The Mayor then turned the floor over to Mr. Van Trueun to discuss this matter over with the Council. Mr. Van Trueun stated that his neighbors and himself felt that there was a definate need in their community if at all possible to have some form of fire protection. We realize that we are out ot the limits. He stated that he took it upon himself to circulate a petition among the neighborhood and we at that time got a little donation in our appreciation for the efforts of the Fire Department on our behalf. We are actually here not only to request some help but your advise and guidance as to how we should atte~pt to attack this problem. Mayor Severance stated that the Council discuss breif1y at the Workshop in regards to how we are allowed to go out of the corporate limits under the existing carcumstance$,for fires. We have intentions of creating a Greater Edgewater Municipal Service District, of which we discussing at this time, we are not trying to rush into it. City Attorney Weaver stated'that looking at the Charter, he stated that he didn't thing that there would be any problem as far as goin~ outside the City Limits, if there is that can be remedied. There is nothing in the Charter about it, there is an ordinance covering the area and that could be changed. Yes we san provide them with the service, but it comes down to a costly factor for the City. Our equipment, since there wasn't City water there, we would have to have a different type of equipment. What we would probably want would be a 5year contract of service to the area and we could go on this basis of some sort. We are goin~ to have to do some studing as cost basis and get this back to you and see how this strikes you IS if your willing to pay this much for Fire Protection. Mr. Van Trueun stated that their immediate consern is for Fire Protection. If we were to have a littler fire anywhere down there we have no legal right to call for assistance and if we did we would probably be turned down. Mayor Severance stated that City Attorney Weaver stated that legally we can give you assistance. The second thing is the fact of the mater of cost that it would be to service your area for Fire Protection, not~~ng else. Fire Chief Walls stated that in a plimtnary study of the area we have capibility in out present equipment. The only water source at Water Way Park is salt water, and if he uses his pumper to get suction and pull water from those canals, i~ wouldftake Half of the water supply in the tanks to clean and clear the pumper. With our present equipment, having no pumping facilities, he stated that he looked at some of the cost that this might involve if we fill up a sepeBate vehicle for fire fighting outside of the limits. What we would need would be a good size pump that we could drop the hose into the canals and get sufficient wate~ to fight any major fire. This pump would cost up about~ ,700.00 -2- w ~ We need a good brush fighting vehicle at the present time he stated that he is restricted as to where he can take his vehicles. The Firemen are most willing and have no hesitation about going anywhere and fighting a fire. Mr. Christy stated that he has already called up the County Coordinator and made arrangements. There is available equipment but it has got to be proven an emergency, and this is an eme~gency. It will still belong to the government, but we will have it and use it as long as we need it. But Mr. Christy has to write a reoprt from the Chief and what the Council has agreed on. He hJS to make a reoprt once a year on this peice of equipment. It will either be brand new or almost new. It will not cost us any- thing. He can furnish the vehicle and that is all. It will be in writing. He has to have from the Counic1 what they want to do before he starts writing this reoprt. Mr. Van Trueun stated that there were a least 50 property owners that have told him that they were intesested in EB"siBIXiM8 fire protection. He asked if we could authorize our County Tax Depart. to put a certain amount of money on our tax bill once a year and that in turn be refunded back to the Edgewater Fire Department or whereever. Fire Chief Walls stated that there are a lot of developments down by Waterwaj Park that will need fire protection too. If we give it to Waterway Park then the other developments will want it too. City Attorney Weaver stated that the City Could write to or at least notify someone down there in the other developments about this situation. Inform them the residents at Waterway Park are interested in Fire Protection and ask them if they are. Councilman Clinton stated that we have the Chief ~et all of the information, pricewise and all, as close as he can get. Then have Mr. Christy get the information on the vehicle and all the information that we need on this and go ahead and see if we have the money to to it. Mayor Severance stated that he would like to ask Mr. Van Treuen to contact Cory Estates at his leisure. Then at the Workshop meeting April 11, he could have a representative from Cory Estates to speak for them, as to whether they are interested in this fire protection project. Then hopfu11y Fire Chief Walls will have some information for us on the cost. Then the Attorney can give us an opinion on this Monday night. ChflKICon Mayor Severance then gave the floor to Mr. Sharon. CllAl!.