05-12-1998 ..... ..., CITY OF EDGEWATER BEAUTIFICATION , TREE COMMITTEE MAY 12, 1998 7:00 P.M. CITY HALL CONFERENCE ROOM MINUTES CALL TO ORDER/ROLL CALL Chairman visconti called the Regular Meeting to order at 7:00 p.m. in the City Hall Conference Room. Members present were: Michael Visconti, Michael Tanksley, Patrick Conway and Rose Hoffman. Eleanor German was not present. Also present were Parks and Recreation Director Jack Corder and Recording Secretary Lisa Kruckmeyer. APPROVAL OF MINUTES Re9ular Meetin9 of March 10, 1998 Mr. Tanksley made a motion to approve the March 10, 1998 minutes, second by Ms. Hoffman. The motion CARRIED 4-0. OLD BUSINESS Master Plan North & South Entrance of City Mr. Corder informed the Committee City Manager Grace would like to put their plans for the first two medians on the north end of u.S. #1 on the June 1st agenda to go before Council. Mr. Corder presented the Committee with drawings of the medians and asked them to come up with what kind of trees and plants they would like to see put in the medians. Mr. Corder stated city Manager Grace is suggesting planting plans and mulching the whole island. Mr. Corder feels they need to place the sign in the first median. There was a brief discussion regarding the width of the medians. The Committee went on to discuss the Welcome to Edgewater sign. Mr. Corder informed the Committee they are going to try and get money from the Chamber of Commerce to help pay for the signs. The cost estimate, given by Ridner Signs, sandblasted is $765.00. There was discussion regarding changing the font on the sign by making Edgewater larger than the other words or putting Edgewater in a script font. The Committee went on to discuss colors for the signs. .",.., ....., The Committee spoke about the sign being cheaper if they order two and if the Chamber is going to pay for the signs, they should go ahead and order two signs. Mr. Tanksley asked about illuminating the sign at night. Mr. Corder stated he has been trying to find solar spotlights. Mr. Corder discussed the cost to put electric into the median. He informed the Committee they would be using potable water in the median because of not being able to get the reclaimed water to the north end of the city. To get water to the north end, it will cost a little over $5,000 which includes the jack and bore, impact fees and connection fees. There was a brief discussion regarding Mr. Corder having to pay impact fees and connection fees because of a bond issue. Mr. Conway asked if they could get grant money for this. Mr. Corder informed him grant money limits what the City can do. He informed the Committee it would take over a year and a half before the grant would even be approved because of the grant applications being due by next February. Mr. Conway feels $5,000 is a lot of money to get the water to the north end. Mr. Corder further elaborated on what is included in the cost. Mr. visconti spoke about putting in electrical and digging a well. Mr. Corder informed him the Department of Transportation won't allow it. Mr. Tanksley asked about using the plant recommended for grants and getting the money after the fact. Mr. Corder informed him they would not be able to do that. Mr. visconti asked how the medians were beautified with no water on Beville Road in South Daytona. Mr. Corder stated it sounds like they went with total xeriscape. Mr. Corder spoke about New Smyrna Beach spending over $300,000 on the beautification on u.S. #1 which consisted of grant money and Community Redevelopment Agency money. He spoke about the beautification done on the South Causeway and businesses donating money to replace plants that were required by grants. Mr. Conway again spoke about the $5,000 it costs to get water to the medians. Mr. Corder further spoke about the cost to jack and bore and a company needed to be DOT certified to jack and bore under the highway. Page -2- Beautification & Tree Committee May 12, 1998 ...... ....,; Ms. Hoffman asked about running the electric the same time the water is being put in. Mr. Corder explained if they don't want to put in electric at that time, they can put conduit in there so electric could be put in at a later date. Mr. Visconti asked Mr. Corder if he thinks this is ever going to happen. Mr. Corder stated eventually, yes. There was some discussion regarding a study being done on the U.s. #1 corridor. The Committee discussed different trees to place in the medians such as ligustrum trees, bottle brush trees, holly trees or wax myrtles. Mr. Corder went over the prices he received for trees. He informed the Committee the Indian Hawthorne, Coonties, and Schillings did very well in the medians that have already been planted. Mr. Conway questioned if City Manager Grace wanted the person who installs the plants to maintain them as well. The understanding he got was the City would have nothing to do with that. Mr. Corder stated his conversation with City Manager Grace today was to get a price on maintenance. Mr. Visconti gave Mr. Corder a list of