'-" ~ THE WORKSHOP MEETING OF THE CITY OF EDGEWATER REGULAR MEETING HELD FEBRUARY 28, 1974 The Regular Meeting of the Workshop of the City of Edgewater, Florida was called to order by Mayor David C. He stated that he came to see him about a week ago, and " talked about a new insurance policy for the City employees. The Mayor asked him to come back tonight to talk to the Council members that weren't here.He then gave him the floor. The representative presented the Prudential Life Insurance Policy to the members of the Council and the public. -1- '-' ..."", After many questions and discussion on this policy, Mayor Severance stated that the City will get back with him as soon as possible. There is some ind.cation that the Council will be talking to other Insurances Companies also. Mayor Severance stated that just to let the public know, the Jihov~Witness came by the City Hall and wanted t. permission to go throughout the City. Chief Katez and Mayor Severance informed them that if they wanted to come in our town that he would have to get a permit. If they do come arqund, they must have a permit with them. Po'; r-.. COMMUNICATIONS The City Clerk read a letter from the Friends of the Edgewater Library requesting the Ceuncils approval to hold a folk Art Festival in the Community Center. Saturday November 16, 1974 from 10:00 a.m. to 5:00P.M. Mayor Severance stated that .. the Council will acknowledge this letter Monday night at the Regualr City Council Meeting. The City Clerk read a letter concerning the Edgewater Christmas lights. The Christmas light strands across U.S.#l having less than the required 18 ft. clelrence, and there are 6 of them. Please notify Florida Power & light when we do something about this. Mayor Severance stated that we will look into this matter and if in fact there is a problem there weill have it fixed. The City Clerk read a letter from Briley, Wild and Assoc. to McMahan Construction tellting them tb go ahead with the proposed modification to the Electrical work and they have sene them the drawings and everything.to go along with it. Councilman Bevel requested that we make arrangements that no matter what the problem is, they come to City Hall and if we need something for the Water & Sewer Depts. get it, so that we can get these problems finished. The City Clerk read a complaint from Mr. Nessel stating that he is a li~en6e contractor in the City. He stated that he was given permission about 4 years ago to haul my trash to the dump, why have I been stopped~ Mayor Severance suggested that we put this on the agenda for the Council Meeting, and answer this question ~or Mr. Nessel if he can not attend Monday night, the Mayor said that he will personally write him a letter to explain this. The City Clerk stated that in April of 1972, an application was filled out with the Department of Pollution Control for a loan since then they have called several times wanting to know what the statis fo it is. This is a 30 year loan, the rate is roughly 5.1 on it.They ask that we either withdraw the application or let them know how much money we want. The Mayor iBstructed the City Clerk to write a letter to Btiley, Wild concerning this loan. The City Clerk stated that she talked to Mr. Cunningham from Ma~ Zim'a (auditors) he said that it was against the law to qu6te a figure they can't do it. If we would like to engage them to write up a resolution, he would like it to cover this year and next since we are already into this year. They will write a letter to us saying what they would cover for their fee.He pointed out that there has been a new law since January about raising the Water & Sewer rates and there is a particualr formula to use to do tie -2- '-" 'WI The Mayor and Councilman instructed the City Clerk to write them a letter asking them to come to the next Workshop meeting to discuss this with us. The City Clerk read a petttto. f~om contractors and residents requesting that the City Council reconsider their decision in terminating Mr. Ado~ph LaBonde, Building Officia1's contract. Mayor Severance stated that should put it on the agenda, acknow1edgeing it and get a motion and a second to this. The City Clerk read a letter form Norman La Force of Faith Brothers Construction Co. concerning the answers and correction of the violations that are in question by the Council. Mayor Severance stated that this letter should be put on the agenda to be read agiin Monday night. The City Clerk read a letter form read a letter from Chief Katez of the Police Dept. submitting his resignation as Chief of Police. Mayor Severance stated that the proper action to do on this is to acknowledge this letter and take the necessary action on it Monday night. Chief Katez explained to the public why he had submitted his resignation as Chief of Police. The City Clerk stated that Councilman Bevel brou~ht a mistake in the minutes to my attention. Instead of having them typed over, f