~n Mr. Sh&Yon stated that he did not agree with the way that the Police Department arrested him, and he thought that they had a conspiricy against him. Mayor Severance stated that this incident happened over a year and four months ago. The only thing that the City can do is to go by the gQ!i&~ Recoed and the fact that you didn't appeal the confiction. Councilman Clinton stated that this happened one other time and the Council let the police officer speak also. So we should let this officer in this case ~ speak. -3- '-' ...." Ctiy Attorney Weaver stated that everyone has the right to come here and speak their peace, but he would like to make one thing clear that is if this gentleman wishes to bring legal action against the Ctiy, he is most in his right to do so. There is no question about that. Police Chief statad that he was onthe bench with the judge. The man did plee not guilty at the time which was his perogative. He was told to begin with before he pleed that if he wanted to change and take his case out of our court and take it to the County Court that he could. Mayor Severance stated that Mr. Charron has asked permission to come before the Council to speak, and we have granted lim that permission as a citizen he has that right. Officer Westfall stated I tBat if Mr. Charron wants to pursue ti further go ahead and he will talk to lawyers of his own. Mayor Severance introduce~ Mr. Tumblin with an insurance reoprt. Mr. Tumblin presented his plan for a new life insurance policy, to the council. They discussed this plan in full. Mayor Severance stated that we will have to set up a Special Worksho~ to go over different policies ;hat are coming before us, to decide what we want, and then draw specifications as to "hilR exactly what we want. The City Clerk read a letter from the Brevard County Board of County Commissioners. Stating that at their last meeting they adopted a resolution requesting that Amtrack initiate rail passenger service on the Florida East Coast. They are requesting that ill Counties, Cities, and towns along the Fla. East Coast coroperate and. support this resolution. Mayor Severance stated that what he has seen of Amtrack, he personally doesn't want them coming thoough Edgewater. He said they don't stay on the track most of the time and that it would be unsafe for them to come in around the school. Mayor Severance then turned the resolution over to the attorney and let him look it over. The City Clerk read a letter from Lee Sairs stating that he would appreciate this coming to the attention of the City Council that he is " interested in providing architectua1 services for the new Police Station. He will meet with the Council at their convience. The City Clerk stated that she would read the next letter and maybe the Council can get some kind of idea on both of the letters. The City Clerk read a letter from Robert G. Howard stating the architect fee estimate for the Edgewater Library. Mayor Severance said that it would be wise that we have this gentleman come over and talk to us, about the percentage as far as the Police Station goes. Then go out with our specifications and bids on it and we will have some idea as to what the architectua1 will cost. The Council put this matter on the agenda for April 11, Workshop. Mayor Severance stated that the proper thing for the Council to do on the Library addition, is to contact the necessary people in relation to the funds, make sure they are there, get something in writing. -4- '-' ....., The City Clerk read a letter from the Zoning & Planning Board. Stating that the Menard property east of ocean avenue on the fiver was offered to the City in the past with the stipulation that the City maintaiiR it, but the 'ffer was turned down. This board would like for the Council to coeck into this proprety as it would be a fine recreation site. There was much discussion on this piece of property and the Council acknowledged the letter. The City Clerk read a letter from the Zoning & Planning Board stating an aparent zoning violation. These problems were brought to our attention by the residence of this area. (1) an abandoned house trailer located on the north side of Knapp Ave, (2) a cooal that runs notth and south between palmetto and Perdita Ave. aparent)y serves no purpose, this canal is infested with mosquitos, snakes and has become a collection place for ..Klxdebre, and shopping carts. (~ de.bn s We recollmend that this ditch be claftred of aJl1(. _6and covered over or filled.