prices he received from Pro Care Landscaping and Design. Mr. Tanksley asked why palm trees can't be put in the medians. Mr. Corder informed him they can only put in trees with a trunk up to a 4" diameter. Mr. Tanksley feels since this is the first median they are beautifying they should go with a maximum impact to get public approval. The Committee went back to discussing how they want the medians to look. Mr. Corder stated City Manager Grace wants the whole median planted and mulched. There was some discussion regarding how much planting space is in the medians. The Committee discussed some plants they would like in the medians. Mr. Visconti asked if they were going to put any grass in the medians. Mr. Corder stated he didn't think so. Mr. Visconti asked which is less maintenance for him. Mr. Corder stated he is at the point he just wants it to look good. There was some discussion regarding mulching the medians and what type of mulch to use. Page -3- Beautification & Tree Committee May 12, 1998 ... ..., Mr. Corder asked the Committee if they want each median to be different or do they want to use a theme. The Committee agreed they would like to stay with a theme. The Committee went on to discuss not being able to put palm trees in the medians unless the City takes on the liability. Mr. Visconti questioned if Mr. Corder would be getting prices. Mr. Corder informed him he would be getting prices on everything installed. He informed the Committee he would like to call a Special Meeting once he receives the prices. They have to have this done by Memorial Day in order to make the first Council meeting in June. A Special Meeting was scheduled for May 21, 1998. Mr. Corder agreed to get Mr. Tanksley blank median plans for him to do the drawings of what the Committee wants in the medians. Mr. Visconti thanked Mr. Corder for his help with the progress they have made. Mr. Corder informed the Committee he did not want to do the plans himself, he wanted the Committee to be involved. There was some discussion regarding the different sizes of the two medians. Ms. Hoffman suggested using all ligustrum trees instead of the bottle brush trees. The Committee agreed. The Committee discussed the medians on the South Causeway in New Smyrna and the signs used to recognize businesses that have adopted the medians. Ms. Hoffman asked Mr. Corder if he had ever heard of Blue Days. She has them in her yard and feels they are great. Beautification Award Procedure The secretary informed the Committee of the procedure used in the past by the Committee to decide on the Beautification Award. The secretary informed the Committee to bring a pick for District 1 to the next meeting. There was some discussion regarding the restrictions on the beautification award in the by-laws. The secretary agreed to place this on the agenda for the next meeting. Page -4- Beautification & Tree Committee May 12, 1998 '-' ...." Ms. Hoffman asked if there are different homeowners if a home can be picked more than once. The secretary informed her that is something they can discuss at the next meeting. Mr. Tanksley stated he and Mr. Visconti both picked 234 North Riverside Drive separately and suggested Ms. Hoffman and Mr. Conway look at this house and they could decide at the Special Meeting on May 21st if this is who they want to give the award to. The secretary asked the Committee to pick a house in District 2 for the next meeting. There was some question as to whether 234 North Riverside Drive was the correct address. Mr. Tanksley suggested they choose a business as well. There was some discussion regarding giving the next business award to Nationwide Medical at 2018 South Ridgewood Avenue or All Suite Motel at 335 North Ridgewood Avenue. NEW BUSINESS There was no new business to discuss. MISCELLANEOUS Mr. Visconti informed the Committee of a phone call he received from Terry Webb regarding wanting to plant a tree in memory of her mother. He suggested maybe they could promote that with putting the trees in the medians. Mr. Visconti and Mr. Corder discussed her placing a tree behind the fountain on SR 442. Mr. Corder suggested to the Committee that once they get trees in the medians, if there is nowhere to plant a tree, maybe they could use a tree that has already been planted and pay the City a certain amount for the tree and a plaque. Ms. Hoffman feels it would look like a cemetery. Mr. Corder thinks the sign would be small and right up against the trunk. Ms. Hoffman thought it would be okay if they did that on one tree per median but not every tree. There was some discussion regarding the plants around the fountain. Mr. Corder explained to the Committee they put chlorine in the water and when the wind blows the water, the chlorine gets on the plants and kills them. Mr. Corder spoke about not having a lot of places to put trees, one reason being not having water at some of these places. Mr. Visconti suggested someone donating a tree in memory of their loved ones with no plaque. Ms. Hoffman feels that would be fine.