just wnet ahead and had the girls correct them. The City Clerk stated that she has had several people in City Hall wanting to know about gas storage at home. Mayor Severance stated that there is a state law against this. Fire Chief Walls stated that you can store a 5 gallon can, but you should keep it away from the house. You should tanot cayry it in your car. Large storage must be covered. The City Clerk said that they went to the Sunshine Seminar and we need to have complete recordings or sets of minutes of all meetings. There must be a record ava1iab1e to the public. City Attorney Weaver stated that one thing that we have to prepare for our appointed boards is a notice providion that we can notify the press, papers and the public exacta11y when these boards are meeting. This is something that we should look into. Mayor Severance stated that on Councilman Bevels suggestion we will instruct the attorney when he gets this packet to sontact the City Clerk who inturn can have one of her girls ca1 ~each member of all the boards and request their presence for a summory on this Sunshine Law. The City Clerk stated that Ordinance No: 869 and 870 will be up for final readings Monday night. The City Clerk stated that we had a slight problem at the Sewer Plan, the pump that we bought about 3 months ago blew up. Someone said that it was not large enough, and we have another one on order like that do you still want it ordered or cancelled? The engineer said that it is large enough. Mayor Severance said that he thinks that we should go along with the engineer. -3- -- ..... ...., Mayor Severance stated that we discussed at the last Workshop that we wanted to discuss tonight the individual that takes the Council seat for Zone III. He stated that he has a reccomeddation that he would like to make to the Council at this time. I reccomend to the Council that we set up a Special Meeting (Workshop) for the purpose of inviting the 8 people that are on. the list that have given their names to the City, invite them to come to this Special Workshop so that. the Council can talk with them. These people are Mr. Al.~1s, Mr. Sikes, Mr. Vogole, Mr Brown, Mrs Casey, Mrs. Woodard, Mr. Fisher, Mr. Pruitt. These people will all be checked out. Mayor Severance stated that if there was no objections that we would set up a Special Workshop Meeting March 7, 1974 at 7:00 P.M. The City Clerk will notify tRlt each person wanting to run for Zone III Council seat, to attend this meeting to talk with the Council. The City Clerk stated that w she doesn't think that we should xli..xiR. change the Water, Garbage & Sewer rates until we get an audit firm. What they have is Water (residential) $3.00 for first 3,000 gallons and 50 cents for each extra thousand gallon. Grabage $2.25 for 3 cans and $1.00 for each extra can. Sewer to $3.75. Which is an overall $1.00 aR~ month more. In commercial and industrial Water $3.00 for first 3,000 and 65 cents for an extra thousand. Garbage $4.00 for the first 3 cans and 8R $1.00 for each extra can. large business should pay per load. Sewage $5.50 min. or 50% of water bill, which ever. is greater. Multiple dwellings Water $3.00 for first 3,000, 65t for each thous.ga1lons . Garbaf~~s $2.25 per unit. N Sewer to be determined each room or suit $3.75 each,except rental units holding a valid occupational lisecnde they are c~argeed $3.75 for .IIR first unit and $2.20 each for each additional unit. City Attorney Weaver stated that we should have an engineering firm, and have their opinion on the auditors report, to show that our rates are in line. Mayor Severance stated that we should get the auditors business streightened out first and then have them check over out books and give them this and let them look lat it and see if they concer with it. Probably with in 5 or 6 weeks we should have everytblng streightened out ready for a public hearing. Mayor Severance stated that he would like to read the Contract with the County Inspectors. He then read the contract and stated that this is what the Council had asked our City Attorney to draw up and understand that Mr. Westberry is in full agreement with the contract.Mayor Severance also read the ordinance concerning the County Inspectors. Action will be taken on this Monday night at the Council meeting/. Mayor Severance stated that he called Sunshine TV and talked with him about our prob1~m with the michophones, he said that when they installed everything it was perfect.He said that Mr. Dennis will come down and look at the equipment to see what it entales. Mayor Severance stated that he has been looking through a couple of books. He said that he made a map and gave it to Councilman Lodico, and he will see that the equipment is moved over there according to the map. He stated that he would like to purchase n~ playground equipment. Then put the old equipment over by the school. ~4- " '-" ...., He state~ .bat he is goingl to go through this equipment and itemize it. Councilman Bevel stated that he got a complaint about Mr. Brown's new building, beside it there is a driveway, this driveway runs from U.S.