(3) the owner of the house at the end of Perdita Ave. aparently has a kennel with approximately 10 hunting dogs. (4) The rescent car and brush fire at the end of West Knapp Ave. might have been prevented if a barricade have been put at the end of the street. We recommend that new barricades be installed with locks chains stretching across each opening. Mayor Severance stated that the first one has already been taken care of. The City Clerk is going to contact the Mosquito Control and we will habe soemthing on this Monday night, on the second paragraph. We have had a couple of complaints about item three, the dogs. Mayot Severance said that if the people won't sign a complaint that we can't do anything. The Council acknowledge this letter. The City Clerk stated that due to the City being out of gas, she called Mr. Morris and he said as a favor to her he would see what he could do. He came down yesterday and had all of the forms all filled out for additional 6,000 gallons a month. He will put in for it for us he would predeliver the first of the week for us, Monday we are suppose to have more fuel delivered. Councilman Clinton suggested that the City Clerk contact these people and ask them about placing another tank here. If so have the tank placed down at the Fire Department property. Let the emergency vehicles like the Fire Department and the Police Department get their fuel at the Fire Dept. Councilman Lodico stated that we need approximately 50 cement posts different places in the City. They are running in cost approximately $12.00 per post. If we can put some of these street signs that he has indecat~d here we can pick up some of these posts and use them where we need them instead of buying them and then repainting them. The whole outfit will uun $3,244.00. Mayor Severance suggested that the Council put this on the agenda for Monday night for the vote of whether. we approve or disapprove this package. Councilman Lodico stated that starting Monday we will have somebody painting signs. If we can get a bid of a $1.00 a post painted and we can do the whole thing. Councilman eodico stated that we have some very valuable equipment at the barn, this equipment will corode. We should have a shed or something to put this equipment in. This building is like the one at Brown's Airconditioning. Mayor Severance stated that we should look around for estimated costs based on the size of the building that we are talking about for a slab. -5- '- "W/II Councilman Bevel suggested that the City send Stanley Slates to the school in Silver Springs. It is a three day school and will cost I $75.00. Mayor Severance stated that he has no objections, he thinks that it is good to train these people. Councilman Bevel stated that he qot a call from a man about a job with the City of Edgewater: He is a Class "CII operator in water pollution department. He willed out an application Councilman Bevel requested thai the Council have an interview with this man. We need another man out there in the Water Dept. Mayor Severance stated that if Councilman Bevel would 1ik~ to interview this gentleman, that is fine. Mayor Severance stated that we have I contracts with people to dump their garbage & trash out at the City Dump. The previous Council did in fact give the approval for Mr. Morgan Campbell who lives on Air Park Road to dump his garbage personally in the City Dump. This was given to him in a form of a motion. He pays City rates. He went ot dump some garbage and Sgt. McCall informed him that he was not allowed to dump there. Mr. Campbell called the Mayor asking waat can he do. ~olice Chief Kates asked that the City Clerk make a list of the poep1e that have a contract with the City in dumping at the City Dump. Mayor Severance instructed the City Clerk to make this list. Mayor Severance stated that he is in favor of raising Sgt. McCalls position, but in all fairness to all City employees, he would like to wait until we work up the pay raise for everybody, we have got other posttions that we might want to create. Every City employee get a pay raise. This will be October 1st when the new budQet comes in. He stated that he would like to xlk. write a letter to the Merrit Board and request that they take the list of all the ctty Employees their current salaries, their current positions, and have them work up a complete workup of new posttions that they fiel are needed and the salaries they feel are needed. Fire Chief Walls stated that one of the Firemen was called 00 a fire in his best Sunday Clothes, they got burnt and torn. He asked if this man was covered by any insurnace. Mayor Severance stated that he would check into this and it will be brought up at the Council Meeting. Fire Chief Walls asked permission to buy a dozen spot lights at $4.60 a piece which would cost you $55.20. Mayor Severance said for them to go ahead and order them. Fire Chief Walls stated that the Fire Sept does not have a full comp1imeut of 30 bunker coats and hats and boots. We would like for the 30 men to have their own coat,hat and boots. ~~.~ He stated that he would like to make an inventory of what he does have and then present the Council with what it would cost to outfit the res~ of the firemen.
