of figures.
Ms. Jurczak commented on the sign for her business being
inexpensive. Chairman Ver Way stated they didn't want a wood
sign.
Mike Visconti
Mike Visconti presented a sketch he made up of a possible
fountain.

Mr. Visconti spoke about going before Council with a video. He
explained what he will focus on while making the video to
beautify Edgewater.
Mr. Visconti read a prepared statement.
There was a brief discussion regarding cutting the grass out to
1-95.
Ms. Sullivan asked how far Edgewater has annexed out on SR 442.
The secretary explained she thought they had gone all the way out
to 1-95 but certain portions are not included.
Chairman Ver Way asked when they will receive maps. The
secretary informed her she could get copies of the map she has
but if it is made smaller, you won't be able to see the names of
the streets.
There was a brief discussion regarding what has and hasn't been
annexed into the City.
Chairman Ver Way asked that a memo be sent to Mr. Corder asking
that since Edgewater annexed out to 1-95, if the boulevard can be
cut out to 1-95 on a regular basis for beautification.
Mr. Visconti continued reading his prepared statement.
There was a brief discussion regarding beautifying Indian River
Blvd.
Mr. Visconti again continued reading his prepared statement.
Chairman Ver Way felt Mr. Visconti's presentation was excellent.
Ms. Sullivan spoke about the beautiful landscaping project at the
landfill on Tomoka Farms Road.
Ms. Sullivan spoke about the medians on Nova Road in Daytona just
starting to be beautified.
Ms. Newcomb spoke about the beautification project being done on
the South Causeway to replace the original project.
Chairman Ver Way commented on the gentleman who is maintaining
the medians in New Smyrna. He spoke to Mr. Corder and presented
an idea to him to maintain the City's medians but she hasn't
heard anything about that yet.
Ms. Sullivan stated she lives in Edgewater and she never sees
anyone maintaining the medians. She works in Daytona and drives
through Port Orange, South Daytona and Daytona and always sees
those medians being maintained.
Chairman Ver Way spoke about the article in the Observer under
the Thumbs Down section regarding Sanchez Park. She asked to
send a copy of the article to Mr. Corder.
Mr. Visconti stated he received an estimate on his idea of a
fountain and the cost would be around $5,800. He spoke to
someone at First Union bank and she told him when they are ready
to do the fountain to go in and talk to her and she would be more
than happy to make a donation.
There was a discussion regarding going to all the banks in
Edgewater for donations.
Chairman Ver Way stated she would contact Nancy Williams.

There was a discussion regarding going before Council with the
total cost for the fountain.
Chairman Ver Way stated she would get a letter from Ms. Williams
at the bank. They need to come up with figures and a master plan
to present to each Councilmember.
There was a discussion regarding the style of fountain the
Committee would be interested in.
The Committee discussed the canal coming from the river to u.s.
#1 that drops off and there being no guardrail there. Chairman
Ver Way feels that is very dangerous.
The Committee discussed the retention ponds. Ms. Newcomb
questioned why, when the streets were done, they didn't put in
storm sewers.
Chairman Ver Way asked that a memo be sent to Philip Fong,
Chairman of the Economic Development Board, regarding the
Edgewater Pride Campaign. She stated the Beautification
Committee is pleased to give him an answer that we would like to
work with the Economic Development Board toward the Edgewater
Pride Campaign and we are available to discuss what we can do to
kick the campaign off the ground.
Chairman Ver Way briefed Ms. Jurczak about the Edgewater Pride
Campaign.
Mr. Visconti feels they need to get on the agenda. Chairman Ver
Way stated they have to get their stuff together and then they
would go.
Arbor Day Celebration
Chairman Ver Way stated they need to choose a date for the Arbor
Day Celebration. She suggested having the Arbor Day Celebration
at Hawks Park. The southwest corner of the street is vacant and
suggested putting one big tree.
Ms. Sullivan suggested putting a tree in the median out by 1-95.
Chairman Ver Way asked where else could a tree be planted. Ms.
Sullivan stated City property preferably.
Mr. Visconti suggested having the celebration at one of the
schools. He was informed that has already been done.
Ms. Sullivan suggested planting trees at the Fire Station on
Mango. There was some discussion regarding whether or not they
are going to build a new Fire Station.
There was some question as to whether or not the old Fire Station
will be used to store the utilities equipment.
Ms. Sullivan suggested having the celebration out by 1-95. Every
year, we will put a palm tree around 1-95 until it is fixed up
the way the Committee wants it. She stated the median in front
of the Chevron station has nothing in it. Chairman Ver Way
questioned there being no water out there. Ms. Sullivan stated
the Water Plant is right there and they could dump water on it
once in a while.
Ms. Newcomb stated they have beautiful palm trees at Builders
Square for $100. Chairman Ver Way stated she usually works with
Mike Hickey because she knows the trees will be o.k.
Ms. Sullivan stated putting a tree in the median out by 1-95
would also help beautify the entrance to the Water Plant.

Chairman Ver Way suggested having the celebration December 1st.
The Committee agreed the Arbor Day Celebration would be held at
3:30 p.m. on December 1, 1995 at the median out by 1-95 in front
of the Chevron station.
Chairman Ver Way asked the secretary to notify the Mayor so he
could read the proclamation.
Mr. visconti suggested starting the video with the Arbor Day
Celebration and then start a history of what they are doing.
Chairman Ver Way asked when they wanted to start this.
The Committee decided they would like Mr. Visconti to start the
video with his list of ideas.
Mr. Visconti asked the Committee when they wanted to start the
video. He stated he is free on Saturdays and after 3 p.m. during
the week.
Chairman Ver Way questioned DOT stopping the tree planting out by
1-95. She doesn't know if she is going to have to answer to
them.
There was a brief discussion regarding the speed limit out by 1-
95.
Ms. Newcomb stated she would plant the three and then suffer the
consequences later or else you are not going to get anything
done. The secretary stated that may pose a problem with the
Council. The Council will fall back on the Committee questioning
why they didn't go to Council with this in the first place.
There was a discussion regarding whether they will be done with
their presentation to Council before December 1st.
Chairman Ver Way suggested going to Palm Coast and videotaping
the entrance and exit for 1-95 and then show the Council what
Edgewater looks like. The Committee thought that was a good
idea.
The Committee discussed making a copy of the City logo and
putting Beautification & Tree Committee through the middle and
the names of the members around it. The secretary agreed to do
that.
Chairman Ver Way asked Mr. Visconti to contact her when he is
ready to start the video and then the Committee could get
together to help. Mr. Visconti suggested she call him.
The Committee discussed some ideas of what they will include in
the video.
Chairman Ver Way asked the secretary to send a copy of Mr.
Visconti's ideas to Mr. Fong with his memo.
Chairman Ver Way informed the Committee the next meeting would be
November 7th.
Chairman Ver Way asked how much time they need to get on the
agenda. The secretary informed her the meetings are the first
and third Mondays and the agenda closes the Monday before.
Ms. Sullivan questioned if they will be able to show the video to
the Council. The secretary informed her a television and VCR
would be set up.

Chairman Ver Way asked Ms. Jurczak to find out who the Presidents
are of the New Smyrna Men and Women's Garden Club and their phone
numbers. Ms. Jurczak agreed to do that.
ADJOURNMENT
There being no further business to discuss, Ms. Sullivan made a
motion to adjourn, second by Mr. Visconti. The meeting adjourned
at 8:12 p.m.