#l back to Neptune Street. The City problem is, the parking lot is theirs and it drains into this driveway, the drive- way drains into a City Street and a City Street drains into a mans property, and flooding his property. City Attorney Weaver stated that the simpliest way to handle this situation is to contact Mr. Brown inform him of the problem, and see if he can regrade this, it may resolve a problem. Water is some how running from our street into someones property, that is our fault, but if it is running from his property into someone elses property,that's not necessarily our problem. Bayor Severance stated that he has talked to Mr. Brown about this problem. City Attorney Weaver stated that he felt that it would be appropriate to write Mr. Brown a letter informing him of this proplem and asking him to meet with us in an effert to solve this. Councilman Bevel stated that the Chamber of Commerce had their meeting and they did R vote to accept the lease on the office space in the fommunity Center. Councilman Bevel asked about the street lights on Western Ave. Mayor Severance stated that we should get the streets that need to be lighted most, before we get the others. The Council discussed Street lights in much detail. Councilman Clinton stated that each individual should stick to his own territory as a coordinator. He stated that this is why the Chief of Police is quiting. Mayor Severance stated that what Councilman Clinton was trying to say is that we all agreed when we went into the coordinator system, that the only way thet it would wo~k would be for each one of us to take a department and to work as an individual as coordinator of that department in such that we would not go into the department and try to run ti, that we would only go upon request of the department head, or if we had reason to complain. Councilman Lodico stated that he felt that he did not do any thing wrong and that he would stay out of the Police Department. After much discussion, Mayor,Severance stated that welllRI can all resolve the problem if we~ll agree that we do not go into other departments with out th~ other coordinator knowing about it. unless it is an emergency situation, and then at least contatt the coordinator by phone or contact the City Clerk. Police Chief Katez stated that the Council said that if they get him a new Police Stateion, that he could get only one new Police Car, Chief Katez stated that he has not gotten a Police Station or a Police Car. He requested that the Council think more about getting him a new Police Car. He stated that there is a Police car at American Motors that is fully POlice equiped for sale. Mayor Severance stated that Bouncilman Clinton as coordinator of Police Dept. should go down and look into this car. __;~._Ch~:y stated that he purchased a 100 foot tower for the / 5- for the Police Dept. For what it would cost the Chief to put up a 40 foot antenna, we are putting up an 100 foot antennea for almost 1/3 of the price. Mr. Christy stated that Councilman Lodico is going to pick up his water pump and he would like to request that Mr. Lodico pick up the antennea at the same time ~o that we don't have to make a double trip and double expence. Mayor Severance stated that he didn't see anything wrong with that, he can pick them both up at the same time. Mr. Christy stated that he had a CD Meeting with the County, and they asked us to get a hold of all of the churches and ask them if they would pool their rides to church, to save on gas. There is going to be a meeting held with Civil Defense and all of the filling station people and explain to them how they can fill out this FEO-17 form. Mr. Christy also stated that he went to Patrick Atr Force Base The City will be getting a list of every auction that they have and at these auctions they have automob'les which are in running co_dition, trucks, office equipment, and a lot of t. other things. He stated that at Mc Coy Air Force Base they have a lot of equipment for sale that. there also. Fire Chief Walls stated that he has a booster hose, an 1 inch hose, it has a nozzel on it like a graden hose. It is very unsatisfactol in operation and he would like permission to order a new lever to turn off and on, Mayor Severance stated that being that there is no objections, Fire Chief Walls can go ahead and order it. Councilman Bevel brought up the man~oles. It will cost us about $125.00 for each man hole./ They wHkk CXR8 HB x will come in abd put a level coat, covering up everything on the street. manholes also. They will have a Eha~* mark. Mayor Severance instructed Councilman bevel to call L & M paving Co. back and get some prices on this paving. Mayor Severance stated that with no further business, we will call this meeting a closure. w-
